of Pennsylvania in.tienrral Assembly met.
That Ihe following amendments be proposed
to the Constitution of the Commoiiwealih, in
accordance with the provisions of Ihe tenth
article thereof.
There shall be an additional section Io the
the third article of the Constitution, to be des
ignated as section four, as follows:
mSectio;4. Whenever any of ihe qualified
electors of this Commonwealth shall be in
any actual military service, under a requisi
tion front ihe President nf the t'niied Stales,
ur by the authority of this Commonwealth.

surh regulations as are or shall be prescribed
by law, as fully and effectually as if ihey were
present at their usual places of election."
