Authorities :
-Ina nom sixty, feet by forty, on the
ground, floor of a flour warehouse in Rich
mond: between fifty and. sixty Union .01Z
cers are confined. Thirty feet Is cut of
from the length of the room for a guard
house. There are only three small windows
in itfor the purposes of ventilation. Above,
on the second and third stories, are stowed
away one thousand prisoners, -taken in trio
different engagements. The refuse pipe of
the upper runs through the lower room in
which are our officers.. Because of the mis
etable -accommodations furnished by the
rebels, this room is daily overflowed with
the accummulated filth of the upper stories,
the pipe beirig inadennate to convey it
away.
.The stench and suffocation which
is thus caused is described to me as almost
intolerable. Our men are poorly supplied
with food and other necessaries, - and declare
that they had rather die than be kept in
such suffering and misery. -It is only since
last March that they- have•been provided
with beds. -These - were brought from the
Confederate hospitals, and have been used
for the Bull Run wounded and sick,
.and
were reeking with filth .and, sickening
stench.
COlonels Wilcox and Corcoran are enjoy
ing aszood health as their accommodations
will admit of. They desire tkat it shall be
known in the North that they have been
Very kindly treated by Captain Shiver, of
Columbia, $. C.; and his officers, Captain
Casking, Captain'Wells, Captain Poag, and
Colonel Davis. The 'other Rebel officers
have exercised the greatest brutality to our
suffering patriots. Lieutenant Emax, from
BeRollie; Md., is the most wicked and des
birdly in his conduct towards the prisoners,
bucking and gagg,ing them for the most
trivial offence. Such a Send and brute is
he that . his Southern ;admirers call him
"Bowie-Knife:' It he ever falls into our
hands he should be made to take the oath of
allegiance!
,
Richmond is overflowing with the rebels
wounded. Sheds and railroad depots are
occupied as hospitals. /Colo:leis Wilcox
fid Corcoran ask no favor of the rebels,
but. patiently.await their release by our
Government, which ought to be Soon effect
ed. If, Richmond is evacuated, the rebels
intend- moving their prisoners further
South. It it very aggravating to the
Mends of Giese heroes to think that, while
our Government extends every courtesy,
and kindness, the rebels heap such abuse,
and indignation upon the Union prisoners.'

A.New Tronble in Virginia.
A letter from the Peninsula says thai,
the slaves have' generally turned out, and
dressed themselves up in their holliday suits
and refuse to work, unless they are paid
wages. The letter eves an amusing in
stance of the trouble this has crested, and
of the helpless condition of a people who
have grown up to depend on the labor cf
others:
On applying for dinner at a fine farm
house to-day, I was met with a denial, on
the ground that all; the negroes had gone
away, and there was nobody to cook or do
anything about the house. At rthe same
time much concern was expressed lest the
family would starve on the same account,
notwithstanding there were three or four
white women at the doors and windows,
who, it seemed to me, would not be partic
ularly disgraced by doing a little house
work. -
We rather think they Will cook before
they starve, and the cooking will do them
good. The trouble will be to get something
to cook, if the slaves persist in the demand
for wages. --
TEM rebel leaden have virtually acknowl
added the lose of the Mississippi Valley. On
the 27th ult., the following brief address from
Beauregard waa-published , in the `Memphis
papers :

=The Rouse Committee on Foreign Affairs,
having authorised Alt. Gooch to report the
Senate bill establishing diplomatic rela
tions with Hayti and Liberia, it will doubt

