Ma. Paseroxerr : Congress -adjourned last
summer amid auspices of national abundance,
contentment,• tranquility and happiness. It
was mumbled this winter DI the presence
of derangement of business and disturbance of
rmblic u well as irinto crolit, and in the face
of seditious combinations to overthrow the
Union. t The alas= is appalling ; for Union is
not more the body than Liberty is the soul of
the nation. ..'

accustomed to believe the. Republic immortal,
He ahrinkstkem the sight of convulsions in&
cadre or its sullen death. The report of our
i condition has gone over the EMS, and,we who
have so king and with so much complacency
studied the endless agitations of toasty in the
Old World, believing ourselves exempt from
such disturbance°, now, in our turn, seem to
be- falling into a momentous and disintrims
revolution.
I know how difficult it is to dear, amid
so many and so various =meets, what ought
to be and`even what can be done. Certainly,
however, it Is time for every Senator to-de
clare himself. I, therefore, following the ex
ample of the noble Senator from Tennessee,
(Mr. Johnson,) avow my adherence- to the
Union in Its integrity and with all its rents,
with nay friends, with my party, with my
, //tate, With my country, or without either, as
they may determine, in every event, whether
of peace or of war, with every consequence of
honor or dishonor, of life or death. Although
I lament declension, I hail with cheerfahleiss
the duty of lifting up my voice among distract
ed debates, for my whole country and its in.
estimable Union. •
Hitherto the exhibitions of spirit and reso
lution here, as elsewhere, have been chiefly
made on the aide of disunion. Ido not regret
this. Disunion la so unexpected and unnatural
that it must plainly reveal itself before its
presetsce can be realised. I like best, also the
courage that rises slowly under the pressure of
severe provocation. If it to a Christian duty
to Angie. to the stranger seen seventy times
seven offences, it is, the highest patriotism to
endure without complaint the passionate way
wardness apolitical 'brethren so long as there
is hops Thud they may come to a totter mind.
Ithink it is : easy to pronounce what meas
ures or conduct will not gave the Union. I
agree with the hotiorable Senator from North
Carolina (Mr. Olingman ,) that mere eulogiuma
will not save it. Yet i think that as prayer
Wings unlearnt° Ood, though it cannot move
Him toward us, so there is healing and saving
virtue in every, word of devotion to the Union
that is epoken,•and in every sigh that its dan
ger draws forth. I know, at least, that, like
virtue, it derives strength from every irrever
ent act that is committed and every blasphe
mous phrase that is uttered against it.
The Union Cannot be Naval by mutual cries
illations concerning our respective share of re
sponsibility kir the present evils. lie whose
conscience acquits him will naturally be slow
to scenes others whose co operation be needs
History only can adjust the great account.

tutional power of' Congress over the subject of
slavery in the Territories will not save the Union .
The opinions of parties and sections on that
question have become dogmatical, sod it is this
circumstance that has produced the existing
alienation. A truce, at least daring the debate
on the Union, is eseential to reconciliation

save the Union. I know, iideed, that tradition

concessions are pot customarily asked by a force

strength. I think, also, that there is a prevailing
conviction that legislative eunproailees which
sacrifice hooestly cherished principles*, while they
anticipate future exigencies, even if they do not
