Gen. Cameron gave a. dinner to-day to all
the member? of the- Diplomatic Corps, with
the exception of tbe Praisian Minister, who
had previously issued cards of invitation for

all present at this .farewell entertainment.
Gen. Cameron will go to Harrisburg on Tues
day next.
The frionds of Colonel Brown, the gallant
defender of Fort Pickens, will learn with sor
row that the dropsical symptoms developed
some time since by,his labors and the cUmato
of the Golf, have recently become so pro
nounced that it will probably bo necessary to
relieve him from bis important command.
THE REPORTED EVACUATION OF MAXASBAS.
The Government has not received any intel
ligence of the news disseminated by the Asso
ciated Press that Man&uashad been evacuated
by the Rebel army. The-absurdity of this
rumor is manifest. The position is so impor
tant, military, morally, and politically, lijst
Beauregard will leave it'only when shelled,
shot, and bayuoetted out of it.
Such caprices of effection as a Colonel’s
causing his unmusical eon to be mustered into
the band <?f bis own regiment has led to the
issuing of an order that mustering officers ox

Fortification of the Delaware/
In Congress, recently, the House in Com
mittee of tho Whole resumedtho consideration
of the Appropriation Bill for the construction,
preservation and repairs of certain fortifies*
lions,Tor the year ending Juno 30th, 1363.
** On the question of appropriating $150,000
for the purpose of fortifying the outer harhbrj
inside the Delswaro breakwater, Hon. Rorkbt
WcKmukt, of Allegheny, spoke as follows:
Mr. McKaight. I rise to oppose the amend
ment of tny oolloague [Mr. becaoso I
prefor the amendment which be has proposed
to amend, namely : to make an appropriation
of $150,000 for'tbe protection of this hrcalf
water, and mounting it with the proper case
mates aud eaonon. My colleague [Mr. Davis]
has well said that this harbor of refoge is a
shelter, uot merely for Philadelphia vessels,
but for vessels of the whole Atlantic seaboard:
Mr. Olin. I rise to a question of order. I
submit that this amendment is out of order,
as it proposes to make an appropriation for a
new work not now authorised by law.
The Chairman. The amendment was ro-'
ceived without objection, and the Chair con
siders it now too lato to object. Had the
objection been made at the time, the Chair
would have sustained it.
Mr. McKaight. I have no doubt that my
friend from New York [.Mr. Olin] will have
an opportunity of boing heard ; and I am
anxious to hear him. The shippiug of the
whole Atlantic seaboard is interested in the
protection of this harbor of refuge, because,
in times of-storm, vessels seek shelter behind
it. In case of a war with England or any
foreign country, it would be absolutely necci*
sory for our safety to have this harbor protec
ted. Another great object of having a forti
fication thero is to prevent a foreign foe from
making use of the narhor. As it now is, a
foreign fleet might sail in there and obtain
.shelter from the inclemency of the weather,
and might roßfletrous there for the purpose
of making incursions against all parts of the
Atlantic coast.
In addition to these 1 desire to call the at
tention of the House to another argument in
favor of the amendment. The Delaware and
Chesapeake canulis a very important channel
of communication; but if tno vessels of a
foreign foe were to get in behind this harbor
of refogo, they would.command this channel.
If the railroad connection between Now York'
and Washington wore to bo brokon, andrif tho
Dolawore and Chesapeake -canal were also
blockaded by & foreign float, then all connec
tion between tho North and East, and this
capital, would bo entirely cut off. lam sure,
therefore, that there is no member of this
House who, if ho looked calmly and dispas
sionately at the matter, would not see tho
.secosslty, the vital importance of making
appropriation.
! I trust, Mr. Chairman, that members will
look into this matter, and that they will re
cognize (Bo necessity of making tho appro
priation asked for, not merely for tho protec-

