Taw sense of jibe visit of Mr. Blair; the .
Postmaster General, sod Gen. Minas, the
Quartermaster General, to Gen. Fremont,
is thus detailed lby the Washington corres
pondent of the N. Y. Time:
"Is is pretty Well understood they go as
representatives of the Cabinet, is a kind 9f
advisory committee and at the instigation
of parties opposed in fear to Gen. Fremont,
Senator Brodhead, a State Senator of Mis
souri, came io Washington yesterday writ
ing, with a budget of . complaints of the
present conditioa of the 'Department of the
West, and a growl at the personal relation'
which Gen. Fremont bears to certain par
ties in Missouri. Upon their representa
tions an extraordinary meeting of the Cab
inet was hold, and the determination reach-.
ed to send out the Plenipotentiaries Ilan
named. It perhaps is not prudent at this
time to make public the character of these
assaults. Theylwilt probably prove more
injurious to thole who make them than they
will to Gen. Fremont, for in reality the sub
ject of complaint, or rather the motiv
which prompt the complaint, will not stand
the teat of public exposure and investiga
tion."
SLAVES 13 Thou lA.—Brig.
Gen. }Kelley has issued a general order to
the people of Western Virginia, in which he
gape :
"The General Commanding desires to
reassure the people of Western Virginia,
that it ie the desire and intention of the
United States Government, to give to the
citizens tall and simple protection in all their
civil aidi_political rights, and that private
property, of whatever character or deaorip
don, obeli be held inviolate.
In order to eecure to the owners of Slaves
the most ample protection that can be given,
as well all tO protect the Baltimore and Ohio
Railroad from lose imd damage under its
charter, It is expressly prohibited for any
officer or eoldier to iraneport, or cause to be
transported, over the Hoeg of the Baltimore
and Ohio and North Weetern Virginia Rail
roads, any blank or mulatto pereon, the
same being a slave, unless owned by snob
officer or eoldier, or transported by rennin ,
MOD of the owner." .
There lull be s good reason for such iu
order as this, but if so, we caeca ere it.
Tue TONE OT ;US ENOLIBII Pesos is Still
very hostile to the loyal States of this
Uoion. The editorials of the Landon Times
and the letters of its correspondent, Rue•
sem, alike betoken the most relentless hoe•
tility to the Union, and use language of de•
predation and discouragement, which, in
this country, constitutes the capital stock of
secession journalism, and leads occasionally
to the incarceration of the writers upon al
legolions of treason. The N. T. Times says :
••Tbe purpose of such writing is to write
down the Uoion, to disparage the National
courage, to undermine the National credit,
and to bold up the holiest and noblest Mo
tives that ever actuated a people to ridicule,
and contempt. Such evidences of truculent
hostility can only act as I tonic to our reso
lution, and give new energy to our prosecu
tion of the war."
A Mono. nekiaco.—Gen.• McClellan was
out amen Lii men, over the Potomac, on the

"SOLDIER' We hive had our lest retreat.
We have seen our - last defeat. I . lcu viand by
me, and I will staid by you, and heoceforth

Secessionists are; evidently bent upon doing

All the indications around us denote a

creasing evidenoos of it ; strangers are
beginning to flock into the city, and the
hotels, if not full, are becoming so; our
merchants wear Moro cheerful and hopeful

as ever, as we Weeks ago foretold would
be the case.. T loan which is so rapidly
being taken up • as rapidly being spent by
our soldiers and sailors, as well as by

been created or expanded by the war.

Tim occupation of Paducah by Federal
troops has caused great iconsternation in
Tennessee. The papers of that State are
anxious that Kentucky should now be

the itbeLs won't be gratified. The war
will be carried into Africa. There will be
stirring times on the Lower Mississippi
pretty soon ; and the Tennessee rebels
will itremble, not for fear of the "true men
