Grant Whim, of the World, is one pf the reg-
tiler reviewers on the Atlantic Monthly

man, who edits the evening edition of the
World, writes poetry and prose for all sorts of
mapzines.
Adam Badeau, one of the principal literary
men on the Express, is a well-paid contrite

Indeed, there is scarcely an author in town
who is not more or less employed on the daily
and weekly press and the same may be said of
the clergy. Ward Beecher is a weakly con
tributor to the lodger. Dr. Bellows, Dr.
Prime, Dr. Osgood' Dr. Stevens. Dr. Hawks,
Dr. Baird, Dr. Tyng, Dr. Bright, Dr. Crooks,
Milburn. and others, are recipients of liberal
sums for articles furnished the dailies, weeklies,

cellaneous," who do not reside near the place

Approved sureties in the full amount of the
contract will be required, and:twenty per con.
tum as additional security deducted from each
payment until the contract shall have been
cmnpleted or canceled, unless otherwise auth
orized by the Department. Ott clushcs of arti

as required during the fiscal year, the twenty
ter centum retained may, at the discretioh of
the commandant, be paid quarterly on the first
of Jannery, A pril,July and Obtober, when the
deliveries have been sitisfactdry, and the bal
ance (eighty per cant.) will be paid by the re
'poetise navy agents within thirty days after
the presentation of billa, in triplicate, duly
vouched and approved.
No part of the per eentutu reserved is to he
paid until all the rejected articles offered nit
der the contract shall have bent removed from
the yard. einless specially authorised by th'e
Department.

default shall be made by the parties of the firat
part in deliwiing all or any of the articles
mentioned in any class bid for, of the quality
atd at the times andielaots above provided,
then and in that case thesaid parties will for•
felt and pay to United i btates a sum of
money not to exceed twieo thelautount of such
class; which may he recovered, from time to
time, according to the Act of e,:ongrcies in that
case provided, approved March 3, 1843.
The sureties must sign the contract and
their responsibility be certified to by a navy
agent, collector, district attorney, or coma
other person satisfactorily known to the bu
reau.
It is to be provided in the cOutract that the
bureau shall have the power of annulling the
contract, without loss ur damdge to the kdOlt:

be notified by letter through the post-office,
which notice shall he considered sufficient;
and if they d I not enter into contract fur the

antors of such defaulting Ydders will he bold
responsible for all delinquencies.
