Speech of Mr. Cowan on the Confis
cation Hill.. -. .
On Tuesday last, the confimation bill being
up, Mr. M'Douum., of California, finished
his remarks in opposition to the bill.
Mr. Cowie, of Pa., took the floor also in
oppoiltion to the bill: .We take • as many ex
treats as we can find room for. Ho took

ground in the outset broadly and squarely in
opposition to any confiscation whatever, on
the ground' that it Was wrong, and that the
„
rage of the south would be increased by it,
and uses the following singular argument :
Will they yield to us any sooner in view
of sneh,a destruction ? What Would we our
selves de milder any-Bich - circumstances ? I
need hardly ask that question of mon who
have descended from sireswho refused to "pay
a petty tax on tea,' andlroin grandsires who
rained a revolution rather than pay twenty

This bill goes farther, and attempts to con-'
haste another species of property, which cap

tend to stop to. discuss the question of pro
perty of this kind. it is enough for me 'to
say that all the peoplei of the South seem to
agree as to this kind ofproperty with wonder
ful unanimity, and to resent any interference
with it. , This bill proposes to liberate 3,000,-
000 of slaves—truly the most stupendous
stroke for universal emancipation ever at
tempted in the world. Indeed, I think it
virtually liberates the whole 4,000,000.
What is to be the effect of this upon the wart
Shall we be stronger, or shall we find that we
,have only doubled the _number of those in arms
Against as? They now hive no cause for re
bellion. Will not this bill furnish. them one?
Let the loyal men of that section, who know
them, answer this question. I will abide their
answer. I submit again" that no deliberate
assembly

ment on so stupendous an issue.

The powers of the Government are limited and
