On the subject of privateering the.report
says It was to be expected that "men who nad
violated law and moral obligation to gratify
inordinate ambition," would betake them
selves to piracy. Tho Socretary does not deal
much in tho, language of censure, this being
the only severo sentence in his report. He
evidently prefers “the logio of a .blow" to
that of a strong paragraph. As to theesoape
of the Sumter he remarks that “by some fa
tality she was permitted to pass the Brooklyn,
and after a brief and feeble chase by the lat
ter permitted to pass on her ‘voyage." Al
though "a piratical rover," he regrets that
she has been received and supplied, against
the remonstrances of our consuls, by public
authorities in many foreign ports. •

Montgomery courity, Maryland. Left home
because they sought to impress him into the
rebel army; Was arrested'by a constable,
who, it is said, was dosirons of keeping him
in -jail for a year, and then selling him to pay
the fees.
Henry Banks belonged to one Aleck Allen,
who lived on Capitol Hill, who joined tho reb
els. He did not ran away, but was arrested
one Sunday when near his home on tbo Hill-
Bill Bowie was born in Minnesota, a free
man. Caipe here in tho snmmor with the
First Minnesota Regiment, as a cook to Capt.
Coates. While in Georgetown, was arrested
os a runaway, and imprisoned.
Wm. Cole ran away from a Secessionist in
London county, Virginia, who was about to
join the. rebel.army and tako him along. Was
arrested in Washington, whore ho wa»;.oys*

Alfred Hay was put in jail by his master
for safe keeping. His master is in the rebol
army.
; ' John Haris, the Slave of Col. Minor, of the
rebel army, was arrested while in 1 Washington
with* load ef“wood. He was applying for a
.pass to return to his home in- Fairfax county,
, Virginia.
James Monroe, the slave of, Charles Bun
nington, formerly captain of polioe, who went
south with the rebels, was arrested after his
master's treason, on a frivolous and false
charge. '
Richard Oliver was born in Maryland, as a.
freeman, .and arrested in this city where ho
came for employment.
_Riohard Fane ran away from a Secessionist
in Fairfax county, the night after tho battle
of Roll Run, and was‘arrested here whilo en
gaged on Arlington Heights by the Govern

Edward Parker/was tho alave of the late
John A. Washington, and was raised on
Mount Vernon. He left Mount Vernon
because he had been Ordered to Manassas to
wait upon John A. Washington and General
Loo. Came to this city with tho Fire Zou
aves, and was arrested when attempting to go
to New York.
Nancy Pinn, an elderly negress, ran away
from her master to prevent him from sending
herself and children to Mahassis. When in
Washington, on her way ttf Gen. Mansfield to
procure a pass, she was arrested.
'George'" Singleton was put in jait for “safe
keeping,“ by hi3_master,whoiaa secessionist.
• Joseph Speaks, the slave of a secessionist
who lived on the road above Dranesville, came
to Washington after his master went to Ma
nassas Junction,and while engaged with a
baker, was arrested and committed to jail.
I have taken these cases from the report of
Mr. Allen,almost at random, as showing more
clearly the nature of the charges made against
thesenegrOes. Tbesubject will be thoroughly
investigated by Congress, and on the strength
of the fkets here diselosed, a bill will be pre
sented 'to Congrcar abolishing slavery in the
District of Columbia.
