A Kentucky correspondent writes to the
New York Tribune that without military
aiemation t the office of iSarveyor is a
mere farce 111 this State. Undier the pres
ent arrangement,' the - Surveyor of the
Port of Louisville, with all his faithful
intentions, can no more exercise his fano
tiona in accordance with the Constitution
of the Mittel States, than he can main
tain civil liberty. in Turkey, or punish
Ordygamy in Utah: There are beastly,
blood-thirsty rebels, from Tennessee and
States further South, sojourning here as
agents to smuggle through the most dead
ly kind of contraband goods. They are
openly'aided and abetted by traitors real
dent in Louisville and along the Louisville
and Nashville Railroad and the Ohio
River, and take malicious pleasure in
bingtdieg to worn the officers of the Gov
ernment. Them do the hem business of
smuggling. The more - timid practice
frauds, and obtelirpermita, These frauds
it is impossible for the Surveyor of Louis
ville to ferret out, as the Southern coun
ties are in actual rebellion, though full of
loyal people. Men known as merchants
in those counties come up to Louisville,
buy goods, present, their invoices, and in
sist on haying permits. If they are re
fused, the Department is charged with
starving Eenturidane or forcing them to
go naked ; and Secesaionists lie with such
industry that Union men are made dis
contented. I was told of one instance in
which a gentleman called an excellent
Union man, living within ten milei of the
Tennesse line—not a. merchant, but a
mere farmer—mado application for per-

Now, then, I say that in the midst of
such circurcuttances, the laws of the Uni

imported and enforced. Let the State be
occupied, and all this treble can be
avoided. Localities within the State of
Kentucky which will not suffer Initiation
of Customs to do their duty, can then be
choir altogetlerfrom supplies tilt they
return to loyalty, or are forced into it.
Pray, let me ask once again, as I hive
asked before in these letters, How many
times must man Pitons of Kentucky de
clare their wish to live under the laws , of
the United States ? Will the Govern
ment continue to consult those seltoon
stituted guardians of the people whose
lukewarm loyalty we would gladly spew
out, and have a clan stomach? I have
stalled assassin thoroughly—have atom
ised itrrwith a desire to find an antidote,
as a physician analyses a poison ; and I
tell you earnestly, from a sense of duty
and a sense of the Auger 'of my fellow
citizens, that the strong ammo= of the
law are the only antidote. It is the em
bodied breach of every command in the
,decalogie, steeped in thestron extract ;
of hellish malice. Entreaty inffamm it.
Kindness emboldens it and renders it more
cruel, Tolerance makes it all the more
meet:dive. The more amiable , its vic
tim, the more sublime satisfaction it finds
in vengeance. Deal with it promptly, se
verely, and crawl away into dark
