ThcAppropriationaaskedfor the service of
the next fiscal year'are computed for 'a force
of 600,000 men. They have been reduced to
the lowest possible amount consistent with
the public interest, and are based -upon a
strictly economical administration of the va
rious branches of this Department.
The appropriations to covor deficiency are
rendered necessary by the excess of tbo force
in the field over that npon which theiesti
matea were founded, and, by extraordtnavy.
expenditures connected With the employment
and discharge of the three months contin
gent.
An item of very heavy expense is the large
mounted force which has been organised,
equipped, and made available since the call
ed session of Congress, and which was not
computed fur in the estimate. While ah in
crease of cavalry was undoubtedly necessary,
it has reached a numerical strength more than
adequate*™ the wants of the service. As it
can only be maintained at a grea} cost,
measures will bo token for its gradual redac
tion. * \
Inorganitiug onr great army, I was effec
tively aided by the loyal Government of the
different States, and I cheerfully acknowledge
the prompt patriotism with which they re
sponded to the callof this Department.
Congress, daring its extra session, author
ised the army to he increased by the accept
ance of a volunteer force of 500,000 men, and
made an appropriation of $50U,000,000 for its
support A call for tho troops was immedi-,
ately made; bat so. numerous were' the bflers
that It was found difficult to disoriniinato in
the choice, where the patriotism of the pboplo
demanded that there should bo no restriction
upon “Every portion of the loyul
States desired to swcll,the army, and every
community was anxious that it should bo rep
resented in a cause that appealed to the no
blayt impulse of our people.
So thoroughly aroused was tho national
heart, that 1 have no doubt this foxctLVtontd
have boon 'swollen to a million, had oot the
Department felt compelled to restrict it, ip the
absence of authority from the representatives
of tho people to increaso the limited- number.
It will be for Congress ;to decide whotW tho
army shall bo farther augmented, with a view
to a more spbedy termination, of .tbo war, or
whether it shall bo confined to the strength
already fixed by law. In the latter case, with
the object of reducing tho volunteer to
500,00(1, I propose, with the consent df Con
gross, to consolidate such of tbo regimedts as
may from time to time fall below the regula
tion standard. The adoption 6f this meas
ure will doorcase the number of officers, and
proportionally diminish tho expenses of the
army.
The report then compares the strength of
our-urmy now, with some of .the greet armies
of Europe, and with the armies of the Revo
lutionary war, and declares that if the emer
gency should demand it, the Government
could plaee three millions of men in the held.
He also spoaks favorably of tho high sUte'of
disciplino .our armies have arrived at in so.
short a period. He refers to the Bull jßnn
disaster, as the consequence of the premature
advanoo of brave but undisciplined troops.
The possession of Western Virginia, he fcays,
and the occupation of Hattcras and Beaufort
have nobly redeemed our transient reverses.
He. speaks with gratification of the loyal Gov
ernment established in a portion of Virginia,
and!of the present loyal position of Maryland,
.and says that the loyal Governor of Virginia
it proceeding td organise Courts under; the
constitution and laws of the State in all her
eastern eoqntles in the occupation., pfl our
troops, and suggests that authority should be
given to the President'to send Commission
ers with the army, with power to oxeroise all
tho functions of local government Wherever
the civil authority has ceased to exist, and es
pecially to enforcb-the obligations of contracts,
and tho collection of debts due to loyal cred

He spoairs of the successful eff rts which
have been made-to supply’arms in this'- coun
try, and states that an agent was scnHo Eu

