The Capital has been foil of sensations for'
tha past week. The resignation of GcnVCam
er<m nseitod no moro-surprise tluh T hse do*
terminod effort of tho cabal who bate tried to
defeat the confirmation of his appointment as
Ministor to Russia. Be assured the,General
will oome forth of this trial stronger than
ever. That is the universal opinion here, ex
cept with a few perhaps whose particular
: private.achcmos pf .a.motion or of plunder he
has circumvented. The principal cause of op
position to him is found in the manly tone of
that part of the annual report which touched
tho slavery question in its relations to, the
war. Such creatures as-Bright and others of
that kidney, some of whom hold their.seats
by sufferance, are striving to feed fat their
grudges against a man who hoe porilfa opin
ions and does not. fail to express them'. Tho
General has.long: been eager, to sqo our great
army moving on to victory, carrying with it
freedom to ail men wherever it goes.'
. 1 belierc his views and those of most other
practical men touching the treatment .of the
colored raco by the army, if carried out, would
remove all difficulty, and nnito all now dis
corded sentiment in the loyal States. It is
only imaginary difficulties that surround the
matter after all. Why not adopt the follow
ing simple policies ?
Qur atmy shall bn governed by the laws of
of war. Ao Man shall live within our lines in
the enemy’s country anless bo be there as a
friend. In other words, if men our lines
from the southward eg spies, catch them, if
poseiblo, and hang them. If they come as
friend*, treat thorn as friend*'.' This simple
rale applied without regard to'color, will set
tle the whole matter. In fact it is military
emancipation, and the man ■ who wontd catch,
molest or return the fugitive slavo-of a rebel

er role. Gen. Cameron's doctrine, for which

is doubtful in the Senato—perhaps still more
doubtfbll in the Courts. Both these bills
were expressly framed to come withio the pro
tection .of the ; Federal Constitution, in re
gard to wbat are called impairing the obliga
tion of contracts. How far they hare been
successful, 'time can alone tell. These two
measures, in. the Legislature of 1861, con
trol erery thing else. If they have only a
titho'of the iniquity on their heads that ru
mor charges upon them, they are bad enough

Spoaker Rowe has been very liberal in tho
organisation of the House Committees. The
Republicans and Union Democrats have the

Judge Shannon is at the bead of the Military
Committee, a post of great labor and respon

diciary.' Dr. Gross Is at the head of the Com
mitted upon Agriculture and Manufaotares
and upon ’ Banks Mr. Hutchman was so
modest as to say that, being a new member,
he rather courted an humble thana prominent

erly. A special dispatch to the New York
Time* says:
Capt. F. G. Young, aid to Col. Baker in the
battle of Ball's Bluff, was to-day examined
before tho Joint Congressional Committee on
the conduct of the war. The Captain has been
in some trouble with Gen. Stone, growing out
of bis report of the fight, which did not leave
Gen. Stone in a good position before the pub
lic.; .For some trifling technical .offense- of
camp discipline, he had the Captain court
martialed., Tho President, after inquiring
into the matter, requested that it.be waived
and dropped, bat Stone persisting, tho Presi
dent promoted Capt. Young, and directed him
to bo assigned to new duty in another depart
ment. The case being still pressed, ana tho
Secretary of War being appealed to, ordered
Capt. Young’s unconditional release and dis
charge. He will, report says, go witlr~Gen.
Lane., Itis rumored that Stone will soon be
recalled. Capt. Wood, of his staff, is rejected,
by tho Senate.
