Fortress Monroe the First Point to be
I":"Times." •It says :
Waddington . Is not a point to fight for, our to
hold if captured ; but its capture not being
possible even, Jeff Davis' Army nolongerhov
ers before it. It has gone, and the advance of
its pickets,pressing on to within eight of Alex
andria and Arlington, only proves that the main
force is retiring to another field. We shall
probably hear of them next investing Fortress
Mane and attempting to carry that point by
a storm, such as will have no parallel in modern
history, save the furious onset before which
Malakoff and. Sedan yielded to the prowess or
France and Erigland.
The reasons for believing that such is now
the deliberate perptise of the Confederate lead.
err, are numerous. This is Virginia's chosen
plan of the campaign • and Virginia now rules
the Confederate cou nsels: - Gov. Were, who is
'the representative man. of .Virginian rebellion,
ihas long proclaimed 'Fortress Mooroe to be the
one thing needful and absolutely vital for South=
'ern independenee. In the State Convention,
ihe declared the loss of ten- thousand lives
I(which he deemed a reasonable cost of the an
dertaking) a cheap price of its capture. • :
Fortress Monroe 'is built upon the extreme
Point of a • peniezala that lies between James
and York rivers; and at Yorktown, which is
also on it, about twenty miles west of Fortress
!dome, the peninsula is extremely narrow, and
if well fortified, no force could pass to the re
lief of the fort if inveited below. We think it
is the purpose of Jeff. Davis, having well se
cured this cal de sae at Yorktown, to throw an
army ot , 50,000 men on the peninsula, leaving
15,000 to cover Richmond, and proceed by
way
of. great Bethel to an assault on Fort
There are numerous routes of access to thin
theatre b( operations—one by railroad from
• Weldon,;(:S. U,) connecting with all the South,
to Portamocilk; another by railroad from Rich
.mond Va. to Norfolk ; another by railroad to
City Point, on York river, and thence down
;that stream to Yorktown ; and another still, by
I ;James River from Richmond. At no other
point of attaole could the Confederate States
(converge their forces with"euch rapidity as at
'Fort Monroe; a post wl,lich.cnt off from all
communication with the United States Gov
ernment by land.'N
Most of the heavy siege cannon se the Con
federates are at Gosport Navy yard, mad could
vI4E - comparative ease be brought into\ action
agaiost Fort Monroe. The war vessels ofthe
Belted States, through which succor might be
afforded to the oeseiged fortress, rill soon be
distributed along the coast of the Southern
States, blockading porta too remote to be re-
called In time to repel a vigorous seige. What
is it, then, with the Confederates but a question,
how many lives to fling away in the seigo, as
eault and capture of Fort Monroe? And
when captured, what is it to the Confederate
States-? The key that unlocks the prison of
Virginia that looses Maryland from-bonds ;
that puts Richmond and Baltimore in comma.

Potomac, the James, the York and the Rap

the populations of the States of America. To
Virginians will be presented the idea in this
assault that it is for the defence of their own
soil, for the possession of their Own renowned
fortress, for the securing to their own State of
the sear of future Southern commerce, that
their blood most be poOed out like water.
A.nd if it over flows, it will flow there.
These are our reasons for the opinion we
have advanced. The Government cannot he
tho vigilant in looking to Fartress Monroe, or
too lavish in providing means for its defence.
A Perilous Escape from the South.
l• The Italian brig Triehetta, which arrived
14 New York on Friday morning from Paler
o, brought two .men who escaped from Sa
iannah in a yawl-boat, having fled from
9-eorgia to avoid impressment into the rebel
army. They were picked op at sea by the
Captain of thel Er ichettaj Captain Filiborti
makes the following report :
1 "June 24, latitude 37 27, longitude 71 56,,
fill in with a yawl boat containing two men,
who stated that they hid ran away from 'Sa
vannah to avoid being used by the secession
ist& They loft on the Bth instant, and when
tricked op. were destitute of provisions and
water."

following interesting statement of the' reason
of his flight and the manner of .his escape :
"I was at work in the saw mill in Bann
ash, and work becoming dull, went into the
shad-Rehing - business, and when, that was
ove-rshipped on board the ship Counsel, of ea-

ed British colors the crew was discharged,
and an 'English crew shipped in their places.

and when off Cape Hatteras struck on the
reef, and lost the water and damaged the pro•
visions. We then tried to get in the Chesa
peake Bay, but were blown off into the Gulf
stream. After being two day without water,
we spoke the three-masted schooner Forrest
King, the officers of which refused to give us
any, Neter, saying they were short themselves,
and filled away and left us. On the 24ht but.,
fell in with the Italian brig Erichetta, Capt.
Fi!Mord, from Palermo for New York, who
humanely took us on board, and also insisted
on - hmsting our boats on board. Since then
we have , been-treated in the kindest manner.
We were five days without water."
The True State of the Hebei Army and of
the Pentb
The following, written by the Washington
,correspondent of the Now York Commercial,
is,' doubtless, a pretty correct view of the
rebels and their army :
Wise, I should say, is being slightly
cheated at home, when he is made to believe,
as be says ho does, that there are in Virginia
180,000. troops, 73,000 of whom aro at Man
assas Junction. I have, I think entirely Dili
able information from this , point, which give
Ithe rebels 17,000 troops; hardly Ad and badly
*clothed, while in the whole State of , Virginia,
am;l old by the same authority, 'there aro
less than 60,000 troops. Those at Manassas
Janctibri are raving to get At Washington.
Where they are told the inhabitants are up in
arms to give them a grand reception • that the,
;Union. troops aro dying off like sheep, and
those that aro able aro flying to their Soma
in every direction. Gen. Scott is reported as
- sick and dying. Mr. Lincoln Is constantly
intosicated, and preparing to leave the town
In a balloon. Jeff. Davis at Richmond of
tennis does not believe any suclf-nonsense,
and has no desiro to attack Washington, though
be may bo compelled to do it by the clamor
