troops and. munitions of_ war, are safe in
side of Hatteras Beach. We may not hear
or any attack upon Newbern, or any other
point, for some, days yet, as it • will take
time re-organise the expedition, when it
'•'• is all safe in the Sound, after its stormy
passage, before it can proceed to accomplish
"its objects. Gen. Boaxstni will lose no
• -time with unnecessary delay; and we have
'confidence that he will succeed in making
good his occupation of such parts of

The Situation on the Upper Potomac.
For some time back Me .newe that has
reach4l - us from the region between Har
per'. : Ferry and Cumbirland, along the
Potoniac and the railroad, on both sides of
the rier,and from that to between Har-
pee! pert - and , Romney, in Virginia, has
been Of sloth a fragmentary and indefinite
tharictok that we have found It impossible
to come at any satisfactory conclusion as to
the'trete situation as respects our own and
the enemy's - forces. We knew that the
Jacasos had appeared in that
region with a considerable force, that Gen.
- Lunut had fallen back from Romney, and
that there had been several skirmishes, and
-'considerable cannonading, and that was
about the extent of oar knowledge. The
following extract of a letter, which we copy
from, the 'New York Herald, contains the
lint extended intelligibleaccount of the late
.. proceedings in that quarter,, and will be
readvvith interest. Let the reader spread
- anigood map before him, and he will have
by the aid of this article, a very good ides
- of the.present situation of affairs in that
• quarter.

..It is idle to disguise thofact that every
. military movement on the part of the rebel
army--of the Potomac has , been made in
pursuance of a regular • systematic plan.
• it is of the highest imptirtance, therefore,
to asserts* what part of that plan it is in

from Path and Romney, shelled the town

,of Hancock, destroyed a second time the
, • freshly reconstructed track of the Balti
more-and Ohio . railroad, burned the new
bridges and blown up the new culverts,
carried eff the'new iron, of the rails, and is
now operating somewhere near' Romney.
All this he has done since the beginning of
- the present month. lie has been assigned
to the special service which he is now dis
, charging directly by the rebel government
and, although he is In constant communi
cation with General 13eauregard, and acts
in:Concert with him, yet be is not subject
to his orders. His force has been variously
stated: At, first, when he began to move
from Winchester towards litartinsburg, it
was supposed it might amount to 6,000
men, half starved and illy clad, as the
- rebels are always - represented. After he
hed reached Martinsburg, and was adrano
' lag towards Bath, it was discovered that
• he had 10,000 men; but it was said only
part of theme were regulars, and it was
-only the regulars who were armed. After
, he had shelled Hancock and was marching
• on Romney, it was supposetilhat he might
hive seventeen regiments, or about fifteen
thou/and men. The fact is, he has under
his immediate orders at least twenty thous
and well disciplined and effective troops.
Ms order' were to clear that part of Viz
' ginia -between Harper , . Ferry and the
Western line of Maryland of the presence
. • of - Union troops; to destroy whatever part,
of ' the Baltimore and Ohio Railroad might
hive ' , been' rebuilt, between the South branch
of the Potomac river and Hancock ; and to
prevent the reconstruction of that road at
all hazards. Also to retain possession of
.the country up 03 far as the Potomac river,
• ' fighting whenerer necessary, as long as
the Union forces sent against him were not
superior to his own. In that case he was
ordered to retire towards General Bemire
_ ' gard's lett wing, at, Goose creek,,:but to
make a stand on the right bank of that
'stream, no matter what might be the
- strength Of,; the Union troops. In pursu

:'tare of these orders, General Jackson ad
rained from Strasburg to Winchester, and
from Winchester towards Martinsburg. It
was then nearly the Sind of December ; but
the wadi were still good and the weather
mild for the season. Up to that time - the
reconstruction of the Baltimore and Ohio
Railroad between Cumberland and Han
' cock Was proceeding vigorously, in pursu
ance of the military plans indicated in my
letters of October 16th and 17th.
."At the, time General Jackson began his
inareh - towards - blartinsburg, the Fifth Ind
Fourteenth Connecticut' regiments were at
' Hancock , and 600 cavalry with two pieces
,
• ' - of cannon; at Bath: The telegraph had
-I=4 sent all over the country the comforts,-
. Me assurance that "the route of the Bahl
. • more and Ohio Railroad is completely
guarded, and all is safe." On- the 8d of
January, the Eighty-fourth Pennsylvania
regiment and the Thirty-ninth Illinois reg

