Thaseharges -against General Smith of
drunkenness in , the battle of Lee's Mills last
week, which resulted so disastrously to a por
tion of the Third Vermont Regiment, are, as
:I am informettat headquarters this morning,
'entirely - groundless. -This small band of gal
' lent, fellows, numbering only two hundred,
drove a whole regiment out of their rifle pits,
with loss nearly equal to their own •, and had_
it not been for the 'flooding of the march
.through whioh they had to return, would have
itscaped with but little loss. Tho success
which the enemy met with was owing to a,
cunningly devised and well *mooniest triok,
that amid not have been foßmeen by General
Smith, whereby their return , was cut off. The
General stands high as a gallant and brave
soldier, and the rumor. of drunkenness origi
nated in his falling from his horse whilst
riding over a newly 'ploughed and is re
ks.rded as purely accidental. He stands high
among his men, and is greatly esteemed by
the : Commanding General and his Staff, who
will, I learn, take early measures for relieving
him of the stigma arising from this unfounded
rumor.

A RESOLUTION transferring the supervi
sion of the Capitol extension and the
erection of the new dome to the Depart
ment of the Interior.
Resolved by the Senate and House of Rep
resentatives of the United States of America
in Congress Assembled, That the supervi
sion of the Capitol extension and the ereo-
Um' of the 'new dome be.xttd the same is
Jeruby transferred -from the War Depart
ment to the Department of the hrbarior.
And all unexpended money which has been
heretofore appropriated, and all money
which may •be hereafter appropriated for
either of the improvements heretofore men
tioned, shall be expended - under the direc
tion and supervision of the Secretary of
the Interior: Provided, That no money
heretofore. appropriated shall be expended
upon the Capitol until authorized by Con
gress, except so much as is necessary to
protect the building from injury by the
elements and to complete the dome.

:AN ACT to establish a branch mint of the
United States at Denver, in-the Territory
of Colorado.
Be it enacted by the Senate and Rowe of
Representatives of the United Statesof Amer
ice in - amyress assembled, That a branch
of the, mint of the United States be located
and establised at Denver, in the Territory
of Colorado , for the coinage of gold.
Sec. 2. ind- be it further enacted, That,
for carrying on the business of said branch,
the following officers shall be appointed as
soon as the public interest shall require
their service, upon the nomination of the
President, by and with the advice and con
sent of the Senate, namely: one superin
tendent, one assayer, one welter and re.
finer, and one coiner; and the said super
intendent shall employ as many clerks,
subordinate workmen, and laborers, under
the direction of the Secretary of the
Treasury, as may be required. The sala
ries of the said officers shall be as follows:
To the superintendent, the ecru of two
thousand dollars • 'to the assayer , the sum
of eighteen hund red dollars; to the metier
and frefiner, eighteen hundred dollars; to
the coiner, eighteen hundred dollars; to
the clerks, subordinate workmen, and
laborers, such wages and allowances as
are customary according to their respective
stations and occupations.
, Sec. 8. And be it further enacted, That
the ofcers and clerks to be appointed under
this act, before entering upon the execution
of their o ffi ces, shall take an oath or af
firmation, before some judge of the United .
Stilts or of the supreme court of said
Territory, faithfully and diligently to per
form the duties of their offices and shall
each become bound to the United States of
America; with one or more sureties, to the
satisfaction of the director of the mint or
the secretary of the Territer7 of Colorado
and of - the Secretary of the Treasury, with
the condition of the faithful performance
of the dutiei of their offices.
See. 4. And be it further enacted, That,
the general, direction .of. -the business of
_said branch of the mint of the United
States shall be under the control and reg
ulation of • the director of the mint.- at
Philadelphia, subject to the of
the Secretary of the Treasury; and for
that purpose it shall be the duty of the
'said director to preisCribe such regulations
and require; such returns perioilioally and
occasionally, and to, establish sock charges
for parting; assaying, refining, and coin
ing, as shall appear to him to - be necessary
for the purliese of, carrying•into effect the
intention of this act: in establishing said
branch; also for the.purpose of preserving
uniformity of weight, form, • and finish in
the coin stamped at said branch.
See. 6. And be it further enacted, That
said branch mint Shane a place of deposit
forsuch public moneys as the Secretary .of
the Treasury may direct.. Aid the super
intendent of said branch mint; who sball .
perform the. duties of treasurer thereof,.
shall have the custody of the same, and
also perform the duties of assistant trees
! urer ; and for that purpose shall be sub-'
ject to all the; provisions' contained in an
act entitled '"An act to provide for the
better organization of the'treasury, and .
for the collection, safe4cepin' ix, tranfer,
and disbursement of the public revenue,''
approved August six, eighteen hundred sad
forty-aix, which. relates to the treasury of
the branch mint at New Orleans. ,
Sec. 6. And. le , if further enacted, That
'the superintendent of said branch mint be
authorized, under - the , -direction ‘ of the
Secretary of the Treasury, and on terms
to be -preneribed by hinti tu issue in pay
ment - of the gold dust andbullion deposited
fol. assay . and ' ceinage , or` bars, drafts, or
certificates' of depeilit,,payableSit , the, trees-
my of the United States, to - any depositor
electing'to receive payment in that form.
hSec: 7. And be it further enaeted, That
all the laws and parts of laws newin force
for the regulation or the mint of the United
State!, and fur the government.' of the
officers and persona employed' therein,' and
for the punishment of all offences 'connect
ed with,the mint or coinage of the United

clared to be in full force in relation.- to the
branch. of the mint by this act established,
as far as the same may be applicable
