seised, and fitted her out, ie certainly rather
morqfying. All the attempts of the South
to extemporise a navy have been failures.
Her gunboat fleets have been destroyed,
and-her batteries - have been abortions, with
the exception of thsi Merrimac, which she
found ready to 'her hands. She is now shut
up in Norfolk, by tits - little Monitor, while
the.filumtaris lyintat Gibralter,too poor to
buy coshs in — take her to sea. What a pitiful
...spectacle her attempts to creates navy pre
sents, and how comfortable such-men as
Maury, and Lynch, and other sea-going
traitors, must feel, alter deserting that
glorious flag which is honored in every sea,
and has for nearly a century been hailed
With - rapture by Americans in every land.
. These traitorous villains will be coming
back in a jiffy, and asking to be reinstated.
A short shift and hangman's rope should
be the fate of all traitors in the army and
navy. Never should they be forgiven, or
watered again to serve under a flag they
have so foully forsaken.

lion, once so proud and exultant over tem
porary success, are now reduced by the
overwhelming reverses they have lately
experienced.
A Blobmbnd correspondent of the Charles
ton ilfercuip,. says that General Buell's
"proclamation to the people of Nashville
has disposed the young men, already dis
satisfied with Johnston, to lay down their
arms, and paved -the way to the campaign
of invasion in the Mississippi valley. Mr.
Davis remains as cold as ice."
A Chattanooga--letter to the .ilereury,
• giving details of the taking of Nashville,
says: • -
"It is estimated that about five thousand
left the city, but I am sorry to say that
A large submission sentiment was developed.
Johnston's army pulsed through
- Nashville, the men were indignant at lav
ing without a light, and there oast have been
at least three thousand of them that turned of
on other roads homeward, many declaring
that they would rejoin the army whenever
there was a prospect of battle."

, imitations:of the Governors of South Caro.
Ibut, Mississippi, Louisiana, eta., in which
the agonies of the wounded monster, can
no longer be concealed.
Governor Pickens, of South Carolina,
- informs hisleiges that the ConfederateStatee
have called for fire more regiments from
South Carolina to serve during the war.
. He therefore summons the volunteers, and
by way of-a gentle stimulus, says that' if
the regiments are not full by the 20th insk,
coescriptini will be resorted - to. His procla
mation anoludes with the usual appeal to
patriotism, altars and fires and the God of
battles.
Governor. Shorter, of Alabama, has or
dered outttlarge force fo - r the protection of
the GulLoosat; the force to serve fix ninety
'dap; and to arm, equip, clothe and trans
port itself.
' Gyrator Patine; of Mississippi, appeals
ibr ten thousand volunteers to serve for
two yeari. He observes that the power to
draft has been conferred upon him by the
latisliture, and adds that after "the liber
al contribution Mississippi — hes furnished
in men and money for the prosecution of
the war , the act' authorising this call - would
never have been passed if the'necessity had
not been most urgent."
Governor Moore, of . Louisiana, is also
out with . a
proclamation.. He wants five
and a half regiments for the Confederate
army; and they must be ready by the 16th.
of." March. A. second proclamation urges
volntettring, and is full of appeals to ps
ttiotism, &c. The Governor says the troops
are called for by Beauregard, whose laurels
are the presage of further victories. The
- 'Governor says:
"Thiele not the hour for vain regrets or
*despondency. No, not even for hesitation.
An insolent and powerful foe is already at
,the castle gate--the current of the mighty
river speaks to us of his fleet advancing
for our destruction, and the telegraph wires
tremble with the news of his advancing

