A Joint Resolution proposing certain
Amendments to tho Constitution.
BE it resolved by the Senate and House of
Representatives of the Common wealth
of Pennsylvania in (jeneral Assembly met.
That the following amendments be proposed
to Ihe Constitution o( the Commonwealth, in
accordance with the provisions of the tenth
article thereof.
There shall be an additional section to the
(he third article of ihe Constitution, to be des
ignated as section four, as follows:
"Sacrum 4. Whenever any of ihe qualified
electors of this Commonwealth shall be in
any actual military service, under a requisi
tion from the President of the United Mtaiei,
or by the authority of this Commonwealth,
such elrctors may exercise ihe right of suf
