'I he:contest With the rebel 'tittle must be,
to some extent, a maritime war." It is inter
esting, therefore,- to know ;.

data the strength of the comipatents in this
department. No better aourcyi of ascertain
ing this can be consulted than the annual re
ports of the Treaury. 'limy give the amount
of the enrolled; licensed, and gistered tun-

cage of each State, and also lie number of 1
vessels built ny each during t o current year.
From the statistics in a recent report, it ap
pears that the whole eprolled licensed, and
registered tonnage of the, 61TV-four States
wee 4,958,335 tune. Of this itmount the free
States furnished 4,150,970 tun, and the slate
Settee 807,36&tun5. It will be remembered
that in this . latter amount is included the
tannage of the ports at Baluchi:ire; New Or
leans, Charleston,. Savannah, Mobile, and
Norfolk, the mosflourehing Maritime depute
in the' South, The . Seven Cotton States=
South Carolina; Georgia; Florida, , Alabaria,
filltaissippi, Louisiana, andj , Tezes—which
led off in this rebellion, furnished only 344,- 609 tans.
If we deduct from the tonnage of the fif
teen slave States, that of Delaware, Mary
land, and Missouri,

neither ofinlich s likely
to be employed in
the service of the rebels,
it lease a total for the other twelve elaie
States of only 490,043 tuns. It is-against the
i
bi
shipping of these States the the maritime
resources of the loyal ports of e Union will
be arrayed. Adding the . to age of Dela
ware. Maryland, and Missonrh to that of the
free States, the sum total is 4,468,292 tune, or
nearly ten times that. of the rebels, even in
cluding North Carolina, Tennessee, and Ken
tucky in this categnry. ,
In regard to the important matter of sea
men, the preponderance in favor of the loyal
States is all still greater than in the item of
ships and tannage. A large majority of the
officers and men who sail the i comparatively
few vessels owned below the Potomac are from
the Free North. The uppeti lakes furnish
five times as many seamen as all the South.
New England does even mere . than this.
The shipping sometimes lying in a single slip '
in the city of New York could !turn -out nit
ers enough to man every vessel belonging to
the Cotton States, while th occasionally
seen riding in the East River c ould - sail all
the craft owned in the twelvedisloyal States,
with enough loft to capture all the priva
teem which, the Jeff. Davis oligarchy could fit
out in a twelvemonth. . I
Such are the 1316171:10 resources of the bel
ligerents. With this preponderance on the
side of the Union and with nearly three times
as many males between the ages of 18 and 45
for land service as the rebellious States, and
with fifty times as much money and credit to
furnish the sinews of the contest, no one can
well doubt to which side victory: will ulti•

Capture of win Infernal
Quite an excitement was - created in Phila
&aphis on Friday by the seizure of a . subma
rine boat, the invention of be Villeroi,
Fgetichman. It was going dciwn the river,
and struck on. an island. Fear men were
&mad aboard. • V'fileroi says lie was about
taking it: to tho navy yard to test, but the of
ficers of the yard disclaim anp knowledge of
him. The boat was constructed some time
since fori raising wrecks and outer submarine
work, but was never put in active use. The
_Bulletin describes it as &nom;
"Externally it had the am:canna of a ac
tion of boiler about twenty ket long, with
tapered ends. presenting the shape and appear
ance of an enormous cigar with a boiler iron
wrapper, and for all the world , like Winans'
I celebrated steamer in respect to shape- The
atter end was furnished with a propeller which
bad a contrivance for tottecting it from dua
-1 age from coming in contact with external ob
' jade. The forward end was aharkiah in ap
pearance; and the dark idea was carried out
in other respects, as only the ridge of the back
was above meter, while the tail and snout was
submerged. Near the forward . end was the
hatchway, or "manhole," through which in
grass and agrees were obtained. This hole
was covered with a heavy iron flap which was
Mahe air-tight, and which was secured in its
place by numerous pinirerfal saran end hooka.
Two tiers of glass buns eyes along each side
of the submarine monster, completed its ex
ternal features, afforded light to the Inside,
and gave it a particularly wide awake appear
arm. The parties in charge of it state that
the vessel was intended for all submarine pur
poses. It had been under water for three
hours at a time, and could be moved about at
pleasure.. The parsons in' it Could leave it
while under water, as`though it was a diving
bell. They manufacture, while under water,
they said, the supply of air needed for respiH
ration."

of very sudden conversion have been reported.
Gov. Hicks, of Marybuid, has 1100 D the error

man. -
Col. Anderson, on his way to take command
of the Kentucky volunteers, announced to the
people of Huriabum that John 0.- Breckin
ridgewho has labored with all hirimight to turn
Kentucky from that loyalty which her peace
and interests, as well as her duty, make nec
usary, had seen the error of ins ways, and
was DOW !tidy to join the great army of .
Union men. Whether the latter case has
been correctly reputed or not, we'do not cuo
to enquire : it may be premature, but it only
anticipates what is sore to comer-Mr. Brock
inridge's day of "profusion' , of unalterable
fidelity to the Goverment and love of the
Union.
Prudent churchmen do not altogether reject
cases of instantaneous conversion--

ued good conduct, that their reformation is

Proposals for a Loan of $3,000,000
to the Commonwealth of Pennsyl
vania.
In pursuance of thefirst section of an Act
of the General Assembly, entitled "an Act to
cicala a loan and provide for tinning the
State," approved May 15tb, A. D. 1841, and
the sixth section of the Act entitled "an Act
to provide for the payment of the members,
ofscers and contingent expenses of the Extra
Session of the Legialifore," approved BUY
16th, A. D. 1861, and by the authority of the
same,
NOTICE is herebAiven that proposals will
be received at the office of the Secretary of the
Commonwealth, until .three o'clock P.M. of
Wedis °Way, the fifth day of June next, for the
loaning to the Commonwealth the rum of
THEE& MILLIONS OP DOLLARS, for the
purpotes set forth in the before named Acts
of Assembly. The said loan to bear an in
tercet of six per cent. per annum, payable
semi-annually in Philadelphia, and the loan
to be redeemable in ten years from date; and
for thopay,ment of the interest and liquidation
of the principal thereof, a special tax of one
ball mill on the dollar has been directed to be
levied on all the property in the . Common
wealth taxable for State purposes. The cer
tificates of loan shall not be subject to taxa
tion for any purpose whatever; and all certifi
mates of the denomidlition of one hundred del
hue or leisa shall hare coupons attached; those
of a larger .deneminatiati will be iuued either
as inscription or coupon bonds, at the option
of the bidder.:
.. The proposals, must state explicitly the
amount proposed to be taken and the rate to
be paid. The State reserve& the right to so•
cep the .wriolst or any part of the amount of
fered to be,taken unless the proposer stipiilates
otherwise.l No condihonal proposals will be
oonsidered.
Upon the acceptance ofany proposal at least
ten percent. of the amountmust bepaid down,
:the balance, if preferred by the bidder, in
thirty and sixty dam - when certifimtes shall