Secretary Stanton’s Mode of Doing
* Business.
The new Secretary of War is going to
work with earnestness and vigor, and is mak
ing some radical changes in his Department.
On his own imitation he held a conference on
Tuesday -with the Joints Committee on the
Conduct of th£ War. At hia request, the fur
ther consideration, of the . military nomina
tions now pending before tho Senate was sus
pended until March 1, to giro him an oppor
tunity to scan, and, if need be, scale the list.
No farther appointments in the army, of any
kind, except promotion of men actually in the
field to fill vacancies, will be made nntil
March. He suggested some necessary legis
lation, and got from the Committee their best
impressions derived from tboir investigations
in regard to tho conduct of the war. It is
stated that he~~has laid down the following
ralos for the Government of the War Depart
ment:
1. That is order to leave room Tor promo
tions for'gaQant acts in the field, and. other
reasons of public policy, no 'further appoint
ments to-any rank in the army-(unless of men
in the 'field) will he made until the Ist of
March.
2. That all the nominations that have been
made, and are now pending before the Senate,
will be suspended till after the Ist of, March.
3. That the disorganization produced by
officers frequenting the city instead of re
maining in camp to instruct themselves and
soldiers in the military; art, will be checked
by dropping from the list those who frequent
the city otherwise than on military duty and
by command of their superior officer.
4. That in order to conduct the business of
War as war, the Department will be' closed
four days in the week against all other busi
ness than what appertains to active operations
in the field.
5. That Saturday of each week will be. de
voted exclusively to the transaction of the
business of Senators and Representatives in
Congress ; and that Monday of each week will
bo devoted business of other persons
requiring person*! interviews with the Secre
tary.
6. That the Secretary of War will transact
no business whatever, and will see no person
on business at his private residence, but will
receive “his friends socially on Wednesday
evenings.
7. That tho dispatch of business by mail or
written communications will have the prefer
ence, and will receive the -personal .attention
of the Secretary on the slorfalh£ of e&tb : day,
before entering upon other duties.
The Cabinet, in Tuesday's session,*it is said
approved all the suggestions of
War unanimously, but it is proper to add that
the second proposition in reference to tho sus
pension of nominations before the Senate is
not expected to affect those cases that have
passed the regular committees, or tu interfere
with deserved promotions.
Missouri Slaves and Kansas Contra-
in slavery, a MUsouri negro seems to be
tbe most helpless, shiftloss and indolent of
beings, apparently childish, stupid and clumsy
to the last degree, having but little idea of
reason or -self-dependence. But the "moment
freedom is assured, and, from the change
grows the necessity for effort, then a revolu
tion, complete and instantaneous, is effected
; in the character of the former slave, and in
I the latter condition they have proved invari
' ably industrious and self-reliant, prudent and
‘ well-behaved, and above all, most eager to
'loam. It will interest our readers to give
‘a brief statement of what has already,
i been developed touching "the condition of
, these people, now that the groat Question of
this age is forced upon its, not to bo evaded

Tho number of slaves freed by tbe agency
of th» Kansas Soldiers, up to this date, cannot
bo less than 3,000, while several hundred oth
ers bavo crossed tbe river and border from
.Missouri; of their own volition. Gen. Lane’s
brigade since August, has brought out at
)east 2,000 —Col. Jenmson has relieved the
rebels of not less than 700 or 800, while 'jay
huwkiog parties and smaller detached com*
pjauds have brought iu as many more. A
jgreat many men'&re employed by officers, and
as cook; in the messes of the soldiers.' These
all received pay more or less liberal, varying
Crum $8 to $2O per month, with clothes and
rations, llesides this a number are'employed
as teamsters. Tbe wagon-master of the Kan
sas brigade is a black man known as Buck.

rable if some kind of discipline and drill could

population live In the border counties and
towns. Leavenworth, Lawrence, Ossawato
toie, Atchison, and Mound City,- hare the
larger population of them. Leavenworth
probably has a population of over a thousand
tn the city ana immediate vicinity. There
has been for a long time an active and well
organizod Under Ground Railroad at that
point, the superintendent of whiobis a colored
man. Tho knowledge of this depot is wide
spread among the slaves in the contiguous
portions of Missouri, and they are constantly

The New Secretary of War--A Chap
ter in his'History.
A year ago, when General Casq—grieved
and indignant—left Mr. Buchanan's Cabinet,
Mr. Attorney General Block waa transferred
to Jhe portfolio of State, and Mr. Stanton,
then absent from Washington, was fixed upon
as Attorney General. The same nightrhe ar
rived at a late hour, and learned of family
of his appointment. Knowing the character
of the bold; bad men then in the ascendancy
of the Cabinet, be determined at once to de
cline ; but when, the next day, he announoed
his resolution at the White House, the en
treaties of the dlstressed*and helpless Presi
dent, and the arguments of Mr. Black, pre
vailed upon him to accept.
At the first meeting of the Cabinet which
-he attended, the' condition of the seceded
States and ilhe course to be pursued with the
garrison at Fort Sumter was discussed, Floyd
and Thompson dwelling upon “the irritation
of the Southern heart" and the folly of “con
tinuing a useless garrison to increase the

