stand the difference between the border State
Adjastment, atta the Crittenden Compromise.
The essential difference is reepecting the Ter
ritory South of 813° 30,' between the Indian ter
ritory and California. The border State prep.:,
mitten is :
"That the line of 3G° 30' shall be TllO through
all the exulting iterritory of the United States;
that in all North of that line slavery shall be
' prohibited, andlthst South of that lice Congress
nor the Territerial Legislature shall hereafter
pass any law abolishing, prohibiting or In any
way interfering with African slavery, and that
when any territory, containing a enfliolent pop
ulation for one member of Congress in an area
I sixty tbousind square miles, shall apply for
admission as aiStede, it shall be admitted with
or without glittery, as its constitution may de-
termine."
This le a negative proposition. It permits
the operation id the existing territorial liws of
New Mexico and California, pledgeanhe non-in

ultra politicians of the South, because it does
not commit the Federal Government to their
dogma of the proteotioo of slavery in the terri
tories. It would be imoeptable to the moderate
men of the Nerth and South for the same rea
son.
Mr. Critteiden's scheme is as follows.:
"That in all the territory of the United State,
now held or hbreafter acquired,_, situated north of

territorial - government. In all the territory
south of said line Mater, of the African race is
