rettelted us to-day. We have already pub
liahed the ticket. The resolutions adopted
are loyal and earne . st. We copy the fol
lowing:
Resolved, That the present rebellion is
the result of a long cherished and settled
plan of its , leaders to destroy the govern
ment of .our fathers, violate the Constitu
tion, everted the free and humane ihsti
(alone era= Ocriustry, and on their ruins to
blind iitturegoonicy for the special protec
• don of - humeri bondage.

• • - Gen. -McClellan.
-The Chicago Tribune thus defends the
President and Mr. Stanton from the attacks
of.tortain newspapers and their corres
pondents:
The newspaper correspondents in the
army of the Potomac agree with singular
unanimity that Gen. McClellan must have
reinforcements before he can make any of
fensive demonstrations against Richmond ;
and a few of them, moved thereunto, no
doubt, by the erumbs which fall from the
'tables of. Generals. who tolerate such Ma
: sancta, are somewhat loud in their ,cen
sures of the Administration in sending
forward those reinforcements so tardily,
and for not stripping Banks, Shields_and
Fremont of their commands, to help the
' , Young Napoleon' out of the Chickahomi
ny marsh. But the mistake .is not with
the Administration, in withholding troops
necessary to the sure defence of the Capi
tal; but in Gen. McClellan in putting him
self_in a position where those troops can
not, while contributing to the security of
Washington,• smelt his offensive force to
Bush a number that its movements would
:crash any opposing, army that could be
brought against it, The error dates , from
thitime when Gee. McClellan, agains t the
admonitions of wiser heads than his, de

always practicable route, he could have
been in Richmond more than six weeks

so noble a cause. But while they proposed
to submit cheerfully to these sacrifices in
behalf of their country, they had no thought
that Congress would deliberately legislate
against their interests and in favor of their
rivals, the British ironmasters,, who escape
the burdens of our tax bills, and perhaps
-laugh at our calamity, while in many cases
they sympathize with the rebellion, and
would gladly see the government and its
loyal people involved in-ruin.
The tax on bar iron in the Excise bill is
$1 60 per ton for ordinary sizes, and the
same-on railroad iron. In the new Tariff
bill it is propoied to put. an increased duty
on bier iron of $8 per ton for ordinary sizes,
and
. $5 per ton for extra sizes, prrided that
they shall not be subject to any additional
duty when valued at fifty dollars or . less 'per
ton. Now, inasmuch as bar iron - of ordi
nary sizes has not been valued at as much
as fifty dollars per ton for the last fifteen
years, and probably will never again be
valued so high, it amounts simply to this :
That there will be no increased duty what
ever on bar -iron, while railroad iron and
pig iron are specially exempted also. This,
to be sure, is a very pretty trick, and tve
are curious to know who is the ingenious
inventor of it. A"-more palpable fraud never
was attempted upon an, intelligent people.
Where we expected water, they have offered
us vineger, when we asked for bread, they
have given us a stone. Having thus far
pretended to increase the duty on bar iron,
the proviso boldly excepts railroad iron
from any increased ditty whatever. There
are at least a dozen establishinents in Penn
sylvania alone, which will pay from fifteen
to fifty' thousand dollars per annum, each,
excise, on railroad iron. It., is not only on
the iron when made, but upon four and a
half 'to five tons of coal employed in its
manufacture; upon oil, brass, and a dozen
other articles, all of which in a degree go
to make up the cost of the manufactured
article, and which actually brings up the
excise to nearly two dollars per ton. Does
the committee believe that the way to ob
tain the most income from an excise upon
railroad iron is & discriminate against its
manufacture? Do they wish to crush Amer
ican industry in order that revenue may
come from foreign imports? Do they wish
to put a tax on loyalty and give a bounty
to foreign sympathy: in favor of rebellion
and treason ?
Political Excitement in Italy...Wier
rel Between Garibaldi and the
Government.
The latest news from Turin. gives the de
tails of an unusual excitement in the Ital
ian Chambers, in which Garibaldi, the
Primo Ministeltattizzi and Senator Criepi,
a distinguished Sicciliaty were the chief
actors.
The facts of the case, briefly stated, are
these: Garibaldi collected at Bergamo and
Brescia., in Lombardy, some four hundred'
young men, under the charge of Cot. Nulls,
one of the heroes of the invasion of Sicily,
the first man who silt footin Palermo. The
government thinking this concentration
was intended for offensive movements
, .
against Austria, had Hullo and the princi
pal men Of the four hundred arrested. The
people of Brescia, seeing ' him led hand
cuffed through the streets/clamored for his
release, and the soldiere Bred upon them,
killing three and Wounding 'six. Garri
baldi indignantly denounced the Prefect of
Brescia, and propoaed thrnfficer who com
mended the fire for the future hangman of
Italy.
The matter' was brought. up before Par
liament. Ilatalzi denied , any complicity
with Garibaldi's movementa, • But Criepi
declared that Itataz z i was Deplicated—that
the scheme was not an invasion of Tyrol,
as suspected, bat against Dalmatia. Crispi
said:
"The expedition to the Tyrol is a phan
tasm evoked by the government in order to
render it easier to suppress the right of as
sociations in Italy. Garibaldi never
dreamed' orintssing' the filizieio. The ex
pedition wise destined to the sea, and
she Minister limtazzi kneti its destination.
The Minieter promiend a million (of francs,)
arms and ammunition. Prom Naples the
Minister sent but. a.few weeks since the
following telegram to Garibaldi in cipher:
""'The arms are! ready. Garibaldi has
only to send anditidicate the spot.'
"Again, the government , has already
,given_ a portion of the promised million."

This statement created great excitement.
Eataszi's defence jwas lame. He said that
the million was remiired eend certain
exiles out of. Italy, and that be.never pro
mised Garibaldi anything except the DIP
Lionel armament for the independence and
unity of Italy. Crisps maintained that be
bad documents and names, proving a great
Rataszi.Garibaldi echeme, and intimating
that the King knew of it too. The general
impression in Turin is that Ratazvi did con
spire with Garibaldi, did consent to assistan
expedition to Dalmatia, Which expedition
shouldafterirards be led where _Garibaldi's
genius chose ; that in consequence the left,
or opposition commuted to' vote for Batazzi;
that Hattazii minister.forgot the pledges of
It Mani ex-Minister, or else that Ratan' is
now compelled - to Obey the orders received
fromlbe Tuileries' previous to the fall of
Bioasoli.

Garibaldi has , written a long letter, in
which he says that the cabinet had author
ited him to raise two battalions of Genoese
carbineers—and that accounts for the 400
young. soldiers Lombaidy.
