Whilo we were foraging in Sequatchie,
Tennessee, (writes a soldier in the Union
arm,) after the campaign which endud
with the battle of Cbicamauga, our boys
wsed to g t up cotillion parlies, in the
oontry, which were well atlcuded by the

ley. The latter were very careful, on such
nreasioos, about the language they ued in

Thai llie lollowiug aincndinenls be proposed
to Ihe Constitution of the Commonwealth, in
accordance with the provisions of the tenth
article thereof.
There shall be an additional sretion to the
he third article of the Constitution, to be des
ignated as secliou four, as follows 1
"Micnoa 4. Whenever any of Ihe qualified
electors of this Commonwealth shall be iu
any aelual military service, under a requisi
tion from ihe President of the Unued Males,
or by Ihe authority of this Commonwealth,
surh electors may exercise Ihe right of suf
frage in all elections by Ihe citizens, nnder
such regulations as are or shall be prescribed
by law, as iully and cll'tctually as it ihey were
present at Iheir usual places ol election."
Thera shall be two ad-litional sections
the cleveuili article of Ihe Constitution, lo t
designated as sections eight and nine, as
follows I
"8ectioi . Ni bill shall be passed by ll'c
l.egisla'nre containing more than one sul'eet,
which shall tie clearly expressed in the title,
except appropriation bills."