The rumor that Gen. McCall had resigned
the command of the Pennsylvania reserve
corps is unfounded.' He has no intention
to resign until the army of the Union has
accomplished its mission to iiippres re
hellion. General McCall enjoys the con
fidelleo of his whole division. The ruiner
in circulation is unjust to an accomplished
officer.
CAPITOL CUILDIKO.
Mr Waite; the architect of the: Capitol
extension, has made a statement. for the
Finance Committee of the Senate as to the
:estimated cost ofvreserving the incomplete
;portions of the building. The sum thus
required will be considerable, and it is
urged that economy require; as the work
is substantially near its completion, that
it should go on. The very extensive and
expeneive machinery for• the construction
may be rendered valulesti by further delay
in using it, while materials in a finished

region desire to: live/again like civilized
beings. ,They want,tho comforts, if not the
'luxuries' of life,' 19 exchange for the pro.-
dints bf the rich valley of Virginia. Trade
will soon blunt the keen edge of secession
asperities, and /with the general disarming
of the people r thore will not. be much need
for a great army of occupation of the slave
States. Planters who own largesnumbers
of slaves are the last peoplein the world to
bear up yinder guerrilla warfare.

Offieers who have been in regions lately
reconquered by our troops:testify that the
"men can be got . along with well enough,"
but-the Ironies' are exceedingly violent' tnd
/ insulting. • This nail of malignity doubt
less 'arises from sympathy for "their boys,"
who Were 'first, to take up rebellious, arms,
and with whom tke counsele °rage and ex
perienee- went tor 'nothing. These boys
were ter the great conspirators like - clay in

daughters are' continually 'thinking of these
"young Southern gentlemen, every one of
whom could drive twenty Yankees." Some

Mississippi flotilla: -

A rebel tug has this moment been around
the point on a reconnoissance. Everything
seems to indicate renewed, activity on both
sides. We aro expecting an attack mo
mentarily.
A deserter came on board the flag-beat
Benton yesterday and stated that the rebel
rams and gunboats engaged in the encoun
ter of Friday morning were not sunk, as
represented in F previous dispatch. They
were terribly chattered, but our gunners
undoubtedly fired the moat of their shots
above the water-line, and they struck
where the same were either heavily plated
or'protected with a layer of , cotton hales.
Experienced naval men are of the opinion
that the same. number of shots, at the same
distance, directed . near or: below the water
line, would have sent every one or the
rebel craft to thebottom.
The deserter reported that the rebel fleet
lay off Fort, PillOw yesterday, busily en,
gaged in repairing the damages received ;
promising faithfUlly to return in forty-eight
hours and whip us most handsomely. They
may, for once in their lives, prove as good
as their word: arid come ,up to-day,
•make a second 'desperate attempt, for no
one. supposes that anything but a most
critical condition on their part could in
duce them to come out in this manner. But
',FarragtXt in the rear and Commander
Davis in front, With General Curtis on the
past CO and the swamps of Arkansas on the
West, are enough to make the most coward
ly desperate.
An officer of the Union flotilla went out
in a skiff On Friday afternoon within
sight of the rebels, and for more than an
hour remained taking observations. Ills
report to the Commodore confirms the
state of activity in their fleet and the fact
that their rams were not sunk in their lute
engagement: ..
The rebels in the late tight were provid
ed with apparatus for throwing hot water,
and actually tried it on, the Cincinnati.
The bursting of their hose only prevented
great havoc among the Union crew. This
bursting of the scalding concern probably
gave rise to the idea that the rebel had col
lapsed a flue.
Capt. Stembel is not as badly hurt as was .
at first supposed. His wound is painful,
but not necessarily mortal.
The rebels have to-day perpetrated a joke
which deserves mention. A flag of truce
came steaming around the point yesterday
and demanded upon what terms the Feder
ale wdnld surrender. 0
Our gunboats are being protected from
the effect of rebel rams, hi case of another
fight, by a float of cedar logs attached to
their sides.—Special dispatch to the Chicago
Times.
SITUATION AT CORINTIL—Gen. Halleck
has got his army within two or three miles
of Corinth, but a battle is less imminent
than the proximity of the two armies would
pre-suppose. It is now clear that the rebel
intrenchmenta are bisulated by an exten
sive swamp country which can be bridged
by corduroy, but which cannot, without im
mense labor, furnish approaches to the en
emy's works for siege guns, or opportuni
ties for field maneuvers. "The siege of
Corinth," if it become an event of.hietory,
will deserve a Second Byron for its poet.
