It is urged, against the Proclamation that
it is based on a logical fallacy; to wit,: that
Slavery and- Martial Law are incompatible.
Martial Law the Objectors say, has existed
. •
in other places and still exists, and has
_••• notnbolished Slavery there; hence, the two
, - ;are not incompatible.
F ; But this dims not prove the fallacy -
Gen.. Hunter's logic. Things that are in
eimiatibie'may still, by sufferance, exist
tOgether. Gen. Hinter does not argue that
Martial Law, ipso facto, abolishes Slavery ;
that the two Veing incompatible, he
abolishes Slavery. Martial Law is simply
the absencecff all law but the will of the
Military commander who proclaims it. The
General Who proclaims it in Baltimore_May
look upon

which, however much it may. impede
and obstruct his way, it would not
- be prudent to meddle with under the cir ,
- onmstances whilst he who proclaims it in
- „ &lath Carolina may regard it as an insti
tution not to be tolerated for a moment
,where he exercises supreme sway. The
incompatibility exists in both cases; but
'there may be reasons for not exercising the
absolute power of martial law in one case
Which do not exist in the other; such, for
instance„ as the fact that Baltimore is in a
State still loyal, and which is hkely to take
t illitips for the abolition of shivery under the
scheme' of the Pse;idenes message ;. whilst
South. Carolina 'is hopelessly disloyal and
nsing slavery, as a means of overturning
11u3 goyernment.
• Time show that Gen. Hunter is
Sight. He has made a bold stroke, but a
-resolute and timely one; and the people
- • like ' - ttr see a blow well struck. If Gen.
-Butler, after an experience in 'Louisiana
that of Gen. Hinter in South
Carolina, should issue a*, similar proclama
tion, the Rebellion will bs near its end, and
-Cogress will be saved its Constitutional
scruples on the subject of Confiscation bills.
If Congress is not constitutionally able to
eitingu l isli the cause of the Rebellion, there
ie no questiOs of the ability to do it under
the "war povver" conferred by the- Consti
tution, and Hem Hunter's proclamation is
a, happy eereige of that power.
Rebel Barbarities... More Testimony.
One of the volunteers in the 72d Penn
sylvania (Baxter's Zouaves,) in a published
letter nowbefore us, describing the battle
at Weit Point, says.: "The rebels found six
of ear Men Wounded. They robbed them,
and; then cut their throats.. I saw two of
these 'victims of their savage barbarity
: •
yesterday."
' ' The New York Evening Post has an able
• article en' this subject. After referring to
the barbarities practiced upon Union men
in Tennessee, it says:
The circumstances of the death of Major
`Ryerson, of New' Jersey, at the battle of
Williainsburg, are no less illustrative , of
the barber:no ferocity of the rebels. Major
Ryerson had been, wounded,, and in the
heat-of the engagement left on the field, at
his own desire, expressing,his confidence
of good treatment from the enemy, should
- be happen to fall into their hands. Eris
body was afterwards found,, str4pped of
clothing, pierced with' bayonet woinde and
the ears shamefully mutilated. Ile was a
brave sad meritorious officer ;, he had be
haved on that daY.with admirable coolness
and Cograge, and an enemy not lost to all
sense - of generosity and humanity would
have honored the wounded hero and treated
bim tenderly. At the same battle the
rebels searched and rifled 'the pockets of
every soldier whom they found stricken
down on the battle field, and sometimes
r murdered the wounded by piercing them '
with bayonets, and with the butts of their.,
rifles broke in the skulls of the dead.
We cannot these enormities to any :
tithercaum than to an, institution which
-givesan alinost boundless license to the
worst:passions of mankind. The people of,
Tennessee are of the same stock with our
selve:.--a generous stock; in tracing their
origin a few years back, the lines of con
' ''sanguinity meet; their ancestors and ours
were the same, among the descendants of
, erflom in that State have been many .whom
`we are „proud to, claim as our kinsmen.
Slavery is the sole cause of this frightful
backsliding in civilization and of all' the
horrors we have. enumerated. Ood forbid
that we should have a word t 9 say against
.. any measure which promises the , eztirps,
of the rpot of so many evils. "

There are . twolaces - called Petersburg( Mond, Vs.,—they' did mot know that our

Virginia, one near Richmond;and the other Gen. Mitchel telegraphed back, stating that
in Hampshire county, in the western part
of the State. As' Gen. Fremont recently
occupied the latter place, and as, trona be
ing near his base of operations, it. may be
frequently mentioned hereafter, it will be
well to keep dip distitietion in mind.
There are two, placcs call‘d Beaufort.
The one opened as a port n;f entry by the
recent proclamation of the President, is in
North Carolina. The otneris in South Car
olina, and is included; with Hilton Head,
under the general naive of Port Royal.
There are also two places called Savan
nah—one in Tennessee, near Corinth, and
"the other in Georgia. As important mili
tary operations are going on near both,
confusion is almost sure to ensue in read
ing about them.
Important from Memphis
The Memphis Correspondent of the Charles
ton Courier, writing tinder date of the 27th of
April, gives the following account of the un
disguised prevalence of the Union sentiment
in that place :
Thenecupation of New Orleans, of course,
opens the mouth of the Mississippi, and fed
eral gunhbats have already Maned dr the
river in chase of one oc our escaping etearners.
They. are looked for im the viotnity of Mem
phis -within four days—a contingency which
-your correspondent will sagaciously intici
pate'by "pegging out." A majority of the
-residents of the city will remain and take
their chances under federal dominion Those
most closely identified with the Southern
cause have already gone, and by the end of
this week that sterling paper, the Memphis
Appeal, with its hive of • workers, will have
followed in the wake. The 'Avaioncite, will
`continuo Its publication in Memphis ; COD
federata.money is refused here in dozens of
places;and for small articles Otis impossible to
make use of this

