The Union Men of - Norfolk and Ports.
The lion. David 'Wilmot, Senator in Con
gress, received a latter dated Norfolk, June
20th, an extract from which . l. ma permitted
to make. Gen. Viola, who has charge of the
military governorship of that ilistriet, is a
loyal and energetic soldier, and I entertain
the hops that he will take mignixanee of the
facts hero recited, when they meet hi; eye.
The following is the extract :
"Dean Sin: The Union men of this vicin-
ity are becoming much disheartened by the
indulgence shown to the rebels by our MI i
tary Governor. Parties of - .them procure
passes to travel to Baltimore and Richmond,
by giving their parole, (refusing to take the
oath,) which they do not regard in the least,
and by so doing a daily communication is
kept up with the rebel leaders in Richmond.
All the movements of the Federal army are
at once transmitted to them by these paroled
persons. Why the most tabooed of the Se
cessionists should receive them favors, aston
ishes the 17 nion unu. In so m e cases, persons
taken with letters in their possession, on their
- .
way to Richmond, have. been released by lien.
Viola. The Union men do not feel any safer
than before the occupation of Norfolk by the
Union troops. So much leniently is shown to
the rebels, that t ey threaten and speak as
boldly as ever. There must be a change, or
we will be compelled to leave this vicinity.
The majority of the voters of Portsmouth,
sad a goodly portion of the people of Norfolk,
are loyal to the core, and mostly mechanics
and laboring men. Can this be the reason
why they are so coldly treated by the Military
ll overrior 7"
It is right to add to this statement that nu
merous complaints are made in regard to the
moderation and favor exhibited to the Seces
sionists of Washington city and Baltimore.
They can very easily he found. Why should
not the plan of General lialleck, in regard to
the St. Louis Secessionists, be adopted in
these two cities? Why should not the men
who oppose the tlevernment and live upon its
indulgence he made to contribute, out of their
ample means, to the support of the suffering,
soldiers ! The tioveriationt treats. the rebel
sick nod wounded -with singular care and
charity, and the Secessionist' add their own
generous donations, carefully passing by the
hundreds of brave men who have been muti
lated and injured in their struggles for the
Union. Why should not the rich and well
born, who do not care for their country and
yet remain under the flag, ho Made to give of
their means to those whu,so nobly champion

The editor of the Rational Republican bas
been to Fredericksburg, and this is what lie
nays of the contrabands :
A large number of slaves have left their
masters, and aro now free, yet quite a number
remain in the city. These are virtually free,
as their masters retain no real command over
them. Their behavior is good, no outbreaks,
or even disrespectful conduct or language to
wards the whites being manifested. They
are constantly doming into our lines from be
low this city, a party of them making their
appearance at our advance pasts nearly every
morning, leaving their masters and making
their way through the lines in the night.
Those living here generally notify "mama"
that they are goink to "embrace die blessed
time" to secure their freedom without money
and without price. The "owners" make the
best of a bitter fate, knowing that in these
times "riches take to themselves"—legs.
One man, an. old rebel, persuaded his ear.
rants to remain with him, promising them as
liberal wages as they would get elsewhere, but
after serving him faithfully two months longer,
and no sign, of the "wages" making their-ap•
pearance, one old matron went to her master
and told him she had served him all her days;
her children bad been sold for his profit, and
now that the Lord had placed freedom before
her, she felt it to be bar duty to accept the
rich boon with gratitude. Her master said
that he could net prevent her going, and sup
posed ho moot submit to his bard fate. The
woman turned her face towards the land of
liberty. The other slaves of this plantation
will soon follow. We conversed with one in
telligent old man who bought himself about
four years ago. He seemed to bo a sort of
leader among the colored people it:Am place,
and, as we learned, was highly respected by
both white and colored. He says that, with a
single exception, all the colored people in and
around. Fredericksburg wore loyal. He told
us that there were more Union whites in the
city than we had an idea of. As long as there
is a rebel army threatening a reoccupation of
the place, these men, he says, will not speak
out, though surrounded by Union bayonets.

