There are many and strong objections to
this plan, one of which is that the people of
. ' the free States will not like to-be taxed to
pay for slaves which the alaveholders' re

less. They will willingly pay a tax for
war pttrposes to put down the rebellion, but
Will not submit with a good grace to be
taxed for the benedeof slave owners. This
_ is one objection, .and there are others, but
we do notfeel disposed to discuss them now.
We are glad to see a disposition on the part
of the glad
to look this fearful ques
tion of sla ve ry in the face. We doubtivery
much, if Congretis shotild adopt the resole
, tion reoommended, that it would amount to
anything. Hate offer was entertained by
any of the slave States it would most likely
lead to long negotiation between such
States and the General Government as to
the amount of -the compensation and the
length of time the gradual emancipation
was to go on. None of them would object
to the Government paying for the old and
decrepit, provided they could sell the young
slave progeny down south. As a practi
cal measure, for the closing of the war, it is
- too tedious. We cannot afford to go on
_spending two millions a day while the Bor
der States and Government might be ar
ranging this scheme. Even admitting its
wisdom, it is not a practical war measure,
or rather a peace compelling measure.
The President says that the Union must
be preserved, and that all indispensable
means for its preservation must be em
, ployed. •War is carried on to that end, and
. is 'till indhipensible. If resistencC con
' • times, be says, war must continue, and it is
( impossible -to foreee all the "tacroeste"
`\.which may follow. "Such as may seers in
- dispeasiMe towards ending the struggle
- mulcted will conic." He further says that
-. this proposition of compensation "is made
. as an offer only," and, therefore, the- infer
ence is, that it does not prevent the Govern
ment from adopting more vigorous mess_

means by the "incidents which may follow,"
we do not certainly know, but the inference
he, that he meant that alaverymight fall, as
'an incident of the mar, to preserve the
Union, if some offer of compromise for its
gradual emancipation was not accepted.
Whatever may be thought of the Inez ,
its of the President's scheme, there can be
no doubt that he is actuated by the most
. . patriotic motiven.and that he feels' the tre
menden!' responsi bility, which, in the prov
idense of God, hail fallen upon his shoul
ders. Everything emu:sting fpm him on
this momentous question, should Im received
.-: with the greatest` respect. and given a care
lel exam,ipAtiol., We hope he will soon see

become a necessity, as one of the incidents

_ A young man, belonging to one of the Ten
' nessee-regiments—he held the rank of flat
- lieutenant in his company—wa s very danger
onsly wounded in Saturday morning's strife,
• and was not expected to lire .when I lift De

The young , man told me he was a native of
Harrisburg, Ps., and had resided there until
the autumn of 1869, when went to Colum
bia, Tennessee, and there engaged in the mac
toe - of the law with considerable success.
While in that State, he became acquainted
with and enamored of a young woman of

The love-stream of the young couple Bowed
smoothly enough until the tall of Sumter and
the Secession of Tennessee, when the affianced

, tamed home, designing to wed after the
troubles were over.
This betrothed pair corresponded regularly;
but, some. weeks after the lover had gone to
Harrisburg, the girl, who bad suddenly grown
-a-violent Secessionist. informed him that she
would not become his wife value he would
enlist in the rebel servioe and fight for the in
dependence of the South.
The young man wet exeeeding loth to take

_The , mission of Andrew Johnson, who
goes forward as the military Governor of
!' the State of Tennessee, is at least one way
t of cutting_the Uordlan knot of complian

quest of the rebels in that State, and will
certainly fellow their overthrow in other
quarter& ft will prove to be most effec
tive. Re will enter the State, of which he
is the proud and fearless Senator, not only
as a Brigadier General at the bead of an
overwhelming force, but as the deliverer
of his own people, long held in chains by
their oppressors. His first step will be to
seise upon the machinery of the State Gov
ernment, to carry out the idea that no act
of secession can annihilate a State of this
Union, and to prepare the way for the, elec
tion of a Legislature, chosen by the loyal
peopthlhe of Tennessee, who *ill co-operate
wiim In the great purpose of constitu
tional obligation and obedience to the laws
I passed in pursuance of the constitution.
All this has been done by the government,
Y ou will perceive, without the aid of Con-
Frew, and it, is a significant evidence of the
justice and expediency of this policy, that
no portion of the Representatives and Sen-
ators in Congress are found to object to

Charlestown.