- iment were sent to Bath; but the whole
Union force was driven from that place on
"the: 4th, after`a sharp "skirmish, in which
the Union troops behaved most gallantly.
The latter retreated across the . Potomac; in
,
' to Maryland; leavingthirty ' prisoners in
the hands of tbe rebels. These prisoners,
after being closely questioned by Gen

women and children were sent. to a plane ;
of safety, and the cannonading began, and
was kept up with spirit on both sidelf. OM
Afonday, January 0, General Jaikson' - a.;
min began to tear up and carry away the ;
rails of the road, and on the 7th he re
turned to Bath. They then burned and ;
destroyed all the bridges and culverts over
and near the Cacapon river. They took
away enough railroad iron to finish the rail
road between Winchester and Strasburg.
The men who burned the bridge over the
Great Cartapon river were sent
; to do the
same to the bridge over Little Cacapon, fif
teen miles farther Vest; but it is said that
it is only injured and can be repaired.
"Leaving the greater part of his force at
Bath, General Jackson moved upon Rom
ney with 10,000. troops. He arrived at and
entered that place without opposition on
Saturday, January 11. On hearing of his
approach, Gen. Lander evacuated Romney
_on the 10th, and retreated towards Cum
berland. While this retrogade movement
was being made by Gen. Lander, large
bodies of troops were being prepared for his
assistance. On Friday, January 10, the
Governor of Ohio received a telegraphic
dispatch from Washington, informing him
that there was an urgent necessity for more
_troops in Western Virginia, without an
instant's delay. The Governor replied on
Saturday morning that 12,060 Ohio troops,
including a regiment of cavalry, would be
ready to start on Sunday night. But on
Friday night Gen. McClellan had received
a dispatch from Gen. Lander, stating that
he had evacuated Romney. As the addi
tional troops had been wanted for the de
fense of that place, Gen. McClellan tele
graphed back .to the Governor of Ohio on
Saturday an order countermanding the
march of the Ohio troops for the present.
They have since, however, received orders
to march to Cumberland, and are probably
now there. -
."Afterretreating fifteen mileson the road
to Cumberland,. and finding that he was
not pursued, Gen. Lander halted at Patter
son :s creek. One account states that he is
now there, fortified on the south bank of
the Potomac. Another account states that
he subsequently resumed his march, and is
now at Cumberland. At all events, there
are now between Cumberland and Patter
son's creek a large torso of Union troops,
with forty pieces -of ;cannon. The people
of Cumberland expeEt an attack from Gen.
Jackson; but probably that is not the point
at which be will strike. On finding item
ney evacuated, he returned to Bath, where
the greater part of ids force still remains.
Much apprehension exists in those parts of
Pennsylvania near Hancock that he will
invade that State."
The Ohio troops mentioned above are
noi'on their way to Cumberland, several
regiments having crossed the Ohio within
a few days. We Shall probably have ex
citing news from that region soon, if the
roads are not absolutely. impassible. A
still later account than the above ..states
that nothing is known at present of the
movements of the rebel General Jackson
and his fOices, except that he has about
fifteen thousand men, and is in the neigh
borhood of Romney. The design of our
Generals le to bag him and hie whole forth.
This it is said is the reason why he has
beefiAllswed to advance so far - to the west.
The Groans of the Rebels.
Nothing reaches us from the South now
but groanings and gnashing of teeth. The
self-confident, jubilant spirit has given
place to bitter complaininga, repinings and
crimination. The Richmond papers began
these wailing% but they have been taken
up by the Memphis papers, which appear
savage enough to hang Jeff. Daiis, and
thus save honest men the trouble. -The
Memphis Argus, of Jan. 2, osme out with a
bitter article upon "the general administra
tion of the Confederate Government, in
which the painful condition of the Southern
people was vividly depicted. • This drew
out some animadversions of the army offi
cers and officials, and the same paper of
Jan. 6, replies in a scathing- article, from .
which we take the following extracts:
"We hive yet to learn that this Confed
etacy is the private property of Jefferson
Davis, or the joint domain of his Cabinet,
and we find it still harder to comprehend
how either the President or his Cabinet
came to be considered the autocrat dispens
ers of weal and woe to this people, untram
melled by any responsibility to the same.
"We, for one, were and' are far from con
sidering that in voting for the Secession of
Tennessee from the despotism of Lincoln we
were merely , making a choice between two
irresponsible sultans, propped by duplicat
ing divans. We never meant in abandon
ing the Union to abandonwith it the rights
of speech and of the press, and as long as
we can • wag a tongue or wield a pen we
shall do both in the assertion of truth, how
ever palatable or unpalatableto Presidents,
Cabinets, minorities or majorities.
• • • _ • • •
."We • have been:_mide to stand still and
take such cuffs and kicks as the Northerner
chooses to give when he pleased and where
he pleased. We have beard our Generals
blamed for not doing what it appears they
were not permitted to do. The, smothered
report of Beauregard has made the truth
clear enough. We have for months and
months been told that England would do
our fighting forts on the seas. We have
been told every thing, save this. one
thing: that in the cities of the North lie
the keys , of our blockaded ports, and the
peace we seek and peed.
'We. see access' to that peace rendered
more and more distant by the wondrously
accumulating power of the Federal armies
and navy. We 'see the advance that was
easy six months-ago, difficult-to-day, and
likely to be impossible to-morrow. We sea
that from a shoe latchet to a steam engine
we lack every thing, and that the families
of our obedient /soldiers are suffering from
the seeming fabulous prices they have to
pay for every thing of domestic use. We'
look to, the future, and, see nothing but
war, .ask ourselves, ask our readers, ask
our rulers, why all looks darker and darker,
'a, day- follows day; and 'our vast armies
'prepare to rot in their camps, while moth
errand Osiers suffer 'from their absence
'at home? .• • • • •
"One year ereticent suffering is enough;
and as we•never ware, and never intend to
be a psi sheet for Jefferson Davis, or .any
;other statesman or politiiian, in or out of
place or power, we speak the more plainly.
We believe less adulation, rear and hollow,
of owe public: men',"--who"' haVe yet: done
nothing, would have, been attended with
more beneficent results end dare also be-:
lieve that the sooner our 'press ceases - this
slavish adulation, and confusion of the
cause with any set of men, the sooner is
the cause likely to prosper!!
The Memphis . Appeal takes up the • wail
of his brother editor, and exclaims:
"Day follovis day, and in lieu of' being
weakened, wit find the Federal. armies," ; at
an points, being strengthened, alniont every
article of manufacturing and domestic ne—
cessity quadrupled in price, and our money
will soon be exceeding scarce; for lack of
paper`and pasteboard wherewith - to
. "We pay fifteen cents a piece for sperm
candles, and are told we ought to be glad
to get them at - that - -Our'.twelve-month's
soldiers time will soon be Up, and we .

