GOV. FEIRrOtXT’S JURISDICTION.
Got. Peirpoiut’s jurisdiction now extends
over nearly all of Virginia west of the moun
tains, the northern part as far oast as Hamp
shire eonnty, which it includes, all of Alexan
dria, and a considerable portion of Fairfax
county, the region abont Fortress Monroeaad
Newport News, and Accomac and Northamp
ton counties on tho eastern shore—compris
ing nearly half of the Stale.
FAVORABLE CHARACTER OF THE EUROPEAN
ADVICES.
Advices received by tho Government from
Groat Britain, represent that though much
tournees of feeling U evident toward tbeUni
ted States, yet there .was a manifest fooling
averse to a war, and that the sentiment in fa
vor of maintaining a strict neutrality was
daily strengthening. Advices from Franco,
indicate that the feeling on tho part of that
Government is more cordial towards the Uni
ted States thau ever.

I learn from another trustworthy source,
that at Winchester; board in ordinary beard

Wednesday week,a’Union man—a brother
in-law of Col. Sentendiver, of the rebel ariby

rebel troops. He attempted to escape, was'
chased; fired at, and killed.
The fortifications that are put up are exten-

mile and a half from'Winchester on the

The 15th New York Regiment this after
noon made their first at pontoon
bridge building,- on the eastern branch of tb»
Potomac, near their camp. In .33 minutes
they inflated the India-rubber pontoons,, and
laid abridge 188 feet long,.over which .50. men
marched at common , and double-quid^time
and on the ran, and two Jtanea crossedwith
out trouble. The regiment has the pontoon
train'which has been at Whst Point for-tome
time, and.is well supplied with engineering
tools and implements. They, hare- also fas
cines and "other materials for "fortifications.
Two-fifths of-tbe-men : are : skilled mechanics,
and the camp gives .evidence bf their manual
skilL Although they have been but' two
weeks in their present location, they have
constructed a bnek raage-and oven --for each
company, and ..made many other improver
ments. In their four months of not
one man has died of disease, and there is now.
but one in the hospital.

Smalt wooden houses, large, double canvas
tents, of heavy material, and comfortable log
fauts;-are going up in all the localities occupied,;
or likely to be oecupied.dnring the wintety or
a portion of it, by our.troops.in the vicinity of
Washington. Onr soldiers will all be well
Srovided for; but there is some difficulty inj
eeiding how the, large number of cavalry;
now. here can bo comfortably cared for. Dif-j
ferent plana are under consideration, and it la
probable somo decision wilt be made in a fow
days. The horses have, so far, been ex)K>sed to
the weather.
CAPTURE OK THE MOUTH CAROLINA SECESSION
ORDINANCE.
Ut\jor Pangborn states that Com. Dupont
sent homo, and that the Navy Department is
now in possession of, the original South Car
olina ordinanct.of teegmon, beautifully en
grossed npon parebment, with the autographs
of the South Carolina seceders,headed by Gen,
Jameson. The photographs of all the mem
bers were also found, at Beaufort with the or
dinance, and a large number of other import
ant documents; which will 'seriously interfere
with Boqlh Carolina's prospects for an unmit
igated sovereignty.
THE FEDERAL ARMY — COO, OOO VOLUNTEERS IN
THE FIELD.
ft has been officially ascertained that the
Government has now in the field and camp,
and in process of formation, 600,000 volan
tesis ; and the enlistments for the regular ser
vice numerous than heretofore.
FROM THS UPPER POTOMAC.
A letter from Darnostown,- dated to-dajf,
says nothing has been heard for several days
of any movements of the enemy opposite our
tines. Everything is apparently quiet io
their encampments. This may be canted by
the withdrawal of the .weight of ; their forces
for the defence of Winchester, which they
consider in jeopardy.
REBEL HEATHENISM. -
Two more bodies of tho Now York Four-,
teenth -were found where tho late skirmish
ooenrred. They were nude, and showed evi
dence of the most shocking brutality on the
part of the rebels. It appears to-day that not
, an accident ooenrred yesterday mom ing among
the seventy-five taen and horses whoso ex
tensively maneuvered:
OSN. KELLY’S COMMAND.
Private letters from. I Gen. Kelly's command
say the troops at Romney soon expect to
march on Winchester, which is reported to he
strongly intrenched. There are rumors that
the rebels have a large army ready to defend
that place or attack Romney.

ThaJteamer Stepping Stones ran the block
ade last night, bringing fifty-eight malo and
female conttubanda,besides ten children, be
ing the last invoice from Virginia.
Ouk last advices, through Rebel sources,
were that the village of Beaufort had not
yet been occupied by Gen. Sherman. Gen.
Robert Lee has been appointed to command
the Rebel forces in that quarter, and he is
said to -have commenced fortifying the vil
lage.
In leSs than five days aftef Hntteras was
taken, when the State of North Carolina
was at out feet, the Rebels had 3,000 men
and a battery of 15 guns on Roanoke Is
land; We failed to follow up the important
advantage, and within one month's time
we were on the defensive at Hatteras. This
piece of experience makes one restive at
any apparent delay in improving advan
tages at Beaufort or elsewhere. I presume
that it will turn out. that Gen. Sherman did
not find himself at the bead of the troops
that warranted him in pushing ahead as
fast as, at this distance, would seem desira
ble.
If there is any particular thing that the
loyal people of the country,, and 1 believe
very many of the people of the revolted
States also, desire more than anything else,
it is to see, Charleston in the possession, of
our troops, with the Stars and Stripes wav
ing from .the place from which they were
first torn. Ended whenever and in what
ever way it may be, if the history of the
rebellion does not - record this much, it will
record- a grand omission, a humiliating
failure in the cause: of justice. You can
to-day raise more troops and get more
money for such an expedition than any
Other you can name. The Government will
stand In danger.of beingaccusedof awant

