masters. The correspondent of the Trawls
writes :
- One of Marshal Lamon's Aide, armed with
the Marshal's warrant, of coarse, took a fugi
tive slava out of the 4th New York Artillery's
camp yesterday, and restored him to hi. mas
ter. It is not possible that this outrage can
be permitted to passwithout Congressional in
vestlgattisn. There are stories. of other simifar
seizures made by Lemon's authority in favor
of slave owners anxious to realise on their hu
man property before the passage of tbe Eman
cipation act.
Deubtless this Lemon Is the mere tool of
this siaveholders in the parts of Virginia and
Maryland adjacent to the District ;—that is to
say; ho uses, or abuses, the 'office he holds to
give aid and comfort to rebels. Rebels, ire
say, advissdly„--for if any one fact about these
slaveholders has boon fixed. beyond cavil, it
is, that every pulse of their hearts is in sym
pathy with the rebellion and Its leaden. .The
Washington Rlpub/icomi, in a late number,
gives us the modes 'operandi by which the
minions of slavery are enabled to compass .
their shameful ends :
Secesh loses a stare, who comes to Wash
ington, where he faUs into the hands of the
negro catchers. In a day or twof Secesh
comas inpursuiti and finding thathis chattel
baslwen nabbed, goes before a magistrate and
makes . oath that the colored indlvidinal is his
slave. The magistrate asks hiin if ho is loy
al. Seceeh answers In the affirmative, but
refuses to take the oath of allegiance, on ac
count of its being most too strong for him:
The negro, however, is committed to jail,
where he remains until after the expiration of
thirty days, when he Is discharged. The
"dogs" are on the watch, however, and as
soon as the pegro gets at a respectable dis
tance from the Black Hole, he is again seized
by them and delivered over to his rebel mas
ter, who carries him back to Maryland, the
doge' by the operation, poeketing from $5O
to $lOO.
In this way, says the Repot , neon, some of
the most notorious rebels in Lower Maryland
have recovered their slaves; 'and that, too,
with the assistance of persons blatant in their
professions of loyalty.
Weeonelude this notice of the Marshal of
the,Dietriet, and his doings, by quoting an
_other paragraph frops the _.,iroustlal, in
Whieh he figures personally, a; little more
creditably, perhaps,—but still in 'such connec
tion with aliagrant case of cruelty and bar:
barons outrage, as to implicate him indirect
ly with the whole proceedings—which were
disgraceful and atrocious throughout:
. Slave owners, says the Republican, in antici
pation of the passage of the emancipation act,
are running off their slaves as fast as they
can to the lower counties of Maryland. A
Dumber have also been sent to Baltimore,
where they are confined in "negro pens" until
they can be mold or removed farther South.
A case of this kind occurred the other day,
which exhibits this villainous traffic in all its
burros. and deformities. On the 19th instant,
• negro girl, aged about 13 years, (an invalid)
belonging to a Mrs. Mathews, on 13th street,
was placed in jail by order of her mistress. A
few days after, the mother of the girl learning
that her daughter was confined in that filthy
hole, procured a pass from Marshal Lemon to
enter the jail and to see her child. Upon ar
riviog at the jail, the mother was informed
that ehe bad been taken away about half an
hoar previous, but where to the guards could
not inform her. The twit day the mother
herself was arrested and carried off. She had
an Infant child with her, . leaving two other
children, one of them three and the other two •
years ("age, behind in custody of tier
tress. The whereabouts of the mother and
hex two children **snot diecovered until Sat
urday, when one of her friends (who claims
thet she is a free woman) accompanied by our
reporter went on to Baltimore, and after con
siderable difficulty found her in B. M. dc W.

that the eldest child was very sick with an

Democracy has an Upper Ten-dency in
Milwaukee, it appears. Affecting respecta
bility, and having really-a goodly portion of
that kind of it, which "keeps a gig," the
Democracy of Milwaukee has no Mayor HATCH
to incubate cowardly plots, and rotten eggs,
for the foul hands of a hired- canaille mob.
This is no part of the programme of Milwau
kee Democzacy—this, we mean, which . their.
ruder brethren of Cincinnati so lately follow
ed. When an Abolitionist, like Wattrictx
PHILLIPS, conies to Milwaukee, the respecta
ble, of the Sham-Democracy, and that ilk,.
will only sniff, hold their noses, and cry "Nig
ger." There will be no collecting of rotten
eggs—nor the subsequent unsavory proceed
lugs resulting therefrom. Thanks oven to
gig-respectability,with its upper ten-dencies,
mean as both of them are,—forthis considera
ble advance in civilisation and decency I
We have been led to these remarks by no-
tieing, almost at the same moment, that, as
the result of the late election, Sham-Dome