not help asking, as they do themselves,
what have they been permitted or , led :to
do? It is an old wed overkoven truism,

the banks of the Potomac? When shall we
see an end of the farce there being enicied
' at our expense? -
Indirectly every mouthful we eat is taxed;
our babies wear taxed caps and shoes, our
boys write on taxed paper, our girls wear
taxed calicoes, ourmen doa taxed business, I
and hopelessly ride in a taxed hearse to a !
taxed grave, and wo, forsooth, are hurting
"the cause' if wedare to turn - from Messrs.
Slasort and Slidell to look at the country
we were born and • bred in, and, having
looked, we arc hurting the cause if we dare
tell what we see."
Poor fellows! We almost find it in our
hearts - to pity you. You have sowed to the
wind, and are reaping the whirlwind. You
fiedirom the imaginary tyrany of Lin
coln to put your necks under a real tyrant
in Jeff. Davis.. Your case . is a sad one,
and it will.daily grow -worse, until you are
subdued by the power of the North, which
is advancing steadily upon you : You will
hardly try rebellion again, during this
generation. Never again, if. the curse of
slavery is removed.
Consolitory to the Rebel Amhasen
The London Times studiouslinsults the
rebel Ambassadors.' •It seems to have
turned all its spleen upon the poor wretches
it was so ready to fight about a few weeks
ago. It says they "are about the most
worthless booty it could, he possible to ex
tract from the Aaeican Lion;'. and it
avers. that "England would have done as
much to rescue two negroes!" Oh, what an
unkind cut. DIAsoN and SLIDELL put on
a par with two of their own negroes I By
this time they doubtless wish themselves
back again in Fart Warren. There they
were of some consequence. Now, the
Times bids them pass on their way and not
trouble England. It says it sincerely
"hopes no Englishman will give these
fellows any thing in the shape of an ova
tion." "They have long been known," it
says, "as blind and habitual haters and re
vilers of England." Cold comfort for
"these fellows," who are put on a par with
"two negroes;' when they arrive in Eng
land, after all their sufferings‘in the Ri
naldo. Verily, Rebellion is a bard road to
travel.
