AN, ACT to reorganize and increase the
efficiency of - the medical department of
the army.
Be it enacted by the Senate' and House of
Representation of the United States of Amer
ica in • Congress' assembled, That there shall
be added-to the preeent medical corps of
the army ten surgeons and ten assistant
surgeons, to be promoted and appointed
under existing 'laws; twenty medical ca
-dots, and as many hospital stewards as-the
amegeon general may consider necessary
for the public service, and that their pay
and that of all hospital stewards in the
volunteer as well as the - regular service
shall be thirtydollars per month, to becom
puted-frocii the passage of this act And
all medical cadets in the servicaihall, in
addition to their pay, receive one ration
per day either in kind or,comniutation.
Sec. 2. And be it further enacted, That
the surgeon general to be appointed under
this slot dial' hive the rank, pay, and
emoluments of a brigadierseneral. There
ehall be one assistant surgeon general and
one medical inspector general of - hospitals,
each with the - rank, pay, and emoluments
of a colonel of cavalry,-and, the medical
Inspector general,. shall have, under the
- direction of the surgeon general, the super
vision of all that ..relates to the sanitary
condition .of the army, whether in trans
ports,quarters, or camps; and of the hy
giene, police, discipline, and , efficiency of
field_and general hospitals, under Sikh reg..
ulatibiates'may . hereafter be established.

there ishallbihaight medical inspectors, with
the' rank, pay, and emoluments each of a
lieutenant colonel of cavalry, and who
shall be charged with the duty of inspect
ing the sanitary condition of transports,
quarters, and camps, of .field and general
hospitals, and who shall report to the med
ical inspector general;-under such regula
tions as may be hereafter established, all
circumstances relating to the sanitary con- .
dition and wants of troops and of hospitals,
and to the skill, efficiency, and good con
duct of the officers and attendants connect;
ed with the medical department.
Sec., 4:.,ciad be it further enacted, - That
the surgeon general, the assistant surgeon
general, medics' inspector, general, and
medical inspectors, shall himedistely after
the passage of thin act be apipolnted by the
President, by and with the advice and con
sent of the Senate, by
,selection from the
medical, cor ps of . the. army, .or from the
surgeons in the volunteer service, without
regard to their rank when so selected, but
with sole regard to qualifications.
Sec. 5. And be it further enacted, That
medical purveyors shall be charged, under
the direction of the surgeon general, with
the selection and purchase of all medical
supplies, including now standard prepara
tions, and of all books, instruments: hos
pital stores, furuiture, and other articles
required for the sick and wounded of the
army. In all cues of emergency they may
provide such additional accommodations
for the sick . and wounded of the army, and
may transport such medical supplies as
circumstances may render necessary, under
such regulations as may hereafter be es
tablished, and shall make-prompt and im
mediate issues upon all apectal requisitions
made upon them under such circumstasees
by medical officers; and the special requi
sitions shall consist simply of a list of the
articles' required, the qualities required,
dated and signed by the medical otEetis
requiring them.
Sec. 8... And- be it further enacted, That
whenever the inspector general, or any
one of the medical inspectors, shall report
an officer of the medical corps as disquali
fied, by age or otherwise, for proinotiou to a
higher grade, or unfitted for the perform
ance of his profeuional duties, he shall
be, reported by the surgeon general for ex
amination to a medical board, as provided
by .the seventeenth section of the sot ap
proved Augustthird, eighteen hundred and
sixty-one.
Sec. 7. And be it further enacted, That
the provisions of this act shall continue
and be in force during the existence, of the
present rebellion and no longer: Provided,
heavier, ,That, when this act shall expire,
all.officers who shall have been promoted
from the medical staff of the army under
this act shall retain their aespective rank
in the army,. with such promotion as they
have been entitled to.

