We are, as yet, but imperfect ly lijointed, regarding the cause, or causes of ..--,.. - Abose — ttoubles. It would appear, 'however . that the majority of the Newfoundland people ope-strohgly imbued with democratic principles, Sat the Government has studiously endeavored to prevent an honeta representation of the popular! sentiment in Colonial Parliament. --'the people desire universal suffrage' and rote 'by ballot. These demands the British Govern meet, and its agents •in the Colony, steadily rejst. A shoit time ago, two seats in the Newfound laud Parliament became vacant, and an elec.. — time to till them was ordered. The Govern - meat pet its candidates in the field, and demand rd theirteleetion. The democrats started oppo sing candidates. Mesara Hogan and Brown, who pledged themselves to sustain popular frauchith' and vote by ballot. The democrats were elected, and the Sheriff duly certified to their return. But it was soon announced that, upon technical grounds, Government would pre _ vent them taking their seats. The people were greatly excited, and when the day arrived for • the "seating" of the new members, a large crowd asse. mbledaround the Parliament House. Hogan and Brown entered the house, and were; ot onlyirefosed recognition, but were contemptuously ejected. The ejection of the popular represeotatirea caused the wildest excitement among the mnl. titudo in the streets. The military were called out, rnd being mocked er assailed by the axes- perated populace, the soldiers were ordered to Ue--an order which they promptly obeyed. Rev. Mr. McDonnell a Catholic clergyman, who was endeavoring to disperse the crowd, fell seriously ! wounded ; sordid others received ..- bullet wounds, and an old man, named Fitz- gerald, vies - killed. Had it not been for the • exertions of the Catholic bishop, Dr. Mulock, the_ Parliament House would have been torn doiro t eti, Intense was the popular fury. Riot trig-toetteined for several days, bat, at last ac counts; eitilet had been partially restored. As throwing; further light of the Newfoundland movement, we quote the following from the St.-John'a Neva, a Government organ. We learn that the British Government is about to 7 ettengthen its defences generally in this quarter of the globe, and that with this end is view, several reliments are in marching and' sailing order already, and that others are to be onmedietely transferred from their - present stations and depots in North Amer:ca. phis movement, we suppose, is in consequence of the was in the United States : and we sap pose the majority of the troops thus thrown into the colonies will concentrated upon the frontier, not only as a protective force against those Yankees, bat also against those erratic adventurous Britishers along the lines who sympathize with the Northern States, and are anxious to join in with their Yankee, neighbors to "seek the bubble repudiation at i the cannon's mouth." Newfoundland, we sup pose, will !not be overlooked in this arrange ment, it being the actual key to the Northern continent, as Cuba is to the Sonthern ; and in the event Of any unforeseen difficulty with the States, would no doubt be taken by Brother Jonathan In a twinkling. It would be a for midable stronghold for him, and a most value. We acquisition and with Newfoundland in its posession, the Northern Republic might sweep the ocean and defy theworld. learnt or General Brost. A correspondent of the Boston "Advertiser" writes from Washington : •'Oaaunilay I had the pleasure of an inter , view, in ctimpany with a Wend, with General Scott, So' ninth has been said of his health that I am happy to be able to_speak authorita tively upon the subject. Our interview was of at !eau an !hoar, and in the course of it I said tv him thateveybody felt a deep interest in hie preservation, and I begged to know what I might repoix when I reached home, as to his health. Ile . said that some time ago ho re ceived a fill is priming down a stairway, by which his limbs were partially paralysed by a blow upon his spine, and that he rose or walk „.-4kwith_solia little difficulty ; but that besides that his health was excellent. And I can add that if a free, brisk, unembarrassed conversation of an honctupon a great variety of topics, can furnish any test of quickness and vigor.of in. tellt.t, the country has no cause to apprehend that the tleoeral it. not as capable to plan and carry out a Campaign as when be started on his march from* Vera Cruz to Mexico.
