It should at once: put into life an irresistible

But we come to the speech
Mr. Johnson (Dem.,) of Tennessee, said he
wished first to say that he had no unkind feel
ing toward the Senator from Indiana. So far
an he knew, there was no such feeling enter
. tained against him, and hie action and. vote
would be influenced entirely by public consid
eration. On a former occasion, when the con
test was about the Senator's seat, he felt con
strained to vote to let him in the Senate!; but
before his term was out, he felt compelled -to.
vote to expel him from the Sonata. He con
tended that the Senate had a perfect_ right to
expel any Senator if they thought ho was not
fit to remain in the councils of the nation,-
The question is, Do the people of the. United
States feel confidence in the loyalty of the
- Senator from-Indians? Ho had often heard
the inquiry among people, Why does net: the

that it was an-overt act of treason; by aiding
the enemy. The Senate was not subject to the
technical rules, of a Court. ,Siappoie Aaron -

the pipers were not delivered to Sir Henry .
Clinton? He referred to Mr. Saulsbury's
spsech, and contended, at same length, that
the Borth Was entirely responsible for the
war, and that the North gave all the compro

ern traitors would not accept it. 'lf the Sen
ate has not moral, physical,' and political,
courage enough to expel those who are
Xlepositors of the public trust and poWer, then
they were not tlt to remain here themselves.
He did not say these things in any spirit of
unkindness, but for the sake of constitutional
liberty, and for the Sake of his own wife and
children. By the failure of the Government
to enforce the laws, his wife and eltildrenwere
turned into Cho street, and his house made a
'barracks, and sent one of his sons-in-law to.
,prison, and the other to the mountains to
evade the bell-born and hell-bound spirit of
disunion; and, when cries come up that the
laws may be enforced, you, say, "No, I am
against the entire coercive policy of the
Government."
The only way, to settle the question now be
fore the Government ianot to compromise, but
crush out the leaders of the rebellion. We
have got to show pluck, and got to fight. He
desired peace, but the only way to get it was
by thilf . 'sacrifice of blood and treasure. Then
let us crush out the rebellien and look for.

NOTES FROM THE CAPITAL.

In my last I told you that our delegation

on the armory_question. In_artswer tO their
note, asking him if he would be pleased to
give them audience; he most cordially and
promptly fixed an hour—Thnniday betwtotn
1 and 2 p. m.—when he would very gladly see
them at his residence. Most unfortunately
hie note miscarried, and so did not reach
those for whom it was intended until 5 o'clock..
On Friday, the nottee Committee hadfixed an
hour [6i-hearing the various delegations who
are here, and so there was no time to - make
another appointment with the General. Judge
Wilkins however, wrote en apologetic note,
leaving the door open for another appointment
if the General should sea fit to make it. Ira
did got, however, indicate another occasion.
The disposition manifested by him in the
matter was, nevertheless, very cordial.

Gen. Sigel has Resigned. .
We are sorry to learn that, contrary to late
(Itocounts, Gen. Stott has resigned, and that
hie resignation has not been reconsidered nor
withdrawn. A St. Louis correspondent of the
New York Tribune, speaking of this resigna
tion, gives the iollowing narrative of events'
connected with it:
. Every one who knows Gen. bigel's pecitliar
todesty, hisfreedom fr om , petty jealousy, and
his unassuming deportment both as an officer
and a gentleman, understands that he is not
the man; to take such a step without adequate
cause. • /lidpertant official communications
from him to' the of this depart
menthave failed to elicit any reply. Regi
ments have been diverted from - shim, which
were organised by his influenee and exertions,
expressly for service under him: Officers have
been appointed in one regiment which was
raised and organized entirely
,by his.afforts,,
without tusking his counselor sanction. Fi
nally, Ave ; days after the command of the
forces at Rolla had beenassiffned to him, and
when he was organising, disciplining and pre
paring the troops Cm' the' Held; he was sud
denly supercedod by Gen. Curtis: . Thereupon,
-he sent in his resignation. In a subsequent
letter, be advised Gen. Haack of his willing
ness; vehi/sli• resignation war pending; to re
tain his position for the sake of the cause and
the troops under him, and that.hetnight net
disarrange Gen. lialleck's plans.
..To this
Gen..lialleck• replied he was happy to learn
that Gen. Sigel "wished to remain in
;cem
mend of the division ;" and the. statement
went abroad that Gen. Sigel had no intention
of leaving the service. It was a strange mis. 4
apprehension of his views, and an entire mis
statement- of his designs: Be immediately
corrected it, in another-letter, written to Gen.
Ralleck on' the Uth inst.
Last Saturday, Gen. Sigel, who had Jaime
in from his division to spend three, days at
home, was informed by (len. Halleck that
this letter had never reached
him ; and upon
searching,it, was found in ; the hands, of the
Adjutant, at. headquarters: Ilentio earned
that Gen. Hallo* had neglected to forward
any of the papers his case to Washington.
This explains the recent statement of- the
President, that lie bad no information on the
subject, except that obtained from the news
papers. Gee. Sigel has requested Sen. Hal
leek to forward Ms resignation at tame to
Washington;:and yesterday .
. he returned to
Rolla, to , his subordinate, command in Gen.
Curtis!' expedition, to await action upon it
by the Government or the War Department.
It is deeply to be regrettedthat Gen. Hilleok
should not place a higher estimatelipon the
Ability—the demonstrated ability—of Gen.
Sigel. It is not strange, perhaps, that a few
regular officers should. oppose Gan. Sigel vio
lently, for he wee not.born in- this country,
was not educated at. West. Point, and when
ever an opportunity.is afforded he does some
thing.and hurts somebody; but of course the
Major General commanding a great depart
ment mast be above these petty jealousies.
He must know, however, ' that the Union
refugees . from the Southwest, have united
in a petition to the President, that our
troops, sent out to reoccupy that country,'
may be-led by Gen. Sigel. He must know
that she rebels dread Sigel mare than any
other commander in this department. lie
must know that Sigel, is peculiarly fitted to
lead the expedition, from having made three
campaign" through that region, under many
difficulties, in which be became thoroughly
acquainted with the country, the people, - and
the peculiar tactics of Price. He must know
the belief is almost universal- among- loyal
citizens that if Sigel
were plaoed at the head
of ten thcnisand men, and /se oat, he would
keep South-West Minoan purged .of rebels,
'and bring-quiet to the State . at largo, ~And
he ought to know that if Sigel is so treated,
that a proper self-respect compelalinito . per
sist in his resignation;tho service lines . one of
the ablestgetierals, and one of the purist: men
in all the armies •of the Union: It is
p ot the
fault Gtql. Curtis that he Wes - sent to so ,
persedo GenAtgel. The position was -given
him, not only unsalrod, but against his wishes.
We trust Hutt thaadministration at Wash..'