Be it enacted by the Senale and House of
Representatives of the United States of Amer
ica in Congress assembled, That the Post
master General be authorized and directed,
when in his judgment the public interest.
or convenience may require it, to establish
one or more branch poet offices, to facili
tate the operation of the poet office in any
city or place which, in the opinion of the
Postmaster General, may require such ad-
ditional accommodations for the conve
nlence of the inhabitants and it shall be
the duty of the Postniaiter Genersl to Pre
scribe rules and - rep:di:thins for the branch
postoffice which may be established by virtue
of this act. And the . Postmaster General
is hereby authoriied to charge ens cent, in
addition to the regular postage., for every
letter deposited in' any branch 'post office,
.and which shall be prepaid by stamp, sod
one cent for every letter delivered at such.
branch office, to 'be paid on delivery: Pro
vided, That. no letter shall be Rent from the
principal office to such 'branch.- office for,
delivery contrary to the request of the
party to whom - the name may be addressed: :.

the sum of thirteen_millions of dollars be
appropriated, to enable the Secretary of
the Navy to construct iron-clad eteatu-ves-
Bela of war.
Sec. 4. And be it further mllaCted, That
the .Secretary of the Navy-Pis authorized
to commute the navy ration. of coffee and
sugar for the extract of coffee combined
with - milk and sugar, Ao be procured in the
same manner and under like restrictions
and guarantees as are preserved meats,
pickles, butter, and dessicated vegetables,
if be shall believe it will be conducive to
the health and comfort of the navy, and
not more expensive tothe Government than
the present ration, and if it shall be ac
ceptable to the men.

service of the Post Office Department
during the fiscal year ending the thirtieth
of June, eighteen hundred and silty
three.
Beit enacted by the Senate and House of
Representatives of the United States of Amer
ica • in' Congress assembled, That the fol
siims be and the same are hereby
appropriated for the service of the Post
Moe Department for the year ending the
thirtieth June, eighteen hundred and sixty
three, out of any moneys in the Treasury
arising from the revenues of said depart
ment, in conformity to the act of the
second of July, eighteen hundred -and
thirty-eix :
For transportation of the mails, (inland)
air million nine hundred and sixty-ono
thousand dollars.
For compensation to postmmtors, two
million two hundred and thirty-four thou
sand dollaia.
For clerks in the offices of postmasters,
eight hundred and forty-six thousand dot
lira.
For ship, steamboat, and way letters,
twelve" thousand dollars.
For furniture in the post offices, two
thousand dollars.
For advertising, thirty-six thousand
dollara.
For nual‘bags, seventy-five thousand
denim
For wrapping paper, forty-five thousand
dollars.
For mail looks, keys, and stamps, fifty
six thousand dollars.
For mail depredations and special agents,
seventy-five thousand dollare.
For miscellaneous payments, one hun
dred and eightkseven thousand dollars.
For postage stamps and stamped envel
opes, ninety thonsind dollars.
For payments of balances doe to foreign
countries, two hundred and thirty thou-
sand dollars. '
For payment to letter carriers, one hun

For transportation of foreign mails, four
hundred and sixty-five thousand dollars-
For compensation of twenty-five addi
tional clerks in the Post Office Department,
authorized by the. "Act to promote the
efficiency of the Dead Letter Office," ap
proved Jantiary twenty-first, eighteen hun
dred and sixty-two, from the date of their
appointment to the thirtieth of June, eigh
teen hundred and sixty-two, eight thou
sand eight hundred dollars.
See. 2. And be it further entitled, That
if the revenues of the Post Office Depart
ment shall be insufficient to meet the ap
propriations of this sct, then the stun of
two million one hundred and twenty thou
sand dollars, or so much thereof an may be
necessary, be and the same is hereby appro.

supply deficiencies in the revenue of the
Foot Office Department for the year ending

Sec. 8. And be it further intecred That

-Treasury not othemise appropriated, for
the service of the California central route.
See. 4. And be it further enacted, That
all acts and parts of acts heretofore.paseed
requiring that the Postmaster General in
causing the transportation of malls by
steam-ships between the United States and
any foreign port or ports, or between any
ports of the United States, touching at a
foreign port, shall give preference to
American over foreign steam-ships, when
departing from the same port for the Bathe
destination within three days of each
other, be and the same are hereby repealed.
Sec. 5. And be * if further enacted, That