Bet a coMespondent of the Chicago Tribune
has written a letter from Milwaukee, which
tells us all about it, and,we subjoin it for the
benefit of our readers:
Wendell - Phillips has been here and gone.
Me spoke Wednesday evening upon Lost Arts,
Saturday evening-upon The War, and to ex
cellent audiences. He was listened to,
throughout, with the closest attention and
deepest interest by all who favored him with
a hearing. Rumors •of mob violence and
trouble, in case he opened his mouth to speak
before a public audieriee 'in this "free city of
DS i I waukee,were rifexind 'current in the streets,
about town, daring the entire week; but upon
the evening in question all was quiet and re
spectful- Not a dissenting' voice was heard
in the hall on either occasion to anything
which the gifted lecturer had to utter, much
less were signs of or disturbance manifest.
His audience, as a general thing, unlike those
of Chicago and other enterprising, public
spirited cities, were made up of "plebeians"
and "commoners"—with very few excep
tions the "solid"' men of Milwaukee—the
most prominent men of wealth and corn-
Merce—the representatives of capital and
trade—did not deign to honor this "Dutton
fanatic" with their presence. ~.-Not a bit of it;
'Thiele the man who has, more than any other
One man in the country, questioned the-right
by nature of four billions of concentrated cap
ital in this country. This is the man who
has, more than any other one man, preached
against, and spoken against, and denounced
the worship of the greethiammon Idol, before
which the whole nation is on its knees to-day.
This is the man who has spit upon the claim
of one man to buy and sell another, merely
hecinee he is the strongest.
Think' you that the °solid" men of Mil
waukee could onedeecolok to listen to such a
man, or to show their faces on such an occa
sion. Not a bit of it 1 They are too conser
vative, too constitutional. Whatever else may
betel the nation, slavery mast be sacredly re
spected and preserved, and any man who has
had the audacity to speak against the Divine
Institution should, in the opinion of these
“preserved" gentlemen, be damned and put
down.

new military departments, the Shenandoah
and the Rappahannock, to ke r respectively,
under the command of Major-General Basics
and Major-General McDowatx.. The excel
lent meaning of this stop id advance of things
that were, cannot be mistaken. With BARKS
in eomiband of the centre, FIIIMONT on the
right, and McDowatt on the left; the advanc.
ing army of the nation, no longer to be called
the "army of the Potomac," will roll forward
like an avalanche, end crush rebellion from
Virginia to the !berets of the Gulf. Mr.
STANTON'S ideas of strategy, we hare reason
to know, are accented by all the three com
manders named, and "moving on the enemy's
works" will henceforth be the simple, sensi
ble, and comprehensible "plan of campaign,"
strategy, tictios, etc., etc., in' these depart
ments.
We give the following from a contemporary,
containing an encouraging view of the opera
tions in the Shenandoah Valley :
The division of the-army under General
Batiks seems to be steadily advancing, re
pall•ing bridges, and pressing the rebels back.
They have penetrated aS far as' Stony creek,
a few miles south of Woodstook, np the She
nandoah valley. The next stepionverd may.
result in another bottle, we the rebate do not
seem disposed to retire beyond Stony creek,
exeept on compulsion, and exhibit more se-
fishy thin; at any time since the battle of.
Winchester. ft is not probable that Banks'
army will take Mt. Jackson, the southern
terminus of the railroad from Strasburg,

this Bureau until 9 o'clock a. m., on WEDNESDAY,
the am, Mir of April next, for Rintishing and
Brewing (oars:sabring ten days' notice, except for bis
cuit, for which fire- days' notice shall be given for
every thirty thousand no:nimbi required) at the United
States navy-yards, at Charlestown, Maasachusetts;
Brooklyn, law York, and Phihuielphia, Petudylva-
Ma, each quantities only of the following articles as
.may be required or ordered from the contractors by
the chief of this bureau, or by the respective corn
-mantling officers of the said navy-pads, during the
fiscal year ending Juno 30, ISM, Viz:
Biscuit, flour, rice, dried apples, sugar, tea, coffee,
beans, rectums., vinegar, and whiskey.
The biscuit Isbell be made wholly from sweet super
fine flour, of the manufacture of the year 1861 or 1862,
tot shall in all caestsbematinfactbrod from flour made
of the crop immediately preceding the dates of the
requisitions for the gams,' and shall be fully Niel In •
quality, and conform in size and shape, to the sem

wheat of the crop immediately preceding the dated of
the requisition for the wane; shall be perfectly sweat,

livered in good shipping order, free of all charge to
