When I wrote you from Washington City ; the indications of a reactionary policy on the part of the Administration were very' strong, and especially the. indication of the proba-' bility that Holt would go into the Cabinet.' Since thon, the prospers are much more cheering, and the fears I thon expressed are, happily, not likely to boroaliaad. bo no question of the faot, how ever; that the war upon. Secretary Cameron became exceedingly bitter as soon as his re port was published. The resolutions of the Kentucky . Legislature,, ashing his removal on aceoqnt of that report, struck the key note of the opposition to him, £nd the attacks of tho Louisville Journal, backed up by the’ clamor of the border States;'were but the open manifestations of the bitter war privately carried on against him. The office itself was a burden to him, as it ntyrbe to any man; and in fielding to the pretsure of the timid conservatives, whose fears were aroused by the bold stand ho had taken upon the slavery question, he was not unmindful of the terri ble load of labor and anxiety he would escape by resigning. V Knowing that Gen. Cameron's anti-slavery views were made the basis of the war upon him, it was but natural to expect* that his successor had been chosen-with reference to his adherence to other vigws. * I amglad to learn however, by the tone of to-day’s papers, that this expectation is not well founded. In my former letter I expressed the fullest confidence in the sound judgmont, dear' head and statesman-like ability of Mr. Stanton, - and that these would lead him, as soon as he comprehended the position thoroughly,to take the same ground as his predecessor on the' slavery question. The intelligence to-day confirms me in this confidence. He has no embarrassing record to be afraid of; no for mer committals to embarrass him; and it is impossible for any man of sense, free from the prejudices begotten.by heated party con tests,. to look the slavery question in the eye without reaching, as Diekinion and.Coohrane did before him, the conclusions set "forth in Secretary Cameron’s Report. There is no solution of the difficulty as to' how we are to overcome the Rebellion, short of emancipation. Slivory must go to the wall. The moment the government‘avows that, that moment the rebellion is practically over. Wo begin, from tb%t .moment, to see daylight, and tho beginning of the end looms into view. Secretary Welles has made a special report to the Naval Committee of the Houge of Rep resentatives, in regard to the employment of George D. Morgan, bis brother-in-law, of New York, to purchase vessels for the usaj>f the Government, and the amount of compen sation paid him. Secretary'Welles premises his statement by showing the necessity the Department'was nnder of making purchases' of commercial vessels. The mercantile part of the transaction was 1 placed in-tho bauds of a mercantile .agent, as the most proper person to make purchases, but the .adaptation «of< those vessels to naval .purpose* iwas to a Board of;o£cers.;«-Tho egency.was poqQ dod to a single person to prevent competition to the Gorenupont’s disadvantage. , This person, it was stipulated, should devote his whole time, attention and ability to the work, that he should in no case make any charge against the Government for his service; that he should deal always directly aud exclusively with' the-owners of the vessels purchased, -thus-permitting no brokerage feet, or agents' commissions, between himself and‘the own.- ers; and that, finally, his own commission, payable always by the seller/should in no' case exceed the regular mercantile percentage fixed by the Chamber of Commerce of Now York, and established by tho custom of mer chant* in that oily at the rightful and legal rato of remuneration for sueh services render ed by any peTßon acting between the sellers and purchasers of vessels. Hr. Morgan was employed to negotiate and make purchases after the Naval Board had de cided on the qualities of the vessel. Hit. purchases were first restricted to Now York, but subsequently included the ports of Con necticut. He was also employed to disem barrass and relieve the department from un fortunate arrangements made by a distin guished naval officer who was first authorized to procure vessels for the navy. Hesucoeeded in.saving to the Government, by his action in one transaction alone,dne hundred and twen ty-four thousand dollars. Of the compensa tion, the Secretary say a: Of conns the ,no;e purchases that were made, the neater the aggregate of commis •ions, whether the commissions were received by one or more agents. ' Bat the brokerage is an incident to the transactions, not the traus notions themselves. Each case bf purchase is independent of the other, and the question is, has the Government got a fair equivalent for its money in ovary instance? We have derived from, responsible sources" some interesting information concerning mil* itary movements at Port Royal. The' expedition against Savannah, which has been so long promised, is supposed to be at last in progress. Reconnoitering parlies, and corps ordered out for tbe purpose of dear* iogtbe way for gunboats, have, since, the :4th or sth of the present month, been sent from Hilton Head, and have proceeded Southward beyond Tybce Island. It was understood, at Port Royal that those corps were provided with saws and apparatus for dragging logs of wood out of those of tbe rivera or navigablo creeks South of the Savannah river—proba bly Wilmington—into'which the rebels had sunk obstructions, evidently supposing that they had destroyed the navigability of the streams. It is farther understood that this expedi tion was to bo carried on both by water and land, and that the land force would consist of about holf the troops undor-tho command of Gen. Sherman 1 , or ten thousand men. This number, it was thought,.could bosafoly spared, as there is little danger that the rebels will -undertake to cross any of the rivers for the jmepose of attacking our troops.