percent: At Nashville it is selling et the
same rata. Some of the merchants have dos

and whenever it is accepted, the eeplus of
each is being invested in real estate, jeweir,y,
pieta and diarends. Sugar has risen two
cents and a Molt. Those • who remain in
Memphis are general the financial graybeards
whose property and pecuniary interests are
at stake, and they , have been the first on the.
black list at the approaCh of danger to sound
the alarm, produce panic, end discredit the
success . of the confederacy.-.
A large portion of the so-called "Home
Guard" are among those who will tender their
respects to the federal soldiery. • The ladies,
as ever, are.trne as steel, together with hun
dreds of brave men who cannot leave; but,
besides 'these, the fighting population being
largely represented in the field, few can be
singled out with whom the almighty dollar is
not vastly of more 'consequence than the
interests of the , confederacy.
All the specie of the Memphis banks is in
one of 'the French batiks of New Orleans.
Intelligent Sentinels
Quito an interesting chapter in the history
of the war, could be written'on"• the intelli
gence of sentincle." Here are a couple of in
cideuits that would do very well :
Approaching one of Gen. Sherman's guard
lines the other day, my progress wan suddenly
checked by that significant military monosyl
lable, at whose utterance all ranks and degrees
have to bow in submission, arid which,author
itatively mode, Gen. McClellan himself can
not disregard. " Have you a pass, " said the.
vigilant guard. " I have," sai I, at the
same time handing him; from a number of
papers in my coat pocket, what I supposed,
without looking at it, to Ife a peas given me
by Gen. Grant. He examined the document
and returned it to mo with the remark, " all
right—go ahead." I would Lever have ascer
tained the extent of the gentleman's erudi
tion, had I not discovered about five minutes
after this transaction, that the paper I bad
handed him was a copy of the field order is
sued by Beauregard to his troops on, the 6th
of April, with the robot General's name at the
bottom of it.
I was halted yesterday while attempting to
pass one of ,Gen. Buell's lines on horseback.
The sentinel was an Idinois man—and quite
verdant looking, withal. I knew that nothing
but a pass from iltuell, Haßeek, or some high
er power, would,. do, Gen. Grant's pass being
good only in " army of West:Tennessee."
Buell's headquarters were near by, but &news
paper man might as well "seek roses in De .
comber" to look for a favor from Don Car
los. And I was the better aware of this. from
the fact that I had just applied and been re
fused. The sentinel modestly asked me if I
was a commissioned officer. I looked at him
a little and eaidT" Don't you know that none
but commissioned officers aro allowed to ride
grey - hetiies ?" (my steed was grey.) " No—
I never knew that," said he, at the same time
making way for me to pass on.
Our Troops Infuriated
The murdering of our wounded men by
the rebels has infuriated our regiments.
Several of them held meetings this morning
and furiously resolved never to take pris
oners. General Franklin discussed the
propriety of 'exposing the mutilated bodies
of our murdered men to the whole army,
but the order has not been issued. I am
informed that the Texans gave water to eni
wounded and covered them with blankets,
comforting them with the assurance that
their \ "friends would Soon be after them."
But members of the Hampton Legion—com
posed of South Carolina "gentlemen," curs
ed our mangled men with bitter ; oaths,
boasting that they had "cut the threats" of
sundry d—d Yankees. One of our poor
fellows states that one ; party hf them who
cursed' him were denounced by Texans for
-their inhumanity, and that the controversy
terminated in a personal Collision. I think
that the Yorktown torpedoes and the South
' Carolina threat-cutting has excites a pas,
'donate furyi in row of our regiments
which may kesult In cruelty on the battle-

SHE is AN ANGEL.—We have not the
pleasure of the lady's acquaintance, but we
are Sure she is an angel, as the following
will testify: On Saturday,.last, while the
wounded soldiers were being conveyed to
the National Hotel Hospital, a lady stand
leg near the Hanover street Hospital, re
quested
.of a soldier the privilege to permit
hertoassitkim to reach the-Hospital, which
he cheerfalifit - ssentel to and took her arm.
On-the way to the Hospital, she remarked
that she waft a Union woman,. to which he
replied, "aml a a sccessionist." No matter,
was her Prompt reply, you shall receive the
same care as is given to our soldiers, and
not such as ours received in this city on
the 19th ofiApril, 18(31. Upon reaching
thelotel the lady was very assiduous in
rendering a* 'comfortable as possible the
misguided *SD.
BUIINSIDE, “Movisa Os."---A report
yeached here this morning to the effect that
the- enemy had thrown forward to Green
ville, Pitt ceunty, on the Tar river, a force
of 8,000 men, a portion \of them cavalry.
This reports brought by a s passenger, and
appears likely to be correct:, The Raleigh
Register says .4114. news-reached that city
on Tuesday morning that the Yankees had
landed a considerable force at the town of
Washington. /t is barely possible that the
enemy should contemplate a movement\ on the
railroad at Wilson; but we think the ob
ject is. simply to plunder and annoi\the
people, and injure that section of country