. Yesterday morning we left Harper's Ferry.
The town is half burned, scorched and black
ened by the hand of S ooo Blliol3, and is almost
'ffeierted-Wlti 'inhabitants. Before General
.Bankkaanut It was said that there were. but
six-fa, illes in the town. With the return of
Iftlion trooper, and safety for life and prop
erty, others' will - slowly come in. If you
would coo the blasting effects of seoessimi, gel
to Harper'S Ferry, and compare the busy,
neat and prosperous town of February, 1801,
with ofFebruary, 1862. Even our, men,
who spent some time here last year could
hardly recognise it as . the same place. We
spent the night in the deserted houses, forcing
open the doors, and . sleeping on the bare
floors. All the furniture, down to the
smallest articles, had been removed by the
Inhabitants, or carried off by rebel plunderers.
So we washed in the brooks, dried our faces
by the ire, ate our rations, and though . it ill _
poetry..
THE START.
Early on Friday morning an order came to
be ready to start at day-break, without bag
gage or knap-laoke. At roll-call, every man
was in - his - place, ready and eager to "see the
fan,' as they call it. Two men from each
company were left as a guard for the baggage,
and one --whole Company to form part of the
provost guard. When an expedition of this
kind is to be made, every man wants to go.
No hardship seems so greatas to have to be
left behind. Accordinly, as only the strong
est and toughest - wer e to go, error,' sick lean,
was sore he was perfectly well. The column
was in motion by 8 o'cicTik. The day was
windy and cold, bad to-Standingbut excellent
for marching. The column consisted of cav
ies o
alr f y, several ieces of artillery, and pan
- the Ma n e lChusetia troops, as an com advance
guard; and for thinkers, more artillery and
the rest of the Alassachuseetts boys, with
some Wisconein regiments for the reserve. -

OX THR ROAD.
— The scenery along the road is very beauti
ful; the . valley of the Shenandoah, with its
lofty hills lying in the back ground. On both
sides of the turnpike are good farms, with
large and commodious houses, sot well back
from the road, indicating better farming and
greater prosperity than anything we had seen
In Maryland. The road was familiar to the
men. They had passed over it last July,
in the burping sun, choked with dust and
parched with thirst. ...From that puddle,"
said one, pointing -to a muddy pool by the
side of the road, "we drove out the pigs, and
drank it dry." "In that henna rebel Colonel
had his headquarters, and came near being

summer's campaign.
Our march was made in silence. Very few
pns came down to the roadside to see us
and still fewer seemed at all glad to see
us. Occasionally from a solitary, shanty a
few women and children waved their hand
, kerchiefs to show their joy. Only when the
John Brown chorus broke the steady tramp of
the column was the prevailing quiet inter-
rupted. As we passed the hill near the town
some half a dozen rebel•cavalry, who were out
reoonnoitering, caught sight of us, and throw
ing away .theirearbines and putting 'spurs to
their horses, fled towards Winchester. They
were better mounted than our cavalry and
escaped.
ARRIVAL AT CHARLESTOWN.
We passed the field in which poor John
Brown was executed; the jail where be was
confined and the court-house in which his
farce of a trial was held, and with the men
singihgthe "Hallelujah chorus . ' we marched
down the principil street. We saw no friendly
faces ; no Union flags save our own waved in
the town. Those who dared scowled, but most
of the inhabitants looked on in afloat fear
from the oorners of the streets, or peered oat
at us from behind the blinds. One of the in-.
habitants told me they all expected we would
burn the town, and that it we didn't do that
tay didn't care what else we - did ; and-In
deed this town deserves burning, if any does.
It is a perfect hotbed of msoessionr It has
sent a company and many recruits to the Con
federate army, and has done a great deal to
wards furnishing them with provisions and
thre pp ugh Imrelies. And
last
summer hen our
half-s troopstarvedhed,marc the
people would-give them nothing to eat for love
or money. Bat, horning villages is not our

,Paesing through the town we halted an a
small, bill, pointed our Parrott guns; and
rested. Boon aelattering of hoofs was heard,
and Generals McClellan and Banks, with
their nada, mere been approaching. Quickly
Moline . was formed, the, customary salute
given ae McClellan passed, and a thousand
- eager faces looked cloeely at their commander.
Ile, in his turn, as he rode slowly by, seemed
to look right through them with his keen
glance, and to be estimating how far he could
rely on them. Few of our men had ever seen
him before, and now had buts passing glimpse
of him.
. In the afternoon word came from some of
the artillery officers stationed on one of toe
byroads, that they were about to be attacked,
and needed the support of infantry. Imme
diately one company was sent at the ' , double
quick" to their assistance, and the whole
column formed in line of march. But the
Warm proved to have little foundation. Some
body's fears had magnified a funeral andd two
wagons into a • formidable column. The
wagons contained dour -on its way to Win
chester, and were therefore confiscated, and
the flour served out as rations for our men.

The funeral procession, not being contraband,
was allowed to go on its way.

Our patrols, towards evening,, brought in an
intelligent looking nogre, who had Just &l
eaped from Leesburg. Ile with two of his
brothere, had been forced to . work en the in
trenchments at that place, but had managed
to escape acroxi the country and had just got
in. lie had heard one of the_principal men
in the country say that the Confederates could
not raise more than•four thousand men at
Winchester; that they must have reinforce
ments or they would have to retreat; and that
they wore making hurried preparations to
send forward as many troops as could be
!spared when he left. He said the recent fed
eral victories bad bad the effect of making the
troops" very wool, dispirited, and they were -
t rying to get away.

The people here in Charlestown have Buffer
ed, many privations. Coffee, tea, sugar and
salt are not now to be had at all, and there
' haibeett no supply of these articles in the
town fora long time. Salt was mold, as long
as the stook lasted; at ge a bushel; sugar at
37,eanta a.pound, and coffee at 75 cents a
