in any way.
Second: In all places purchased or to be
purchased by the . United States, with the
.assent of the Legislature of the several.

time, upon the principle that a party once

In noticing this important bill, the New
York Evening Past, most cogently and prop.

Mr. Arnold's bill will, we trust, speedily
be reported by the Committee on Territo
ries, to which it was referred,and brought to
a vote. it is a clear assertion of the prin.

Se carefully does the bill guard the rights
and privileges of the States that, in the
third paragraph of section first, slavery is
prohibited in all vessels on the high seas
and on the national highway; beyond the
territory and jurisdiction of the several Stets
from which or to which the said semis way

non of power, no trenching
on- disputed
ground. The more ardent, opponents of
emancipation measures are such confes
sedly on the ground that slavery is a local
Stato institution, with which, where it ex
ists in a State, the national Government
has no right to interfere.
We hope, therefore, to see a gathering of
the true men of all parties in faros of this
bill. dll friends of liberty can here meet
on constitutional ground, and place the
Government where the founders of the
Union meant it to stand, and where it stood
while'Waahington, JefferFen Madison and
other distinguished Virginians were at the
_helm- Moreover, it places us squarely op
posite to the enemies of the Union. They
rebid to make slavery national; we fight
to preserve the Union as it is, with freedom
nationaL They strive to overthrow the
constitution because it does not make
slavery universal; we light to maintain it,
and with it the principles of liberty for,
which the fathers fought, and which they
made the corner-steno of their oodstitutien.

Pod. It will be seen that the rebels admit
the death of Generals MeCiillongh, Mcln
tosh and HerberVaud that Gen. Black was
mortally wounded, making four generals
lost in thalight :
Fort- &nig, March als,lBa—Our troops;
under Generals Van. Dorn, Prigs and Mc-
Cullough, engaged the enemy toy three
days, the 6th, 6th and 7th, at Perry's Ridge,
In Benton county, (hie State; near the Mis
souri line.
. The fighting was the most desperate on
;word. Our loss was immense, that of the
enemy_ unknown. Generals McCullough
and .Mclatoakt were both killed on the 7th
inst.. Gen. Slick was Mortally wounded.
General PriCle was slightly wounded in the
arm. CoL McCrea reported killed. Col:
Sims slightly wounded - in the arm.
Our forces are now In the rear of the en
emy, and driving them seuthward. They
are whipped beyond a doubt ere this. We
are expecting later intelligence every mo
ment.

The case of the slave killed by his mas
ter in Charles county, recently ventilated
in - the newspapers, IS substantially admit..
ted by of the slaveholder's' neighbors
in the Baltimore American. The attempt
to escape from the charge by pretending
that the death of the slave did not result
from the punishment inflicted is regarded
by everybody in a slave Slate as confession.
This is only one of teeny similar cases con
stantly occurring in the domains of slavery.
And yet this is the system of oppression
that Northern apologists for slavery would
see restored to its former status in the Union,
which it has taken up arms to slay and de
strop. Out upon all such miserable sym
pathy for iniquity t If they stood in rho
shoes of poor Jack, how changed would be
their tune'

and thriving farming lands about and near
Leesburg have been devastated by the rebels,
and they look more like a waste that an
inhabited region. The small farmers have
suffered most severely. Mr. Thomas
Elisann's estate, about a mile from Leesburg,
is stripped of all Its fences, and its out
houses almost destroyed—though the man
sion was not disturbed ; a very costly edi
fice. Just before the rebels lett they barn
ed some 4,000 bushels pf wheat in the
stacks, belonging to Mr. Swann, who was
the late Mayor of Baltimore, and resides
there. He estimates his losses and injuries
at some $20,000. This is only one cue in
a hundred. The people who are left behind
express themselves as disgusted with se
cession, but they leave it to northern sol
diers to put it down. They are still under
the poisoning influence of slavery, and
dread the crack of the slaveholder's whip.

Mr. Craeraft, of the Church of the Epiph
any, Philadelphia, formerly occupied by
the late lamented Dr. Tyng, has been forced
to resign on account of his strong Union
principles. In his farewell sermon he
stated that he was literally starved out of
the Church, as his salary was purposely
withheld from him, and be was bombarded
by anonymous letters from his secession
Church members, requesting him to resign.
Secession is by no mean. confined to the
South. There are 'rebels In every part of
the country, who deserve the offices of the
hangman quite as richly as Jeff Davis.
