We thought the sole reason ever urged

while he is chasing Price and McCollodi out
of Missouri.
The Victory at flontial y.
The forces under General Kelley are
believed
.to hive comprised, among others,
the Third and Seventh Virginia regiments,
ono Ohio regiment, and the regiments
commanded by Colonels Moss, Thorbiin
and Zeigler: The Third Virginia regi
ment is commanded by Col. Hughes, C. K
Swearingen is
,tho Major. The above six
regiments have, for some time past been
performing guard duty between Grafton
and Cumberland.
I3y his movement upon Romney, the
Secession forces in the valley of the She—
nandoah aro outflanked, and Winchester,
only twenty-llve miles from this point, is
seriously menaced. By this route Man
assas can be completely.turned, ors march
made upon Richmond thiough Staunton,
without regard to Beanregard's army.
It it doubtful, however, whether Kelley
11119 eufficient force to do more than main
tain himself. If he has more thin enough,
there will to -a forward movement upon
Winchester, The crossing the river at
Edward's Ferry by Stone's column, was
evidently intended to be in concert with
General Kelley's advance, from the North
*est, In the same general direction.
Romney is situated in a bowl of moun
table. There are rich fertile Valleys run•
ning along their bases. The country
surrounding is productive of cereals. 'lhe
town itself is one of the most thriving in
that part of Virginia. Ma of the in

It can be' easilyfortified and held. Bat
its possession, except as a point to

little military importance . Winchester is
- the strategic point of that region.
CoL Wallace's Indiana Zoomed, early in
June last, while stationed at Cumberland,
made a dash upon a party of Confederate
troops stationed at this point, and took 'all
their camp eqaipage and a, large number
of arms, routing them completely.
Gen. Kelley, who commanded the fed ;
eral troops in the attack, 'was born in
Deerfield, N. H., was educated at West
Point, and for thirteen years previous to
entering upon active service in the pres
ent war was a resident of Philadelphia.
During- nine years of that period he
filled the position of freight agent of the
Baltimore and Ohio raitoki company.
The determination of his former com
rades in Wheeling to aid the governmentin crushing the rebellion , and a telegram
from the m ' . requesting him to take com•
mand, led him to resign his situation, and,
within twenty-four hours alter receiving
tho telegraphic message, he was en route
for Western Virginia.
Soon alter 'has arrival he proceeded to
Grafton and dispersed the rebels,' and hom
thence marched to Philippi where the ene-.
my was suryrised and defeated. In the lat
ter engagement, Colonel Kelley was badly
-wounded. While lying upon his bed of
pain, he was appointed Brigadier General,
and recently Wll3 assigned to the command
of the division comprising Harper's Ferry
and New River districts'
The awound received by General Kelley
at Philippi could not have been perfectly
healed when he again took the field, as on
the 18th inst. it had broken out. in the
shape of a painful carbuncle, just below
where the ball had entered.
Rebels Looking Forward to Aston.
At the Southern Cominerciai Conven
tion, on the 18th inst., a series of resolu
tions was offered and laid on the table, the
object of them being as follows : •
1. To place a discriminating duty . of
twenty per cent on all foreign goods im
ported into the Confederate States through
'or for account of Northern parliea for = a
period of ten years. --
2. To place a direct "income tax" upon
all Northern exchange or bills payable
there, for a similar period.
3: &commending our banks, and mer
chants to make all our cotton produce bills
accepted payable In Europe, at least to the

These resolutions, writes the Mem - phis
Appeal's correspondent, who fitvois them
ettongly,Were known as the."direct,trado
resolutions,"
.and were postponed in:the
business conirn Woe and passed over from
time tritime, until it was too late to debate
them. They were, however, called for by
the convention in the last hoar of its sea-
sion, and would have passed but for the
argument put forward by Gen. Duff Green,
as chairman of the committee.
The position taken by Gen. Duff Green
was that these resolutions were so fatal to
Northern commerce with the South, so
destructive of all hope of New -York ever
again participating in the hoportatiou of
our goods, in. our wealth, through the dis
count of our cotton bills and the control of
our exchange, that to pass them would be
to pmlong tho wu. That the direct trade
'resolutions, in fact, would make any: ad
justment with the North imponsible and
prevent any construction of the commer
cial and finuichil - conneetions between the
North and:South, those views, suddenly
pat torwird, had great weight with the
convention.- All debote-being cut off by
nature of the - motion with Which Gen.
Duff Green closed the argunent, the "di
rect trade resolutions", were tabled.

The bishop . elect is about fifty years of
age. 11e.vras born in Massachusetts, and
was educated a physician. When quite
young Id want to the East Indies and
China, and practiced medicine in the Ititer
country, for a time being associated with
the well-known D r. Gutshiff Ho visited
the Sandwich Islands and other strange
countries, and returning 'to the United
- Slates, ip Athens, Georgia, intending to
practice '.medicine. Bat he soon turned
his attention to theology, and after the
requisite preparation, became a minister in
the Episcopal Church. . lie was chosen
Professor of Belles Lettres in'the Univer
sity of Georgia, and was appointed by the
Legislature to write a History of the State.
The second volume of this work, which is
well-written and extremely valuable. only
appeared within the last two years. -.While
in Georgia, Dr. Stevens married Miss Cop
pee, of that State, a sister of Professor
Copper), of the University of Pennsylvania.
About the year 1845, he received and so.
cepted a call from St. Andrew's Church,
succeeding the Rev..T. M. Clark, now Bish.
op of Rhode Island. He has continued
there ever since' A few years ago he trav
elled in Europe and the Holy Land, and on
his return wrote an interesting work, and
also delivered lectures on the scenes he
visited that were memorable in Scripture
history, He has written several works of
a religious character, among 'which is ono
entitled "The Bow in the Cloud," which
is probably the moat generally known.
Some time since he had a call to a church
in Savannah, which he declined. More
recently-ho was selected to ha l -Professor of
Elocution in a new theological Seminary,
organized in this city, to take the place of
the one near Alexandria, which has been
closed by the war. He is a polished wri
ter, a good speaker, and will fill the office
of Bishop with ability and dignity.—[PhiL
AN item of Western news, which we
have not received by telegraph, is the cap
ture, a fortnight since, at Chelsea, Batter
county, Kansas, by Capt. P. G. D. Mor
ton of a train of 21 wagons, 425 cattle,
25 poniei and 35 prisoners. The train
was on its way from . Pike's Peak to the
Cherokees, who seceded some weeks ago.

Major cloud; at Fort Leavenworth.
