A Fleet of Monitors It is stated in the Now York papers that a contract has been made by the Govern ment with the builders of the Monitor (Messrs. Bushnell, Griswold,. Winslow Co., of Albany and Troy) to construct six more vessels of similar character with all practicable rapidity. Important improve ments will be introduced in the forthcoming fieet—each vessel in which will be about forty feet longer than the Monitor, with proportionate breadth of beam, and other qualifications for a heavier armament than that of the "illustrious predecessor: . The substitution of two 15-inch Dahlgren guns is one of the points of difference from the Monitor which will probably be most strik ingly ,felt by the enemy. Mn. Fr-arm:is; on Tuesday, made a powerful speech in the Senate in favor of emancipation in the District, and in favor of the President's emancipation resolution. We take an extract from a synopsis of the speech: What objection can there be to it? -[The President's resolution.) It will not inter fere, in any way, with the States; it loaves everything to our own choice. He believed Slavery injurious to the whole country, and if any part of the people of the States desire to overthrow it, he had the right to give them aid; and with the best wishes for all the States, he did desire a party might rise up in the States wits desire emancipa tion, and the argument against-the resolu tion, that it would raise up such it party, bad no force with him. But, in regard to the abolition of Slav_ery in the District of Columbia, nobody can claim that Congress has not the constitutional pOwer to legis late fcii the District of Columbia in any way that it may seem best. There never was a time when he would not vote‘l7... abol ish Slavery in the District of Columbia. He had said repeatedly that the object, of the war was to restore the Constitution, and not to interfere with Slavery in the States, and he meant to keep that pledge ; but he did not say, nor the party did not say, that they would do nothing which might indirectly affect Slavery. The ob ject of Republican party 11719 to free the Government from connection with Slavery. It did not folloW that the Republican party intend to do anything unconstitutional, be cause they do what is properly constitu tional, and the Senator from Virginia (Willey) had no right to say that all meas ures brought in are a series of one plan. He thought Slavery an evil, and whenever he could weaken and injure Slavery under the Constitution, he had the -right, and it was his duty to do it They could not sup-- pase the Republican party were going to shut their mouths and not do or think any thing, and they could not expect- him to tlose any opporttmitrto dissever the Gov erninent from Slavery.He should ; be false to all the instincts of his nature if he did, believing, as he he did, that Slavery was a ;wrong and a curse. Within constitutional 'Bruits they could expect, him to neglect any any, opportunity to strikes blow atSlavery. He believed the time had come for the abo lition:of Slavery in the District. He hoped it weed be an example to his friend from Vifleuaia (Mr. Carlile), and lead him into 'the ranks to inaugurate a movement to bring his own State in to the position - she ,might have. Virginia has nearly as much territory as all New England, and has un paralleled resources; but look at the dif ference! What the Government has a Right The following 'extract from a speech of Hen. John A. Bingham, of Ohio, Chairman in the House, puts the question of the posers of government strongly : "Now, Sir, it is the duty and right of this Government to use whatever force is neces sary to crush out this treason, and to crush out everything that stands in the way of our arms; to use whatever just means will tend to strengthen the Government, and whatever will tend to -weaken the enemy. Does not every gentleman know—l pity the intelligence of a man who does not know— that here four millions of enslaved men, who dig the trenches and build the fortifications of the enemy, who cul tivate their fields, gather their crops, and furnish them the bread on which they live. I would like to see the man rise here in his place and say that it would not weaken the enemy to take from them these four millions of men who thus furnish their support. I would like to see the man who would express it as his conviction that it would not weaken the enemy to tyke from them one-third their population, jtnd that portion, of their population.whoseTabor pro vides solely and exclusively, almost, to them the means of subsistence. Evening Post, writing from Baltimore, says : A shrewd observer of things called my attention a day or two ago, to the solution of the question why the froe blacks in crease so rapidly in Maryland,,in the face of the discouragements to emancipation. I Saw it once, in looking at the subject from the usual standpoints, that I could' not satisfactorily account for the phenomenon. My friend gave me the key to the question, and here it is. For the last forty years, and more especially the last twenty, slave men have sought out free colored women for wives, for the reason that their progeny is free, as it follows the mother, according to the maxim of the Roman law, Partua segui tur eentrerri.
