The offers must distinguish the prices for each article mentioned in a class, and must be calculated to cover every expense at tending the fulfilment of a contract, inclu ding the necessary buttons. In case of failure on the part of the con tractors to deliver the several articles which may be ordered from them, in proper lime and of proper quality, the chief of the Bureau of Provisions and Clothing shall be authorized to purchase or direct purchases to be made of what maybe required to sup ply thndefieiency, under the penalty to be expressed in the , contract; the record of a requisition, or a duplicate copy thereof, at the Bureau of Provisions and Clothing, or at either of the navy yards aforesaid, shall be eithlence that such requisition has been made'and received. Two or more approved sureties in a sum equal to the estimated amount of the re spective -contracts will be required, and twenty per centum will be withheld from the amount of all payments on account thereof as, collateral security, and not in any event to be paid until it is in all re- spects complied with; and eighty per can luta of the, amount of all. deliveries made will be paid by the navy agent in certifi cates of indebtedness or in Treasury notes,- at the option. of the Government.
