crushed out this spring. The notion is en- -

tertained- n Europe that a slimmer cam
.paign is not possible in this country. The
'failure, then, to subdue the rebellion by the
first of July, irconsidered as tantamount to
protracting thewar another year, and thus
subjecting Europe to all the hardships con
sequent on the war. Against such a re
suit it is 'said the Emperor is inclined to
protest. Its will endeavor to innite Eng
land with' him; hut, failing In this, he will
undertuke the task himself. The course he
, .
will pursue is surmised to be as follows
Ile will, perhaps, begin bye mere friend
ly remonstrance, addressed ostensibly to
both parties, but •practically meant or
needed only for the North—aremonstrance
which there is desperately little chance of
. prodtieing any effect beyond, at the-best, a
civil. expression of resentment at foreign
intermeddling. The course to which the
.Emperor would then resort is believed be

unassisted conjecture; but titers is more,
thin conjecture as to something like what,
has . been indicated being at , present not
only the' desire but the design of the
French government. The prospect is not a
cheerful -one. Though the proposal of re
ferring the matter to-universal suffrage is
one which, in itself, it neither' is unfiuing
in France to make, nor would be unreason*-

but a proposal to have done over again
what the ,Confederate States ; , did in the
spring of last year. They did then, 'as
they would again do'now, vote themselves
out of-the "Union—and that is 'just the re

cede to the French propoial woild - just be
certainly; though` indirectly, to , concede
separation. It is difficult to.conolude that
that which . the North has refused and re
sisted at such enormous cost, it would grant
at the request or menace of Franco; and
it is equally difficult to see what effective
steps France could take were she denied
and defied. •
If the Emperor interferes in our quar
rel, it will be most disastrous for himself
and the French people. It will not facili
tate the exportation of cotton by a single
day, but :will rather defer it, while it will
comPletely destroy the French trade with
Is country, which is now reviving. Ile
had better let us alone.
