- TEIE FATE In TILE NEW CONSTITUTION,
made for fie State of Illinois by the bogus
Convention of Democrats lately assembled
at Springfield, is foreshadowed by the army
vote just taken in Kentucky- A dispatch
from Cairo 'to the Chicago Journal, dated
the 20t11 inst., says:
The, Commissioners to receive the votes
of Illinois troops, on tho new Constitution
returned from bolo* to-d 4. They took the
Sates of the Illinois soldiers stationed at
Columbus arid Dickman. Nearlj , twelve
hundred totes *were polled, of If hich over
Mini 'hundred' were against its adoption.
It is:signiticant- that most of those voting
against It are Democrats.

Health of New Or `• .
For the . sathifaction the thousands,
who have loved ones in the Federal army
is Louisiana 4nd other Gulf States; it is
well to state that old citizens of New Or
leans, now in yashingtort, state positively
that, notwithstanding the report that two
or three cases bf yellow fever have occur
red in that city, there is no danger of the
prevalence of that disease in May, and, in
deed, not until the latter part of July or
August. They say also that experience has
shown that immigrants from the North are
net so liable to be attacked, by the climittic
diseases during the first as during the sec
ond year of their residence in the South,
and that as faX as New Orleans is concern
ed the people from the rural districts of
Louisiana andlMississippi are quitens lia
ble as Northern men-to the diseasesinci
dent to the immediate locality - of New Or
leans. They believe that with judicious
sanitary regulations the Union soldiers
will be even more healthy than the rebel
troops in that "climate. : •
