This is not a singular inetance. We have
read scores of ihem, and hundreds of them
serer come before the ptiblio. Notwith
'elfinding Price is nearly driven ont of Alia-
marl, yet there is.. no safety for, a Union
Man hardly out of St. Louis. What chance,
then, will Union
,men have when restora
tion takes place, and the secessionists have
full control of the State government..
There is no way to extract the vindictive:
pees from these me; but to punish them by
destroying ' slavery, and by - keeping them
in a 'territorial condition until they aro
isufaciantly, bumbled to become obedient
citizens: We must have no more persecu
tion for opinions eake, :id - linen lynch
codes, and shocking barbarities. Wo must
'root outlhe whole system whielthas divid
ed us. Hitherto the South has been more
dangerous to visit ; by a man who did not
believe in itegro slavery, than the barbar
ous regions of - Ventral Africa. A recon
etructed Union must be a real Union. If
we cannot have that, better builds Chineee
wall between us. If the South is not to be
as frac to live in for northern men, as the
North has always been for the southern
man,-let us Sght until it is so. If they can
conquer us, we must submit to their policy.
If werconquer them, they mnet:atibmit to
oars. 'We cannot have one policii for - ,the
North, and another for the South. The
Union . muse be completc—nOt merely a
patch-work, a oonveniencgdor politicians,
with a war ready to break out at any. nto
meet. 'Abolish slavery and all this will
be changed... There will then be no cause
of quarrel, and the old passions, kept up - by
conflicting intent* will: die out.

The Louisvfile . .Tournal, to illustrate the
"feelings and practices'of the Union army
In Kentucky," relates the following:
"In the whole of Christian county there
is perhaps no man who has rendered him
self so obnoxious to the Union men by his
threats and eats of violence as Dr. Charles
T. Ratcliffe, whose intolerance amounted
almost' to wild and blind inanity. Re
cently's runaway negro belonging to the
Doctor was captured—by our troops and
,taken. to headquarters at Calhoon, *here
he was extremely' . anxious remain, but
he was promptly sent back to his master
with the massage that his slave was re
stored, not through any- personal regard
for the master, but on account of their re
.epect for Me persemalriyhtt of property.. We
know that several other negroes have been
returned to other owneril"

is doing more to aid rebellion than any
other press in the country. The - name of

I• Military Investigations.
The Washington correspondent of the
New York Evening Post says:
The Joint. Committee on the Conduct of
the War have been examining into the Ae
comae expedition, and it is reported that
the'federal army has been put to strange
uses in Aecomac and Northampton coun
ties,''such as -returning fugitive slaves to
their maaters,'Proteothig masters againal
their , slave!, Am. The facts developed ' be
fore the committee have dOubiless been laid
before the President and Secretary Stanton.
•. The fact that. General Stones arrest was
auppressed here by order of Gen. McClellan
will be fully investigated .by the House Ju
diciary Committee. Not only was the fact
suppressed on Sunday night, long utter
Stone had leftihe city, but on Monday a
dispatoh sent by your correspondent to the
Evetifng ?an, giving the cause for the ar
rest, prats, refused at telegraph office by
the government censor . . This was after
Stone was within the walls of Fort Lafay
ette, and the specific charges were in type
in the Star office of this o ity. The House
Judiciary Committee is_engaged in the con
sideration of the entire subject of the gov
ernment censorship of the telegraph, and
will submit a report to the House on the
subject in due time.
Opinion Abroad.

gives him excellent opportunities to study

of the South in the matter of slavery, and
never, till sinoe the breaking out of the pro
slavery- rebellion, sympathised with the anti
slavery party in the North. He now says he
would have come .home - long ago and taken
part in the- war, bad not the attitude of oar
government towards slavery been such as to
repel the sympathies of the better part of the
civilised world. This gentleman was an offi
cer In our army, in Mexico. He says:
Prance and England will recognise the
Southern Confederacy. within a month, and
the next step will be to break the blockade.
England hates us, and has been determined,
from the. first of ' our. difficulties, to aid lit
breaking us up as-much as possible — and Pranie, just at present, values her alliance so
much that the Emperor is willing to eat dirt,
if need be, to keep on good -terms with -her
till _he is ready to pursue a contrary 'course.
Besides, our war Is causing- an immense deal
of misery in Prance. - At Lyons, and its vi-
Malty, more-than a_hundred thousand work
men are thrown out of employment, and are
suffering for food and clothing. Sooner or
titer: we must have a war With Prance and
England, or submit to their. dictation, unless
the Beath is conquered soon.

would , have given us the sympathy of the peo
ple of . all Europe to • such an extent that the
governmenta would not have dared to inter
fere if there - was a reasonable prospect of blot

Now / am inclined to think It is too late, and
that our - government will, be obliged to sub
mit to the outside pressure and acknowledge
the South. .1' hope something may occur to
prevent it, but./ greatly fear not.
Delaware is one, of the only two States
that claim to be at once Democratic and
loyal—New Jersey being the other. Dela
ware has a Democratic Governor two ditto
U. S. Senators, and • a ditto Legislature—
being represented in the House by Mr.
Geo. P. Fisher, who was elected by the
combined Republican and Bell-Everett
vote. Her Legislature has just closed its
annual session, whereat nothing was done
to strengthen the hands of the Government
for its struggle with red-handed treason ;
on the contrary, no prevision_was made for
collecting the small Direct Tax imposed by
Congress at its Extra Session, though each
State is allowed 16 per cent, for making
such collection. Of course, this-Legisiu
turit intends that it shall not be collected.
Mr. Senator Bayard, the leader of the
Delaware Democracy, gave notice months
ago that if his Slate should sustain what
he was pleased to style the policy of Co
ercion, be would resign. , He does not re
sign; and it is. but, fair to presume that
the course of the expiring Legislature, if
not dictated by; is eminently satisfactory
to him. '
