CAIRO, Feb.
In respect to the efficiency of the ,

boats constructed at Et. Louis at tho sug
gestion of General Fremont, there hare been
many doubts in the minds of well meaning
persons, including a nitmber of army and navy
capers. They have been thought clumsy,
insufficient in their bulwarks; incapable. ei
bearing the heavy mortars designed fur them,
and beyond all question incapable ef resisting
the terrible concussion which w o uld attend the
firing of a thirteen-inch shell:
All these opinions and prognostications
hive been overthrown torday by the 'experi

the mortar directed down • the river, which
from that point stretches-away in a •brottil Mid ,

' Mr. Sommer's ' vsolations.
The important resolutions of Mr. Snuaita;
offered in the Senate no Tuesday, will be .
found below. It will be seen that they were
laid on the table on Mr. &TIMM'S tlaUti* I
This was probably to keep them from being
smothered in the Judiciary Committee—the
tame Committee that voted to keep in
Bumpy. By laying them on the table, they
aro in the power of the Senate to call them up
when in order :
Whereas, Certain States, rightfully belong,

this treason, have unconstitutionally and un

. This subjectatill continues to agitate Wash

It which causes a great deal of speculation,
much of it, no doubt, erroneous.
The Washington correspondent of the New
York Time says:
It would have beeniar better if the Govern
ment had, weeks ago , relieved , Gen. Stone of
his command, :ea - I. warmly urged in 'the
Amer, on the general ground that his um:fat

Stone, even if he were an innocent man, and
It would have certainly strengthened the Slav

The correepondent of the N. Y. World makes
the following statements :',
. The Cabinet, with the exception of Mr.
Stanton, and 'possibly Mr. Seward,- did. not
kdowlhat it was to occur. It was not a Cab

- With a similar number of exceptions, Generat-
McClellan's etaffereen not privy to the intent.
Thole friends of Gen. Stone who to-day, de
clam. that theise charges have ..been_ preferred
hdtors a congressional star chamber, and that
politicians have directly mused,
,his arrest, are
therefore entirely at fault. The deed is Gen.
.311cCiellatt's own doing, perhaps under the or
thre of the !'resident; but it will be observed
at the charges cover the worst suspicions
heretofore thrown Out; and 'hence some assert
that the Genera-in-:chief intends the coming
*burl martial merely as • deference to public
sentiment; that, if fetal 'Mean:ions. exists
ahainst Gen. Stone, such testimony shall. not •
be produced, and that aa honorable acquittal

Al the same time, it is known that . General
McClellan did not order the Sunday arrest
until after great distress of mind. It is even
asserted that ho wan yesterday in tears over
the defection of his esteemed officerand friend.
For my part, all the enneumentcheumstances
Make me believe that the step taken is open
and . honest. That General. Illtelellan,,jn in
vestigating
the Ball's Bluff awl later matteri,`l
and more recently in obtaining important in
formation from rebel quarters, his been foiced
I i more than a doubt of Stone's loyalty i that
the General-in-Chief has risen, as I have bes.
fore said, above all-personal or 'Professional
fliiiiiderations in the greatnetoe of :his high
fthee ; that the case of the accused is a very
drious one, and that his commander of course
eels grieved and overwhelmed at finding a

fsee, day after oaf, shouted oar countersign
:to us from the opposite Potomac shore? Such
*acts as this may well nerve a coirinie - nder to
the most impartial rigor.. .
! Of course Washington is in a fever •of ex
leiteintad over Gee. Steno's' arrest, which has
!produced, however, a feeling of confidence
Irather than Insecurity. It has' allayed as
limmb of the litter sentiment, atleast;aawas

:Mr. Henri .Wilioff; otherwise known as
Chevalier - Wiketf; has been, it is 'currently
stated in Washingioa, shown the door of the
White Honor'. Tenet:us this party, throtigh,
the good nature of some of the ladies attached,
to our republican'court, hachad 'access to the
White House, and obtained information there.
•not of any great importaace, but which ragu,
tarty .appeared, in the columns of . tie New'
York Herahl. Wikoff's officiousness, endlhe
assumption of intimacy with: certain Well
known leaders in the highest panties' !drat's,-
was such thit it attracted considerable atten
tion, and his antecedent's were inquired into.
His peculiar - rehttions to Finny Elseler,• and;
his escapade with the-heiress, Miss •libunble,,
as ivell• - as hiesubsequent career was finally
'brought to the attention. of Mr. Lincoln, ' who,
as Is reported and believed, promptly ordered
the attpulsion•of tho'Chevalier.from tbeWhite'
House. His occupation at Waahfggton, there-
'fore, is gone,; except as : a tioWlizatherer•foit
the Herald; in which business 'he is a serious
annoyance to the'representatives of the press,
who, ae f) general thing, tire•gentlemen. • ,
,
The, cause of Wisoreu Imprisonment for
contempt, by the House, is for his refusal' to
answer the question,as to how he obtaine'd the
synopsis of the President'e Message, which he
leneto - lhe //eyed before it was delivered to
.
Congress. He Will have a long incarceration;
unless ho purges himself of contempt, as' the
House is in no temper to be bullied by toadies
of the Chevalier Nikon' stamp.
