disagreeable and dangerous minority so far as
their immediate neighborhood is concealed
but they belong to the whole nation, and
should no more be atondoned than Hants
was when in the clutches of the auitrians.
The government has to assume,tillit is proved
to the Contraiy, that each , individual is loyal
and true. Southerners visiting the North and
conducting themselves with ordinary propri
ety aro as welcome new slat any time. No
State is oat of the Union ; no constitutional
action has heart taken to break a single do
that holds the States toga ther ; and the con
test is simply between lawful authority and
lawless opposition. 'this is a truth that can
' not be too often repeated; or kept too steadily

From Richmond
CONDITION OF TUE CONFEDERATE CAPITAL
A gentleman who has recently returned
from Richmond; Va., informs us that when he
left, that city there were about five thousand
rebel troops encamped there. Troops were
arriving and going through to Manassas and
Mures Fprry at the
. rate of from fifteen
hundred to two thousand men laity.
There is little business ; doing at Richmond.
The tobacco warehouses are closed, and the
hands have been discharged. Provisions aro
scarce, and aro held at high prices. Flour
sells at s9@lo per barrel; butter at sixty
five cents, and poor bacon at twenty-sii cents
per pound. The circulating medium consists
mainly of promisee toto pay, issued by towns,
corporations and individuals, and nominally
worth twenty-five orlifty cents each.
—The hotels in Richmond, Lynchburg, Pe
tersburg, and in that vicinity are charging
from $2.50 to $3.00 per day and famish very
poor fare at that price.

remain in the hotel "till he can find more
suitable accommodations, " (which, it is to be

Mr. Frank Lacy Buxton, who has returned
from Fortress Monroe, Mille in that vicinity
visited the ttag.ship Minnesota, on board of
which were con6eed the pirates of the privateer
Savannah. Mr. Boston was a resident of
Charleston until after the captor° of Fort
Sumter, as the correspondent of the" Tribune."
While on board .of the ;Minnesota, the pirate
captain, Tem Morrison Baker, was • brought
into the cabin. He at meg walked op to Mr.
Boston, wbom be recognised asp former resi
dent of Charleston, and - called him by name.
Baker is respectably conneetedin Charleston,
being the brother of 11. R. Baker, of the firm
of Baker .t Stetson, skipping merchants. The
family were originally from Philadelphia. In
answer -to a remark made by Mr. Buxton, that
he was sorry to see him id such a position, Ba

evinced no regret at his own course, and was i

they had been driven to piracy in the hope of
