Mr: Cowart divides the country, on the
first of March last, when that traitorous
letter - was written, in four
_parties, es
follows: - •
1. The secessionists, who had gone away
arid established! " new Government, called
the Confederate States."
' 2. There was a second party, who denied
the rightrof these secessionists to go off,
bat denied the right under the constitution,
to coerce them back again. At the head of
• this party was Mr. Buchanan .,

the right of secession, and admitting the

Mr. COWAN then.asks—"lf that was so,

This question is answered as follows—"I

. if there was no war, and if there was to be
no war, then thii communication was hum

. ITo our mind, this whole argument is in
: conclusive. It is a strained apology for
rank treason. Whatever Mr. Barony may
have thought, in the charitable estimation
of Mr. Cowan yet when we Pais in review

time past, given in much "sympathy for
Sorithern politicians and institutions. The

mitted against the extreme abolitionist's dur-,

Now we leave the public to judge between
us. That paper has not published a speech
or an argument that we htive seen - against
Berm; but hastened to give with commen
dation the speech , of Mr. COWAN, and other
Republican Senators in his favor, and
praise's them for surmounting their pre
judices, while Republican Senators oppos
ed to BRIGHT are charged with being blind
ed-by abolition prejudice, and with try
ing -him for every offense he has commit
against Abolition, etc.
If-this is not throwing the influence of
the Pon in favor of the traitor, then we
should like to know what it monks. It Is
very convenient for the Post to deny that
it means nothing in favor of Baton; but
it is impossible for the readers of that pa
per to come to any other conclusion than
that it is giving all the aid and comfort
that it dare to this Democratic Senator,
whose treason a
is too evident to admit of
doubt in any, candid and loyal mind. If
BRIGHT did not belong to the Democratic
ranke—if he belonged to the Republican
party, where, thank God, no treason has ever
been found—we should have the Post daily
ringing with the charges on his treason,
and denouncing the party to which he be
longed for countenancing him. Now, if a
Republican Senator opposes him, it is from
political prejudice; if ho sustains him, he
soared above party ties I Now, does-the

Some time ago we reported, with .natural
surprise, the fact that the splendid body of
men known as "Berdan's Sharpshooters,"
bad been kept Without rifles for months,
after being brought to Washington and sent
into amp there, professedly and ostensibly
for the very purpose of rifle practice. It
seems that this state of things has contin
ued up to the present time—at least till
within a day or two. But it is well that so
disgraceful' a fact should cease to be a re
proach, lath as it is. The' National Repub
lican, of. Washington, glass us the follow
ing, Which we trust is like a specimen
brick—so that, when we meet with similar
action- again, we may say, as we do now,
most cordially: This is prompt and Stan
ton-tike) "Gol. Berdan," says the Repub
lican, "recommenced, yesterday, an earn
est 'effort to have his regiment and himself
righted. Gen. McClellan gave the matter
his - serious attention, and-laid the case be
fore Mr. Stanton, who immediately ordered
one thousand. Sharp's and another thousand
of Coles rifles—the Sharp's rifles to be here
in fifteen days, and the others to be forth
coming to-day, as they only await the or
der of the Colonel."
British papers keep up a terrible howl
about the vandalism of the stone blockade,
although It is smatter which can be reme
died in time of peace by the ports which
strer-by it, and the expense it will innict
is only a just punishment upon a rebellious
community. ' Let ()rest Britain look at her
own history. The New York Forld aptly
says: • '

doubtless be the occasion of a storm of in
dignation against us on the , part of the
English press, and very juitly, for what
ever excuse there may be for stone block

Essentially .Wicked as - a war measure as
thii would be, it still has been done by the
English on one notable occasion.
In the year 1801, to force the French
trim their last stronghold - in - Alexandria,
in Egypt, the English troops cut the dyke
which separated the Mediterranean. from
the fresh water lake Mareotis, which has
supplied that city with water from time
immemorial. Not only the French, but the
inhabitants were driven from Alexandria,
and to this day - the water in the cisterns is
brackish by reason of this piece of British
,vandalisth.
