have not bestowed sufficient reflection to
have a very definite opinion, although it

eracy. It is a matter which concerns the
South more than it concerns n. If dis
tributed aud aaumed by the several rebel
States, it will make the pressure of Slate
taxation so heavy as to seriously impair
their ability to piy their proportion of the
Federal taxes. Whether the exebange of
Confederate scrip at its market valuo for
Uui'ed States bonds, would not, by its
tendency to produce good feeling, save an
equivalent expense in maintaining troops
in the South, is a question on which it is
