States should go out at once, and provide
for the early organisation of &Confederate
Sovenunent, net later than 16th - February.
This time is allowed 'to enable Louisiana
and Teitis' to participate. It seemed to be
opinion [sic] that if we left here force, loan
and volunteer bills might be passed, which
would - put.ldr. Lincoln in - immediate- con

Resolved 2. That 'provision should be

vention to meet not later than the 16th of
Februaryott the City of Montgomery, in
the State of Alabama.
Resolved, That in view of the hostile le
gislation that is threatened spinet the Se
ceding States, and which may be connu r

cession minis extended even into orthogra
phy] before the 4th of Merck - we auk in
structions—whether the delegations are to*
remain in Congress until that date for the
purpose of defeating such legislation.
Resolved, That a Committee be and are

Dana, Slidell, and Mallory, to carry out the
objects of this meeting.

A decided - sensation has teen created in
business - circles by the receipt of a tele
graphic dispatch from Washington Mop
ping the chartering of vessels for Ilsit use
of the Governthent. Many,' as is well
known, have recently been
.chartered for
the various maritime and coast expeditions
still in progressi and the sadden arrest of
chartering was interpreted by some as in
dicating a speedy peace. We understand,
however, that the real cause of the order
was the fact, just ascertained at, the. War
Department, that an agent of the Govern
ment—Mr. Russell Sturgis has been named
to us as such agent--has been charging per
eons of tokens hs sharterid ousels five per
eent.tocuttistrion ow the amount of the charter
--said per cent to go into his own pocket.
Of course, no further explanation of the
dispatch can be needed.
If we have been in . any respect misin
formed with regard to this matter, we WWI
be very glad to make prompt and full
correction. If not—and it does not teem
strange, when a Secretary of the Navy
gravely argues that a commission of 2i
per cent. on .the purchase of several mil
lions worth of vessels is fair and proper,
and is upheld therein, that a like commis
sion of 6 per cent. on chartering vessels
should command a like justification—We
have a very decided
. opinion as to the
merits of such dealings with the Govern
meat. And we once more entreat Con
gress to' peas prompt and unequivocal judg
ment on the like transactions already fully
before theta. Gentlemen, of either Maisel
do you justify these oommissions ? If you
do or do, not, will you be .good• enough