dollars worth of arms, and that a

of a National Foundry, and the reorganization
of the miiitlaoTTLhe nation on a uniform basis.
Recommends that our, fortifications on
the seaboard and lakes shall he put In good
date. To toy judgment, this practice has a
tendency to repress the ardor and to limit the
opportunity-for distinction of volunteer offi
cers, and a change should be made’ by which
seniority of commission should confer the
right of command
1 submit for reflection the question, whether
the distinction between Regulars and Volun
teers which .now esists, shoald be permitted
to continue.. The efficiency'of the army, it
appears to me, might be greatly, increased by
a consolidation of the two during the contin
uance ’Ot the war, which, -combining both
forcef, wonld constitute them one grand army
of the Union.
He says the Government has made a- saving
of two dollars to a man, for transporting
sbldiers from New York to Washington, b f
way of Harrisburg, instead of following the
old route, and that all the railroads of tho
oountry had. followed the example of redaction
thus set, by-which 33 per oenU -has been'
saved to the Government for transportation..
He recommends, if tho 1 Potomac shall remain -
obstructed, tbcfeuilding of another railroad
frqm, Baltimore to Washington, and. also that
a railroadbe constructed from the Nary .Yard
to Georgetown, forming connections with the
present depots* in Virginia by crossing the
Potomac, by using the Aqueduct 'Bridge.
He pays a‘ high* compliment* to‘G?nv Scott,
ahdexpresies'grcat confidence in ‘thd’hbinties
of Uen. McClSliatr, and concluded ai ’follows:.
Extraordinary labor, energy 1 and talent have
beeh'requitcd of the vbriotis Bureaus' of this
Department ; to' provide for the wantsof • our
immense kray.' While errors may bare been
occasionally-committed by subordinates, and
while extravagant prices have undoubtedly in
i some cases, controlled by haste and tbe pres*
! sure of rapid events, been paid for .supplies,
; it 4 ia with great, gratification that I refer to
! the economical administration of affairs dis-
I placed in branches of the service.
; Our forces’ had. notohly to he armed, clothed
andted, but hdd to be suddenly provided with

.is no army in world better provided for in l

and so well equipped, was ever put ‘in the

The geographical position of the metropo
lis of tbe nation, menaced by tho Rebels, and
required to be. defended, by . thousands of our
troops, induces, we. to suggost for ieo.nsidera
tion the propriety and expediency of a recon.-
struction of the boundarios ofjtho States of
Delaware, Maryland and Virginia. ' Wisdom
and frue sUteimanibipwould dictate that tho
seat of tbe National Government for all time
to eomo should be placed 1 beyond rea
sonable danger of .seiture by enemies with
in, as well as from capture by foes from with
out. By agreement betweenthe States nam
ed, such as was effected.for similar purposes
by Michigan and Ohio,, and by. Missouri
and lowa, their boundaries could; be changed
so as to render the bopital more remote than
at present from the influence pr State Gov
ernments which have arrayed themselves in
rebellion against the Federal nut hority. To
this end, the limits of Virginia might be so
altered as to make her boundaries consist of
tho Bluo ridge on the East and; Pennsylvania
on tho-North, leaving those, on; the South and
West as at present.. By ths,arrangement two
couoties of Maryland (Alleghany un<s Wash
ington) would be transferred to. the jurisdic
tion of Virginia. AlHhat portion of Virginia
which lies between thVßlue Ridge and Ches
apeake Bay would then be added to Mary
land, while that portion of tbe peninsula be
tween the wfctcra of the Chesapeako and the
jointly held-by Maryland and
..Virginia, cuuld be incorporated, into the State
of Delaware. A reference to the map* will
show'that these are great natural boundaries,
which for all time to come would servo to
mark the limits of these States.
To make the protection of the capital com
plete, in'eonsideration of tho large accession
of Maryland would receive
under the arrangement proposed, it would bo'
necessary that tbe State should consent so to
modify her constitution as to limit the basis
of her representation to her white population.
In tbiis connection, it. would be the part of
wisdom to reannex to the District of Columbia
that portion of its original limits which by
act of Congress was retroceded to the State of
Virginia.
It has become a- grave question for deter
mination ,~wbat shall be done with the slaves
abandoned by their owners on the advarico of
omr troops into Southern Territory, as in the
Beaufort district of South Carolina. The
whole white population thcreiu is 6,000, while
the number of negroes exceeds 32,000. Tho
panic whioh drovetheir masters in wild.con-
I'osion from their homes, leaves them in un
disputed possession of the .soil. .Shall they,
armed by their masters, be placed in the; field
to fight against ns, or shall-.thqir labor be
continually employed in reproducing tho

The war into which 'this Government has
been forced by rebellions traitors is carried on
for tho purpose of repossessing tho property
violontly and treacherously seitod upon by
the enemies of tho. and tp re
establish tho authority and laws of the United
States in the places .'where it is opposed or
overthrown by. armod insurrection and rebel
lion. Its.purpose is to recover and, defend
what ia justly its own. , |
