inasmuch as ministerial responsibility no (
longer existe ; and that moreover, they ren- 1

penses as much as it pleases by decrees.
Stnhe 1858, the memoire goes on to say, tho j

In 1859 they amounted to 85,000,000, in 16G0 i

considerable of these credits were opened

Without a change of‘system, :.the memoire
augurs “most serious” embarrassment*. In
the last ten years threo milliards of extraor
dinary and supplementary credits have been
opened. All sorts of means have boon used
to meot them j two milliards of loans, one
hundred millions of increased capital of the •
bank, one hundred and thirty-five millions
taken from the army chest, one hundred and
thirty-two million* of thirty years' bonds is

‘\Sueh feelings link Europe together against
France, and give credit to thfc most absurd
suspicions. If the Emperor will spontaneously
renounce his prerogative oveiLtKe finances,
and restore to the Corps Legislatif its right
ful attributes, he will restore confidence to
France, calm tho disquietude of Eqropo, and
take away all pretenoe for hostilities.
Such are tho chief partions of this remark
able document, the acceptation o £ which by
the Emperor, and its straightforward publi
cation, seem to open a new era to tho country,
and constitute another- large step toward a .
really froe government. ,

THE PRESIDENT'S MESSAGE ON SLAVERY.

sage as well as in more than one of the ac
companying Reports. The measures which
the President will advise with regard to the
negroes, who constitute so large a proportion
of the military capital of the South, will be
satisfactory to all who count the suppression
of the rebellionabove all considerations drawn
from past politics. Even the readers of the
Tribunt wfll find nothing in this .n#rt of
the Message to which they can reasonably ob
ject. Upon certain points on which the na
tion would like the President to speak, he
i may be silent, but his views upon those Which
I he touches will meet the just expectations of
I the country. The very least that Congress
will do, will probably be to pass a bill freeing
all slaves of rebels who come witbin our lines.
A QUORUM FOB CONGRESS.
The apprehensions of no quorum in Con--
gross next week are groundless. • It was de
cided by Speaker Grow, lost session, that* a
majority ot each House means a majority of
■members elected. This count*, beside those

from Florida, Arkansas and South Carolina,
