These reports elaborately discuss the subject of frontier defences in all its bearings with I distinguished ability. They are worthy the attention and consideration of every military man in the Republic. The Com mittee; review the first, second, and third • ystem of defences, commencing with the Resolution ' and ending prior to the pres ent war. Since the initiation of the third system of defences, (coast-wise fortifica tions,) forty-six years have elapsed, and in that time the condition of the country has changed. - The old works of. defences on our coasts, with their old armaments, are not equal to tke new means of attack. Judging from the ability of our unarmored ships to destroy the fine granite forts of the Chinese, it seems unlikely that any considerable num ber of our fortificationscould long resist: the concentrated fire of many_fifteen-inch gunrof a fleet of, heaVy Ships thoroughly iron-chid. If, inadequate to such reads tance, our. nation, in all its increased strength, is measurably as defenceless as I in 1816, - - What is. necessary, then, to make our' I defences satisfactory—invulnerable to the attacks of a fleet composed of as many iron clad Teasels as any nation, without extra ; Ordinary effort, could: readily concentrate against Uteri ? ' • 1. The creation of.atle tqAtte means to ex clude from our harbors, laitile ships, ar mored vessels included. 2. The providing of suitable means' to detain invading armies on shipboard, when near important ports, a. sufficient time to enable,an army of' the United States to be transported to the point assaulted. 3. The construction of channels in which to convey gunboats from the Gulf of Me:- iao up the Mississippi and Illinois_ rivers, and from the Atlantic ocean up the Hudson river, into the lakes, and from one lake into any bther. 4. The creation of a fortress orithe river St Lawrence,'or at the ..foote of -Lake On tario, of a capacity, and power fully- equal to, or superior, to that at- Kingston, on the opposite :Mom also, fortifications on the Niagara, or at the foot of Lake Erie, of equal capacity. 5. The construction, for the protection of the Pacific ocean frontier, of a first-class military communication between the river Missouri and the bay of San Francisco 6. A decided increase in our means of building and repairing vessels of war; of manufacturing, testing, and repairing ord nance and small arms of all grades, and of making and testing projectilesof all kinds, and for every branch of theservice. 7. The duplication or enlargement of the military and'natial academies Immediately after the extinction of the rebellion and the re-establishment of peace. And, 8. The constitution and permanent main tenande of an army and navy sufficient in numbers and excellence to command respect both at home and abroad; a respect based on reasonable assurance of our physical ability to promptly repress domestic insur rection and to rebel foreign aggression. The Committee are of opinion that it is shown by Capt. Dahlgren that a skillful naval commander in 1851 could perm into the inner harbor , of Nei York with pow eiful fleet in despite of the utmost opposi tion. The Committee do not believe that the increased weight of ordnance placed in °tier - more imorptant forts has increased : the effectiveness to a greater degree than the armoring of steamships has increased their power of resistance. If such a result could be achieved in 1851, it can be in 1862. The Committee discuss the eight-proposi tions at length. A remedy for these defects should be found withotiT unnecessary delay. Our cities cannot be left open to sudden incur sions from every petty principality, which bits money or credit enough to build or'bny aniron-clad ship.' The remedy may possi bly be found in a few additional forts, in armoring with iron both the old and new ones, and arming them with the heaviest ordnance attainable by art. Besides these changes, it may be found necessary to add iron-clad floating batteries and steam rams in aid of forts land also in time of danger to anchor rafts entirely across the channels leading into the harbors, or close - them with chain cables. The committee will not withhold an ex- I pression of opinion that powerful, perhaps irely adequate, means of defense, origi nil in character and simple in application, busy be found to repel the most powerful fleets and armaments. Theythave reason to believe that this will be found to be true, though an allusion even to the nature and character of these plans, some of which are now under examination, would be pre -mature. The iron-clad Monitor, though of light draught, can carry as heavy a gun as the Warrior, and can as safely run by any fort in her . Majeity's dominions, anchor in the harbor beyond, and, in defiance of ancient recants of prevention, commence the work of destruction. 'The committee consider, -at' length, the of the lakes and northern frontier, the 'military use of the lines of canals, the establishment of naval 'depots, and con trast our own power with that of England, alluding to the necessity ot• a Pacific Rail road and the northwestern ship canals. They speak favorably of the military and naval academies. THE OILLA FOIL TUE NATIONAL DEFENCE/, The Committee report several bills. The molt important is one intended to reorgan ise -and perfect our whole system of ex penditures for national fortifications. The plan embraces the appointment of a corn-' mission, consisting of two army officers, two naval officers, and two scientific civil ians; to whom all matters of this nature shall be referred; and all appropriations' for national defences and fortifications are to be.expended only under the direction of this Board of Commissioners. • It is further provided that the fortifica -lion board shall examine and consider the propriety of the construction of a navy yard and depot .upon the:Northern Lakes; of a_foundry for heavY ordnance, and for the construction of an armory and arsenal - west of the Allegheny motintains, at such points as the President 'May deem expe dient. • • It is also enacted that the President cause to be made surreys and estimates of the expense of constructing a ship-Canal, con- Deoting the waters of Lake Ontario and Lake Erie, around the Falls of Niagara. The offieer who brought in the flag of truce. and Ocoee:jag:lod in turning over the bodies, say they lost about a hundred men, including-one Col. of a North Carolina regiment. They thought our whole army was making an attempt to force their way .;through . their lines. They give us great credit (or the skill of our sharp-shooters, and say that whenever a head is shown from the edge of the woods, pop goei a ball, and a man is killed. They have a perfect dread of our sharp-shooters, which accounts for the fact of their pickets having been driven into their trenches nearly all along the whole line. They were perfectly as• tonislied to see that a few ltandfulN of men should attempt to take their works, and say that we showed' more gallantry than they anticipated. THE REBEL SHELLS FROM THE NORFOLK NAVY • YARD. Several of the rebel'ebell fired at 'Lee's Mills did not explode as the fuse was not properly arranged. On examination they were pronounced by one of our artillery officers to be of the old pattern left in the Norfolk navy-yard.
