The first instal ment of these wretched hacks, some 250 in number arrived from Pittsburgh on Sunday last, designed for Col. Brackett's Cavalry. They were of all colors and si zes, and afflicted with almost every dis ease in the catalogue of horse distempers. We understand that many of the soldiers are ready to mutiny before they , will mount such scarecrows; and if there any good cause for mutiny in the army, we conceive this to be one, under the (dr cumstanoes.