• Surgeon-General Choppin, of Beaure

Financial.
Letters and dispatches from Washington
state that the financial prospects of the gov
ernment have greatly improved of late, and
Secretary Chase is very hopeful of procuring
without difficulty all the means that will be
required to carry the war to a successful con
clusion.
The 7.30 Treasury notes, which were at 3%
per eent. discount sixty days ago, are now in
• • t demand at a premium. The payment
of intermit in coin gives much malefaction.
The first coupon on the interest of October
lit, 1861, is due on the Lt of April, and will
be paid in gold at the various Sub-Treasuries.
AU the long loans of the government are
readily taken up for investment. The bank
ing-hoores here are doing a large business in
government notes and bonds.
The Secretary of the Treasury is issuing
certificates of government indebtedness at the
rate of a million dollars a day.
Secretary Chase, haring withdrawn his tax
bill which he sent to the Ways and Means
Committee, is engaged upon and has nearly
completed an elaborate and, it is said, most
judicious bill, intended as a substitute for the
bill sow under discussion. Many of the lead
ing articles are taxed much higher than those
in the House • ill, and others much lower. The
Secretary •• • mmends a higher tax on whisky
and tobacco; from 50 to 100 per cent.
d Vessels.
Intense et .ntion is now paid to the subject
of iron-clad, meals, for naval defence. The
Navy Doper sot has ordered of the builders
of the Mont r, Messrs. C. 6. Bushnell le Co.,
six more iron •lad vessels, similar in construc
tion-, but mo formidable. They are to be
204 or 205, • teed of 170 feet long, and to
carry two 15 inch instead of 11-Inch Dahlgren
guns. The • of-house is to be mounted on
the top of the turret, and be candy-snuffer
shaped. The mail protection of both will
probably bee good deal thicker than the Mon
itor's. In some respects these new Vessels
will differ from the Monitor. It is intended
that they shall be able to ran ten knots as
hour, and shall be thoroughly sea-going.
The proposals under the Navy Department's
advertisemat for iron-clads will be opened
this day ( day). It is not unlikely that e
dozen, similar to the Monitor, will kW oon-
tracted for. Wiard, the steel-gun-maker, has
if - spared plans for a mailed war 1, which
some experts pronounce superior even to the
Monitor.
THY NATIONAL FOUNDII.—The Philadel
phia Press, of Saturday, glen the following
notice of a debate in the Senate, on Friday,
on the subject of a National Foundry :
The short debate en this subject in the
Senate this morning was full of signifi
cance. The fact that Pennsylvania was
the only place for it could not be gainsaid,
and Senator Grimes, of lowa, frankly ad
mitted it, which SenatorCowan took prompt
advantage of. Armories may be establish
ed elsewhere, and hereafter, but the imme
diate necessity is a national foundry, and
Pennsylvania is the only State in which
coal and iron can be had on the same spot.
It proved that old Pennsylvania cannot be
overlooked, Her claims td consideration
are national and unanswerable. You can
have a national foundry, if only you will
' cease quarTeling about the locality and de
mand it at once.
There can be no question, that the Na
tional Foundry should be in Pennsylvania,
the Iron State, and that the locality should
be in Pittsburgh or vicinity. We now
manufacture in this citythe finest guns
oast in America, from the smallest sizes, to
the mammoth Union, and both from iron
and cast steel. This city can supply any
demand the government may make, at short
notice, and of superior quality.
Beaufort, North Carolina.
The occupation of this place by General
BURNSlDlhplaces the whole of the coast of
North Carolina within the waters of Pam
lico Sound in our hands. The only places
now occupied by tho rebels of any im
portance on the_Southern Atlantic Coait,
the cities 'of Wilmington, North
Carolina, Charleston, : South Carolina,
and' Savannah, Georgia. We presume
the Governoreat will lose no time in
subduing these cities, as it will be dan
gerous for our troops on the coast, as soon
as Bummer commences. Those places should
be occupied' by, garrisons, and our armies
would be able to fall back into the interior
before hot weather comes on.
Naw Oiamme.—lt is rumored that New
"Orleans is in our hande, having been taken .

A Patriotic Mother and a Rebel Son.
A few days - since Mrs. Tilghman, accompa
nied
by her daughter, Mrs. Lowry, came to
this city and put up at the Revere House, for
the purpose of visiting Gen. Tilghman, the
rebel prisoner at .Fort Warren. There was
some difficulty in obtaining the required per
mission, bat on Saturday the mother and sis
ter were allowed to visit the Fort and have an
interview with the prisoner. The first excla
mation on meeting him was, "Oh, my rebel
eon," and during the conversation she said,
"When I heard you were 'taken, I thanked
God that you had been reamed from secession
intlitences, and were I to hear there was any
chains of your being exchanged, I would go
en my knees to the President to prevent you
from again joining the rebels, for I had rather
have you remain here during your life than to
know you were among the traitors of the
country."
Mrs. Tilghman received her permit to visit
the Fort direct from Secretary Stanton, whom
she addressed, stating that though her son
was a rebel, he was still her son, and she felt
it her duty to visit him, if permitted. She
left for Philadelphia aceompanied by her
daughter, Saturday afternoon, expressing her
obligatione to Col. Dimmlek and others for
