emergency; and the temporary loan of $ BOO,OOO
authorized by the Act of the General Assembly of
the 17th April, 1881, was promptly taken at par.
The money is not yet ethansted ; as it has been
impossible to have the accounts properly audited
and settled with the accountieund paying officers
