The Westminster. Review for October.
Ws have • revolted from the pablisbers,
Messrs. L. Scott & Co., New York, through
their Pittsburgh agent, Mr. Henry Miner, the
American edition of the able quarterly organ
of the English Radicals. The contents of
the present member are :—Mr. Goldwin Smith
on the Study of History; Biography, Pan and
Present; A Visit to the Mormons; count Ca-
Tour; The_Apocalypee ; The River - American
Confederacies; Trades' Unione,hy Prof. E. S.
Basely; Contemporary Literature. It is now
a matter of course to find at least one article
ia every British newspaper, magazine or re
view, on the American question. The
Westminster makes its contrikution, this
dine, under the caption of "The Rivet
American Confederacies"—which, itself, (the
title we, mean,) Is perhaps tee arum
thing connected with the whole I papef.
'Bet as the author seems to .have made no
resistance to the now fashionable cant Zit cer

the disruption of the Federal Union as en ac
compliehed feet, we attribute any fairness or
truthfulness.of statement there may be in - his
ankle to the excellent guistatee of the book
which be had before him for review ache wrote,
and *hick Is one of the very few accurate
works= an American subject numbered among
the products of English authorship. We refer
to Mr. Thomas Ellison's Slaaero and Secession
in Americo, published this present year in
London. The remaining articles in this com
ber or the Westminster, ars each &ewe usually
look for from the writers of the school which
this quarterly? represents.

Oil Prows
The Titusville 9azette, speaking of the oil
burliness in that locality, nye :
"The price of oil—is reduced so low that
along the creek it is almost a worthless article.
We hear of tan thousand barrels having been
sold for twanty.five cents a barrel, the barrel,
furnished to hand. When well owners will,
in a strife - after pennies, trample .the dollar
out of reach, it in their own busbies*, and no
one may eater complaint against them From
the opening of the first flowing well an wally,
new even in the oil business, has been put
forth to develops in the shortest possible time
the greatest number of flowing wells. Oil has
rustled out of the ground in amazing torrents,
the market has been overstocked, and the
price reduced until it wilebarely pay for put
ting into casks for market.
Had the flowieg wells been controlled io
their discharges, and coneequently a regulated
quantity thrown into market, the price might
have been kept at paying figurei. The die
charges Gem those wells were not checked,
the pries is down. The consolation in the
ease is that the •prtoe being so low, sales of
reined 'oil era extended over a wider field,
multitudes of refineries are greeted, and the
.demand will hereafter be so greatly increased
that the price of oil start eventually rise to
Ming rates for even those holding pumping
w ells.