Commodore A. U. Foote, with Mrs. Foote,
will leave Cleveland to-day for their home in
New Haven, Connecticut, the Secretary of the
Navy having forwarded the gallant officer a
further relief from active duty for three
months. This respite Is needed to secure a
complete recuperation of hie health and over
taxed system, es well as the use• of his dis
abled foot.. For the last ten days the general
health or the Commodore has rapidly im
proved, and be has been able to take 611171:160
by riding out daily. He still has to use
crutches in getting about, the contusion on
his foot being too tender to permit the use of
the limb, which becomes .painful if removed
from a horizontal position for any considerable
time. The Inflammation, which, had alarm

One of the prisoners taken yesterday, who says

out be true. If it is, their effective force can
not exceed 7i,0110. The general belief here is
that they have enough men to make a very
severe fight, and that they are determined to

They expect to fight their way—and it is but
simple Justice to say that they are ready and
eager to do it. The whole army is tired of In

Yesterday, Gen. Franklin's corps expand
the Cbickahominy with heavy skirmishing.
This places the bulk of lien. McClellan's force
across the river. Unless unforeseen obstacles
arise, such as another freshet, the remainder
will soon follow. When will the battle take
pace 7 If Gen. McClellan is left to be the at
tacking party, not mach, if any, before the
Fourth of .1,4, unless present plans and ideas
are changed: As I remarked a week ago,
consideratiods of a sanitary character may op
erate to ?mitten the day. If anything can
cause Gen. McClellan to deviate, that will.
He probably knows—he must know—how
large a percentage of his entire forge . are
taking Sick Sind death-leave—how many Men
it has required to supply this and other drains,
and where they are to come frdm to supply
future deficiencies. We are regaled to-day
with the rumor that McDowell has formed a
junction with McClellan, and that Fort Dart
ing,ct the James river, has beep silenced.
Although:it is entirely true that Gen. Me-
Ciellan has.. been re-enforced, it is not true I
that ho has ; been joined by General Dowell'
oorps. There has boon a very:nature] con
founding of names, there being another Gen

mente all reached their destination yet. We
are left somewhat in the dark for probably

