The wher Bide or the Potomac.
Tire deplorable coedit ion of the roads on
the Other aide of the Potomac, owing to
the heavy rains of the past two or three days,
has somewhat retarded the movements of our
troops. The roads are almost impassable for
artillery and Half wagons. Oar pickets, how.
ever, have been advanced. There is evident
ly but it'small force of rebels at Fairfax, which
will, no doubt, be invested by oar troops with.
out striking a blow. Gebel guerrilla patties
continue to be very troublesome. They delib
erately murder our pickets at every opportu
nity. Gen. McClellan is almost coosuetly•in
the saddle, "alirlayioirl the advantage of the
ground," and personally superintends every
forward movement. The base of his works
are on the Potomac, and he is determined
to have his troops so fortified that they will
not, under any adverse circumstances, have
again to, fall back upon them as they did at
Balthus. tie will successfully maintain ev-
ery inch of ground which be takes.