spirators were plain to the new Attorney

intended, coming iu at so late a day, to re
main a quiet membet of the discordant coun
cil. But it was net in his nature to. sit quiet
longer, under snob utterances.
The next; meeting was a long and stormy
one, Mr. Holt, feebly seconded by the Presi
dent, urging the immediate reinforcement of
Sumter, while Thompson, Floyd and Thomas
contended that a quasi-treaty had been made
by the offioers of the Government ; with the
leaders of the rebellion, to offer no resistance
to their violations of law and seizures of Gov
ernment property. Floyd especially blazed
with indignation at what he termed the “vio
lation of honor." At last Mr. Thompson for
mally. moved that-an- imperative order be
issued to- Major Anderson to retire from Sum
ter to-Fort Moultrie—-abandoning Sumter to
the enemy, and proceeding to a post where he
must at once surrender.
Stanton could sit still no longer, and riding,
ho said, with all the earnestness that could be
expressed in his bold and resolute features,
“Mr. President, it is my duty, as your legal
adviser, to say that you have no right to give
up the property of the Government, or aban
don the soldiers of the United States to its
enemies; and the course proposed by the
Secretary, of the Interior, if followed,** treu
9oar and will involve you and all concerned in
tieason. Sublanguage had never before been
beard in Buchanan’s Cabinet, and the men
who had so ong ruled and bullied tho Presi- \
dent, were surprised and enraged to be thus !
rebuked. Floyd and Thompson sprang to
their feet with -fierce, menacing gestures,
seeming about to assault Stanton. Mr. Holt
took a step forward to the side of tho Attor
ney General. The imbecito President implored
them piteously to take their seats. After a
few more bitter, words the meeting broke up.
That was the last Cabinet meeting on that
exciting question iu which Floyd participated..
Before another was oalled ail Washington was
startled with a rumor of those gigantic frauds i
which have made his name so infamous. At ;
first he tried to brazen it out with bis custo- ;
mary blustering manner; but the next day
the Cabinet waited 'long for his appearance. :
At last he came ; the door opened, his resig
nation was thru3t into the room, and Floyd
disappeared from Washington. Such waa the
end of Floyd and the beginning of Stanton.
A Conect Version.of the Attempt to
Shoot Gen* Montgomery*

is a true version of the attempt to shoot Gen.
Montgomery, at Alexandria, on Saturday :
It appears that a shot was tirod in a house
of bad repute, about eleven o’clock.
Lieut. Col. Jofioph A. McLean, Captain J.
Recside White, and Lieut. Bergoahelmer, with
a guard, entered, tho house, and fouud two
captains of tbo Sixty-third Pennsylvania
Volunteers drunk. Alter considerable trou
ble the'guard succeeded in getting them
into the street, when one of them backed
himself into the street, alongside tho house,
and swore he would kill the cGiccr or any of
the guard who would attempt to arrest him.
Just at this time Geu. Montgomery came
along, and finding how matters stood, called
on the guard to do their duty. One of*tkem
at this time raised his pistol and pointed it
towards the General. Lieutenant Colonel Mc-
Lean struck and grappled the arm of the
drunken man, but he succeeded in discharging
two loads of his revolver at the General, for
tunately without effect. The Lieutenant Col
onel threw him across the steps, the Captain
still maintaining the grasp of the pistol, when
Captain White struck biut a severe blow across
the head with the barrel of bis revolver, which
compelled him to relinquish his hold upon the
pistol. He jumped up and showed fight, when
one of the guard pierced Jam with his bayo
net. Even after .this, in conveying the* drunk
en captain to the provost marshal's office, the
guarawas compelled to knock him down eight
or-ten times. Arrived at tho guard-house, his
wounds were dressed by Assistant Mitchell,
of the Eighty-eighth Pennsylvania.. General
Jamison, in whoso brigade they belonged,
1 was telegraphed to, and the next morning an
ambulance, with a guard, was sent, and took
charge of both of them as prisoners.
The wounded man was badly hurt, the
bayonet piercing his left lung. The officers
and'aen of the Eighty-eighth are on duty
day and night, and it is no small matter to
preserve the peace of Alexandria, as it is visi
ted by. about twelve hundred soldiers daily,
and as many civilians as can get passes from
Washington. The arrest of men and officers
has arorAged two hundred and fifty daily—the
major palrt of them for drunkenness.
Regiuests Coksolidated.—All the unat
tached companies and squads in Camp Curtin
have heen* transferred to Colonel Meredith’s
Regiment—enough to send it full into the
field. It, together with the 101st, Colonel
Wilson, will move- this week. It is under
stood that both these regiments go to Phila
pelphia to join a Southern expedition,-to be
composed wholly of Pennsylvania troops, viz.:
the 101st, Col. Wilson ; the 56th* Col. ; Mere
dith ; the 108th, Col. Longeneqker; the 58th,
Cpl. Jones; the 59th,-Col. Price; the 90th,
CM. Lylo ; the 54th, Col. Campbell; the 111th,
Col. Schlandecker; the 113th, Col. Fristnutb;*
and two to bo formed out of the skeletons in
Philadelphia, and Camp ‘ Curtin—making a
total of eleven regiments. It is not positive
ly known whether thoy go as a hew expedi
tion,. or merely as reinforcements to one of the