A Sight from the Balloon
Col. Lowe's balloon yesterday was station
ed near Gaines'. Mills, on the right centre of
the Union line,and within six miles of Rich
mond. It was In the air the whole day, and
in the few hours it ascended, some thirty or
forty army officers observed the position of
the enemy's troops from the eleiated point of
view it afforded. The balloon is held to the
ground by a strong cord, a thousand feet in
length, and of coarse ascends to that distance
above the earth. A pulley
_and tackle ar
rangement, worked by men belOw, is the pow
er used to pull it down, and, being strongly
fastened to the earth, there i.e very little dan
ger of the machine's escape. The Colonel
and his assistants very seldom ascend, officers
and others, with authority for, the ascenSion,
being sent tip by twos and threes at a time,
and, after a few minutes' stay, hauled down.
When the balloon has ascendedat this point
to the end of its tether, a grand view of both
armies is unfolded, Within a circle of two
miles in radius the sight is very perfect; be
yond that the angle of vision becomes so
nearly horisontal that woods; houses, and
hills, materially interfere with I the vievi r
The landscape has three marked-objects upo
it, which are the first to strike the eye. Th
Chickahomiey, almost beneath one's fee ,
bordered by its dark-green swamps, runs lik
a thread from where it rises on the horizo ,
away off to the north-west, to where it bleu s
with woods and hills in the south-east. The
James river in front, though distant, runs in
a deep crooked valley, and bears on its bosom
hundreds of craft that, in the dirtance, looks
like white specks upon the blue waters.
Richmond, covering a large portion of the
western horizon, is, however, ,the principal
sight. It appears to the balloonist as a con.
fused medley of red, white, and black, and
heavy brown fortifications stretching from the
right to the left, with thick walls plentifully
sprinkled with cannon, surrounding • it on nil
sides. The Capitol Square can 'scarcely be
discerned, being too thickly surrounded by
building.. Vie white Capitol, however, is
quite conspicuous, and, of course, the . stars
and bars float over the roof. Three church
spires, seemingly all in one spot, are the
brightest part of the town, and catch the eye
almost before the observer is aware he is look
ing at Richmond. But little else, however,
can be distinguished, although; for a general
view of the town, nothizig could be better than
that from the balloon.
The space between the Chickahominy and
the fortifications around Rictniond is almost
filled with rebel camps. A thousand cavalry
horses wore picketed in one field, and others
were plentifully sprinkled all about. Wedge
tents, used by the officers, and little dog tents
by the men, shone in every direction as the
sun's rays struck them. Intrenchments and
retie pits lined the front of their position,
though very few guns were mounted. lieveral
guns of heavy calibre are sprinkled along
these earthworks. Rebel camps, however,
are the most prominent of all the eights.
They show in every direction, and the south
ern and western horizon seems to he tht only
boundary.'
Of our bwn position, as seen from the bal
loon, I must be silent. One thing, however,
in the whole view is most remarkable. Right
through the center of the picture runs a carv
ed belt of dark green and pellets about a mile
wide. Not a man, gnu, tent, or wagon, ap
pears upon it. It is the line between the two
armies. Over it cannon balls are thrown, and
un its surface scouts and pickets hide from
each other, but no military sign is to be seen
upon it. Everywhere else, stretching as far
as the eye can reach, are the thousand and one
things incident to war; but this broad, quiet,
deserted bolt of land, so lonely, so somber,
varying only as it is swamp or kild, or stream,
lies there eo still that it almost inspires the
beholder. Jupiter's rings or Saturtt's belts
never wore a grander sight than this belt of
land on which nothing like tent

The President's Visit to West Point.
The sadden visit of the President to the
West Point Military Academy, has given rise
to Much conjecture. On his arrival at Court
landt street wharf, New York, a carriage,
which was kept in readiness, conveyed him
and his party to the depot of the Hudson River
Railroad, in Chambers street. A special train
had been provided, and left the depot imme
diately. Arriving at Garrisons, opposite
West Point, a boat, which lay at the wharf
with steam up, transferred the travelers across
the Hudson, and they were at COMM'S Hotel
in one hour and twenty-five minutes from the
time they reached the depot in NewNork city.
It is stated that the arrangements were all
-madejn advance by telegraph ; and further,
that Gen. Scott, who is at West Point, had
been notified and met the President immedi
ately on his arrival.
The New York Evening Poet, of Tuesday,
makes the following comment on the matter :
There was no reason for the President of
the United States going through the city of
New York, as he once did through Baltimore,
in secrecy, bathe has certainly done so. Ho
left Washington yesterday afternoon, accom
panied by Gen. Pope and one or two others,
arrived in this city by special. train at three
o'clock this morning, and proceeded directly
by the Hudson River road to West Point.
The objects of this visit are, of coarse, un
known, but they are evidently connected with
come new movements, of which we shall ho
told in due time. Gen. Pope, who acoompa-,
riles him, one of the most daring and energetic
of our officers, was called from his important
duties in the West to Washington to consult
with the Government, and this sudden visit of
the President to West Point is doubtless in
furtherance of the new plane that have been
agreed upon. The fact that Get. Scott is at
West Point suggests the opinion that he is
perhaps to be consulted in relation to military
matters. _ _

in our community in regard to what consti
tutes a loyal prayer. Some contend that
certain distinguished divine is loyal, whose
prayers would snit for any latitude—they are
so general and non-committal. A negro
preacher in Winchester presented a good ex
ample of a loyal prayer, a few days ago, whe
said