and bears on its face the characteristics of

tained hie information. That was probably
not prudent. It tallies exactly, however, with
the impressions we hare gleaned from teees
etas souroat. That there is an intense, yea
(iowing U&ion eentiment in Eastern Ten
nessee, and that then is dreadful suffering in
the South, cannot be doubted:
We hare very late and perfectly trust
worthy information direct from East Tennes-
see, and indirectly from other portions of the
South.; We shall not particularise, the chan
nels through; which this .information .is re
ceived,.but give onr word that we know them
to bo worthy the most absolute confidence.
. The. Union men of 'East Tennessee were
never more loyal and hopeful Hhah now.
They stand' dauntless and incorruptible, and
if there.isany-change, they are becoming more
ardent and confident.in the good and,great
cause, of national unity 'and free government-,’
which they regard as one and- inseparable,
now and forever. The Sccessionista whisper
that their attempted revolution must end in a
failure.
It is true, as-rumored for a, few days, that
there aro camps of Uniop men in: Tennessee,

troops guarding the East Tennessee railroad
when the bridges were burned was loss than

If alter the battle of Wild Cat, oar troops
had pushed vigorously forward; the loyal East
Tennesseeans would havo taken .possession of
the railroad, and held it for their own use in
stead of destroying it; and they .would have
taken a largo amount of provisions and mili
tary stores collected at Knoxville and other
points for the use of the rebel army. The fall
ing back of tho Cumberland Gap Expedition
will have a most distressing- effect, and- will
probably cause the ruin of-many'of those
who have committed • themselves in arms
against-the Jeff. Davis despotism. At the
very time when the devotetL Unionists were
expecting to see tho bayonets of the United
States troops glittering in tha passes of their
mountains, they will hear of the. disastrous
march away from them, which has already
been described at length in these columns.
The sturdy loyalty of the East Tennessee
ans appears in the returns of the recent Con
federate election for President and Vice Pres-
ident and. members of Congress; In fioane
county, where two thousand votes are usually
givcn,less than three hundred and fifty, were
polled. John Baxter, a Submission Union
man, (that Is, one who is in favor of the Union,
but looks upon the rebellion as an accom
plished fact,) run for the Confederate Con
gress in Maynard's district, thinking the
Uniynists would support and elect him, rather
-than permit the election of. an ultraEeceSeion
iat. xhe Union men bad about; eight thous
and majority in the district; but refused to
vote, and the Secessionist had a .very small;
but nearlyunanimous vote. In Knox county,
-whore the Union men had throe thousand two
hundred votes, Baxter, the Submissionist, re
ceived but, 80 votes. The Union men would
havo nothing to do with tho election, bdt
treated it with oontempt.r~ln many places
the poles wore not opened, and tn someWJrble
counties not a vote was cast.
The lines between the Union men and tho
secesh aro very sharply' drawn. Every man
knows, whom he may trust and whom he must
distrust. The devotion of the Union people
to the Government is unalterable, and many
touching proofs of are givon. We are told of
.men more than seventy years of age, acting
as guidos on tha mountains, in the night, for
those whom they know to .be. the friends of
the Government. The women will not bike
money for any assistance they may render the'
Union men. Coses are mentioned in-which
poor women whose husbands are exiles, have,
with tears in their eyes, refused to touch gold
offered and. urged upon them for provisions
furnished thoso who were laboring in tho
eanso of the Union. Ono lady who was rout
ed at midnight to prepare a meal for a party
of Union men, was told, in order to induce
her to accept a gold piece as compensation for
her trouble, that tbe gold was not from their
own pookots bnt from the United States.
She burst into tears and refused to accept it
more earnestly than ever, saying she could
not take the money of the Government for
any poor service she could render. This poor
woman's husband and sons were exiles. Are
these people to be tbeirenomies
now in the hour of their Uhnoet need ?
There is undoubtedly a .powerful reaction
in North Carolina against tho Disunionista.
It would not bo surprising to hear at any
time of a most detormiued Unioh movement
in that quarter. The Union men of North
Carolina and' north Alabama are in communi
cation with thoso of East Tennessee.
Very few troops were sent'to Virginia du
ring tho Autumn' months. Tho last detach
ment that went forward over tho .Tennessee
railroad Was a body of eight hundred' Goorg-.
lans, who had been without arms so long that ‘
they threatened to When they:-were,,
ordered to Richmond, about three
weeks ago in wretohed condition and without
arms of any sort. ~
The destitution of the rebel 'troops' is ex-
treme. It ta.not unusual-tp see the cavalry
wearing spurs on their naked heels.- They
suffer terribly for Want of blankets, and search
thd houses—oven the negro cabins—for blan
kets, qollls and'thick clothing!-‘Letters re
