' ■ “ Mexican Affairs. It has been stated that Mr. Coawnr had concluded a treaty with Mexico, and that it was before the Senate for ratification. This is luoorreot, aooording to late advices. No treaty has boon entered into, and pone is be fore the Senate. Mr. Coxwis framed a treaty, which he understood Would be acceptable to the Mexican and British Governments, in whioh he proposed to payj orguaranteod to be paid by our government, the interest on the English' debt for Ore years; and thus with draw, England from the tripartite treaty to coeroe, Mexico, The Mexican Congress re jected the treaty, and it was afterwards ascer tained that tbo British Government was averso to it- Marina failed in his efforts, Mr. Coa wih forwarded all the papers to his Govern ment, and asked Instructions: for his future guldanoe. The State Department, not willing to take the whole responsibility, has laid the papers before the Senate, which, gave riso to the rumor that a treaty had been made. It Is understood that the Chairman of .the Commit tee of Foreign Affairs, is averse to toking'any aotlon in the matter,and the allies will doubt less he allowed to cany Out their schemes in Mexico, except snob as may arise oat of com plications among themselves. On the arrival of Mlramon in Mow York some days ago, he was telegraphed by the Spanish Minister to come to ■Washington. Mlramon came, and remained two days, when he returned to Mew York and took passage in the Spanish steamer Abe Moyse, whioh saßod ftem that port for Havana the 25th insU The plan is for Minmon to return, to Mexico, to gather the fragments of the Church Party in Mexico, whioh shall co-operate with the Span ish forces, establish a Provisional Government with Miramon at the head, and then- in' due course of time the schemes of Spain for oon gneit and a monarchy, it is thought, will he fully. carried .ou t- . \ Saspensionof Eastern Banks. We learn that the Xew York, Bostbn and Philadelphia Banks hare, this morning; sus pended specie payment. We presume this will necessarily compel a suspension of specie payments by the banks throughout the coun try generally. The enormous specie reserve still in the vaults of ourbanks.will, no doubt, be dedicated to the support of the Government, and the vast dis-j bunementi of sneeie, on Government will more than compensate for 'the loss of specie payments by tho banks;' —Sinoe the above was written we learn that the biuak of PmsßCTtaa, the Ikos Citt Bank and the Mschaxic's Bank of this city, have reeofced not to suspend,'but w*H continue the payment of specie as usual.
