Amendments to the Constitution.
BE il resolved by tho Senate and House of
Representatives of the Commonwealth
ol Pennsylvania in General Assembly met.
That Ihe following amendments be proposed
to the Constitution of the Commonwealth, in
accordance with the provisions ol the tenth
arucle thereof.
There shall be an additional section lo Ihe
the third article of ihe Constitution, to be des
ignated as section four, as follows:
"Lectio" 4. Whenever any ol the qualified
electors of this Commonwealth shalj te in
any actual military service, under a requisi
tion Irom ihe rresident ot the tniled Slates,
or by Ihe authority of this Commonwealth,
such electors may exercise lha risht of suf-
fraee in all elections by Ihe citizens, under
such regulations as are or shall be prescribed
by law.as fully and effectually as if they wen'
present at their nsual places of election."
