A prominent rebel officer says "that it is Burnside's infernal luck that carries him through." That Gen. Burnside was not in possession of Norfolk in less than ten days after the fall of Roan oke Island, is no fault of his; that such an undertaking was a pet scheme of his, and that a movement of this kind was contem plated 86 hours before he left Roanoke Island, is something which I, of course, do not affirm; but it is believed. Visit of the President to Fortress On Monday last, the .President, accom panied by Secretary STANTON, left Wash ington for Fortress Monroe and the seat of War. Re spent Tuesday with Gen. Wool. On Wednesday he 'visited Newport News, to have a closer view of the Merrimac, which was lying off Craney Island. If he was there on the Bth he witnessed the grand attack upon Sewell's Point. The most ab surd stories have been circulated in 'Wash ington, relative to this trip of the President. A letter from Washington to the New York Evening Post, says: A rumor was current thet Count Mercier brought a request from Jeff. Davis for a personal conference with President Lin coln, that he might offer terms of submis sion ! Many persons believed the idle tale. "Smith," however, has the rumor twisted so as to suit his ideas. Ills version was that Davis and Mr. Lincoln were to arrange terms of 'separation, the federal govern ment having come to the conclusion that the rebellion will finally triumph The public may expect to bear of these prepos terous 'stories every day till the war is ended. All statements that Count Mer cier went to Richmond to counsel one way or the other in reference to the war are to tally incorrect. Millroy has been drawing his supplies from Grafton, by way of Bei erly and Cheat Mountain. The roads have been so bad that it takes fifteen-days for a team to reach him with a small load. The result, therefore, has been, that supplies could—not reach him to enable him to make an advance.
